This is a Statement of Work for the rental of emergency diesel generator equipment and associated services at Norfolk Naval Shipyard (NNSY) in Portsmouth, Virginia.
NNSY requires the rental of three trailer-mounted Emergency Diesel Generators (EDGs) and three Automatic Transfer Switches (ATS) to provide standby electrical power during utility outages at Berth 20 and Slab 36. The equipment will support project trailers and a living barge. The rental package includes one 500 kW standby-rated diesel generator and two 350 kW standby-rated diesel generators, each delivering 480 Volts, 3-Phase power. All generators must be equipped with auxiliary block heaters, battery charging circuits, output circuit breakers with overcurrent protection, and weatherproof operating instructions. Each unit requires a footprint not exceeding 20' L x 8' W and total weight not exceeding 45,000 lbs. Fuel systems must support minimum 24-hour runtime at full load, with external tanks not exceeding 1,240 gallons. All three Automatic Transfer Switches must be 800 Amps, 480 Volts, 3-Phase, 3-Pole, Service Entrance-rated units in NEMA 3 or above enclosures.
The Contractor bears full responsibility for all routine, preventative, and emergency maintenance at no additional charge, including parts and labor. 24/7/365 repair coverage is required with on-site technician arrival within four hours of notification and unit replacement within eight hours if on-site repairs are not possible. All service personnel must be U.S. citizens compliant with NNSY security requirements, including DBIDS cards and NAVSEA green badges. The Contractor must provide weather and saltwater-corrosion protection coverings, comprehensive technical documentation upon delivery, and on-site technical support during initial cable installation and Hazardous Energy Control coordination. Equipment delivery to NNSY Building 298 in Portsmouth, Virginia must include load-bank certification testing completed within two weeks prior to delivery. NNSY reserves the right to return equipment with 48 hours' written notice, with rental costs prorated based on actual calendar days in use.
