The procurement is a total small business set-aside (NAICS 812332, Industrial Launderers) for a single-award Blanket Purchase Agreement.
Place of performance is Pope Army Airfield, North Carolina, specifically Building 560. The contractor must launder used training equipment including JLIST coats and trousers, sleeping bags, and cotton glove inserts. The contractor must transport 784 cubic feet of material in a single movement. All workers must be legal U.S. citizens with valid picture identification and security clearance access to the federal military installation; workers will be escorted at all times within the IPE Section.
Laundering must follow manufacturer care instructions: permanent press wash or Formula II of FM 42-414 with warm water (90–110 degrees Fahrenheit) and mild non-phosphate detergent, tumble dry at low temperature (110–120 degrees Fahrenheit) with fasteners closed before washing. Items arrive non-contaminated with no chemical decontamination required. Contractor shall provide all labor, equipment, tools, supplies, and transportation; the Government bears no minimum purchase obligation. The BPA ceiling is $60,000 with a five-year term (August 1, 2026, through July 31, 2031) and individual calls not to exceed $2,500 unless authorized by the Contracting Officer. Service Contract Act prevailing wage rates apply per North Carolina wage determination 2015-4377. Questions were due July 23. Amendment 03 (July 27) provides answers to contractor inquiries.
