About this file
This is a Questions and Answers document addressing clarifications for a generator and Automatic Transfer Switch (ATS) rental solicitation issued by NAVFAC at the Norfolk Naval Shipyard (NNSY). The quote deadline is October 23, 2026, at 10:00 AM EDT, with an anticipated delivery date of November 2, 2026, at Building 298.
The solicitation requires rental of three generators: one 500 kW unit and two 350 kW units (with 320 kW as an acceptable alternative). Associated ATS panels must be 480V, 3-Pole, Service Entrance-Rated with NEMA 3 or better enclosures; the 500 kW generator requires an 800A ATS while each 350 kW generator requires a 400A ATS. Generators may exceed the stated footprint by up to 2 feet. The Government will provide diesel fuel, ongoing refueling, and fuel delivery through NAVFAC's refueling team, while NNSY's Shop 99 will provide auxiliary electrical power for support equipment and will furnish cables and perform all ATS and generator connections/installations. Contractors must perform voltage and phase rotation checks and participate in initial lockout coordination. Monthly invoicing through WAWF is required upon rendering of service, with the Contracting Officer's Representative reviewing for acceptance. No DD Form 254 or security clearances beyond U.S. citizenship, DBIDS registration, NAVSEA green badges, and site access requirements are needed for subcontractor drivers and service technicians. Amendment 001 updated the quote sheet to reflect CLIN 1003 for the ATS option and added a TOTAL column for each CLIN.
