About this opportunity
Naval Sea Systems Command seeks competitive quotes for rental of one 500 kW and two 350 kW standby emergency diesel generators with three automatic transfer switches (ATS) for Norfolk Naval Shipyard in Portsmouth, Virginia, with quotes due October 23, 2026 at 10:00 AM EDT and questions due October 22, 2026 at 10:00 AM EDT.
Place of performance is Portsmouth, Virginia, with delivery to Building 298 by November 2, 2026. The base rental period runs 12 months (November 2, 2026 through November 1, 2027) with an optional 6-month extension (November 2, 2027 through May 1, 2028). This is unrestricted full and open competition under NAICS 532490 with a small business size standard of $40 million. The PSC is W099.
Equipment specifications require the 500 kW generator with one 800-amp ATS (480V, 3-phase, Service Entrance-rated, NEMA 3 or above); each 350 kW generator with one 400-amp ATS matching those specifications. Alternative 320 kW generators are acceptable. All units must include 24-hour fuel capacity at full load, auxiliary block heaters, and weatherproof instructions. Generators may exceed the stated 20' L x 8' W footprint by up to 2 feet. The contractor provides all routine, preventative, and emergency maintenance at no additional charge, including 24/7/365 repair coverage with on-site technician arrival within four hours and unit replacement within eight hours if on-site repairs are not possible. All service personnel must be U.S. citizens with DBIDS cards and NAVSEA green badges; no additional security clearances are required. Equipment must complete load-bank certification testing within two weeks prior to delivery. The Government provides diesel fuel and refueling through NAVFAC; NNSY Shop 99 provides auxiliary electrical power, cables, and all installation work.
Offerors must submit daily, weekly, and monthly rental rate options for each line item plus delivery/return shipping and mobilization/demobilization fees. Evaluation weighs Technical Capability (must-have acceptable rating), Past Performance, and Price. Award goes to the responsible offeror offering best value as a firm fixed-price single award. All quotes must remain valid for 60 days minimum and be submitted via email as Microsoft Word, Excel, or PDF. Offerors must be registered in SAM.
