About this opportunity
Portsmouth Naval Shipyard, a Naval Sea Systems Command activity, seeks quotes to rent one electric-powered 400 CFM Low Pressure Air Compressor (LPAC) system, with quotations due November 9, 2026 at 10:00 AM ET. The procurement is a Total Small Business set-aside under RFQ N3904027Q3208, and submissions must be emailed.
Performance is at Naval Submarine Base New London in Groton, Connecticut, with pricing firm fixed and F.O.B. destination Groton. The base period runs December 1 through December 28, 2026, covering four weeks of rental, and an optional extension from December 29, 2026 through January 11, 2027 adds two weeks of rental and maintenance.
The required system is a single integrated unit, and trailer-mounted units are not permitted. It must be rated 100 HP and deliver 400 SCFM at 115 PSIG, produce 100% oil-free air, operate outdoors from -10F to 110F, run on 460 VAC 3-phase 60 Hz power, include a Remote Emergency Stop, and be UL-listed. Technical acceptability is a must-meet criterion. Offerors must document relevant LPAC rental and maintenance experience completed within the past five years. The contractor must provide start-up and commissioning, weekly preventive maintenance inspections, repair response within 12 hours with replacement equipment if repairs exceed 24 hours, and training for shipyard personnel. Deliverables include a maintenance support plan, weekly service reports, COTS manuals, and a personnel roster of emergency repair contacts. Contractor personnel must meet security requirements, provide U.S. citizenship documentation, and comply with installation access protocols.
Evaluation factors are technical acceptability, relevant experience, schedule adherence, and best value pricing. The contracting officer notes that award may be based on schedule adherence and soonest mobilization. Vendors must provide published commercial labor rates and price breakdowns. Questions go to William (Bill) LeDuc at william.v.leduciii.civ@us.navy.mil.
