About this file

This is a Questions and Answers (Q&A) document for a federal solicitation involving generator and automatic transfer switch (ATS) rental services at a Navy facility (NNSY - Naval Nuclear Security Facility).

The Government will provide diesel fuel, ongoing refueling, and fuel delivery through NAVFAC's refueling team, while NNSY's Shop 99 will supply auxiliary electrical power for block heaters and battery chargers. NNSY's Shop 99 will also furnish electrical power cables and perform all connection and installation work for the ATSs and generators. Three ATS panels are required: one 800A unit for the 500 kW generator and two 400A units for the 350 kW generators, all rated at 480V, 3-Pole, Service Entrance-Rated, with NEMA 3 or above enclosures. The anticipated delivery date is November 2, 2026, with the contractor responsible for performing voltage and phase rotation checks and participating in initial lockout coordination at Building 298. No additional security clearances beyond U.S. citizenship, DBIDS, NAVSEA green badges, and site access requirements are needed for subcontractor drivers and service technicians. The quote deadline is October 23, 2026, at 10:00 AM EDT. Amendment 001 updated the quote sheet to reflect CLIN 1003 for the ATS option and added a TOTAL column for each CLIN. Monthly invoicing through WAWF is required upon rendering of service, with the Contracting Officer's Representative reviewing submissions for acceptance.
