About this opportunity

The Department of Veterans Affairs Veterans Health Administration seeks multiple Indefinite Delivery/Indefinite Quantity contracts for anesthesia units at the national level, including warranty, maintenance, and training services for inclusion in the National Equipment Catalog, with proposals due October 5, 2026 at 4:30 PM EDT (extended from September 11). Questions must be submitted by August 21, 2026 at 4:00 PM EST. This is an unrestricted procurement with no set-aside, though evaluation prioritizes Service-Disabled Veteran-Owned and Veteran-Owned Small Businesses.

The contract spans ten years: a five-year base period plus one five-year option period, covering CONUS and OCONUS locations including Alaska, Hawaii, Puerto Rico, Virgin Islands, Guam, Philippines, American Samoa, and Northern Mariana Islands. The VA anticipates one award per OEM or authorized distributor. The ceiling is $120 million with a guaranteed minimum of $10,000. Pricing is Firm Fixed Price with a 3% Service Level Agreement fee embedded in all unit prices.

Anesthesia units must be FDA-cleared and meet 14 Minimum Technical Requirements, including hypoxic mixture fail-safe systems with N2O and O2 interlocked at minimum 21% oxygen, ventilation modes supporting CPAP with respiration rates of 3–100 breaths per minute, continuous End Tidal CO2 monitoring for intubated patients, and a minimum 30-minute internal battery for units with automatic ventilators. Integration validation with Oracle Health's Care Aware Platform or compatibility with iMDsoft ICCA, Picis Anesthesia Manager, and Innovian Anesthesia, as well as GE, Philips, Spacelabs, and Nihon Koden patient monitors, is mandatory. FIPS 140-2 or 140-3 certification is required for wireless networking. Proposals must include one-year parts and labor warranty and white glove installation, 24/7 support with 24-hour emergency response, and comprehensive operator and biomedical technician training.

Offerors must comply with VA security directives including VA Handbook 6500, VA Notice 24-12, Contractor Rules of Behavior, and a Contractor Security Control Assessment. All contractor personnel accessing VA systems must complete security and privacy training and comply with FIPS 140-2 encryption, NIST 800-52 TLS, and 30-business-day patch cycles for standard vulnerabilities and 7-day cycles for critical vulnerabilities. Medical devices require FDA compliance and VA Enterprise Risk Analysis authorization.

Proposals must submit complete anesthesia system offerings by a single OEM with no partial proposals; non-OEM distributors must provide an Authorized Distributor Letter confirming OEM authorization. Evaluation criteria, in descending order, are Technical (compliance with MTRs), Past Performance (assessed on relevancy, recency, and satisfaction from up to three references from the past three years), Veterans Preference, and Price (fairness and reasonableness). NAICS code is 339112 with a 1,000-employee size standard. The contracting office is Veterans Health Administration Regional Procurement Office East in Pittsburgh, Pennsylvania.
