About this file

This is Amendment 01 to a Request for Quotation (RFQ FA445226Q0030) issued by the 763D Enterprise Sourcing Squadron at Scott Air Force Base, Illinois, for Gear Laundry Services required by the 43d Air Mobility Squadron at Pope Army Airfield, North Carolina. The amendment converts the procurement from a Purchase Order to a single-award Blanket Purchase Agreement (BPA) under RFO Part 12 procedures and is set-aside exclusively for small businesses under NAICS 812332. The services include pickup and laundry of Individual Protective Equipment (IPE) consisting of sleeping bags, gloves, JLIST Coats, and JLIST Pants. Quotations are due electronically by 10:00 am Central Time on July 29, 2026, submitted to Contracting Specialist Michelle Terry (michelle.terry.1@us.af.mil) and Contracting Officer Amber Climaco (amber.climaco@us.af.mil). Questions and comments must be submitted by 12:00 pm CST on July 23, 2026. The anticipated BPA will cover five one-year ordering periods from August 1, 2026, through July 31, 2031.

Quotations must include a completed price list with all highlighted cells filled in (rounded to the nearest dollar), DFARS clause 252.204-7017, and a cover letter on company letterhead confirming quote validity until August 31, 2026, the contractor's ability to meet all ordering periods, company name, address, and specific point of contact. Contractors must ensure current System for Award Management (SAM) registration. Award will be made to the responsible offeror whose quote is technically acceptable and represents the lowest complete and reasonable price, evaluated first for technical acceptability, then for price completeness and reasonableness. The Government may conduct interchanges with offerors if deemed in its best interest but intends to award based on initial submissions.

-The contractor shall ensure that all information contained within the System for Award Management (SAM) is current and that registration has not expired.

By submission of a quotation, the contractor accedes to all RFQ requirements including terms, conditions, and representations.

7. Basis of Award/Evaluation Criteria:

Award will be made in accordance with RFO Part 12 procedures, the procedures specified in the RFQ, and on the basis of the lowest priced quote that is technically acceptable. A BPA may be awarded to the offeror who is deemed responsible in accordance with RFO 9.1, as supplemented, whose quote conforms to the RFQ requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the RFQ) and is judged, based to represent a technically acceptable quote with the lowest complete and reasonable price.

First, the Government will rank the quotes which conform to the RFQ’s requirements from lowest price to highest price. Next, the Government will evaluate the lowest priced quote for technical acceptability as follows:

Evaluation Factors. The following factors will be used to evaluate the offer:

-Factor 1: Technical

The Government will determine technical acceptability as follows:

Technically Acceptable. Quote meets all requirements of the RFQ and attachments.

Technically Unacceptable. Quote does not meet all requirements of the RFQ and attachments.

-Factor 2: Price

If the quote with the lowest price is determined to be technically acceptable, the Government will evaluate the offeror's total aggregate price for completeness and reasonableness. In order to determine the price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition). Definitions for completeness and reasonableness are defined below. If the lowest priced quote is technically acceptable and the price is complete and reasonable, that offeror's quote represents the best value to the Government and award will be made to that offeror. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter interchanges with that offeror. If, after interchanges with that offeror, their quote is technically acceptable and remains the lowest priced, a BPA will be awarded to that offeror. If the Government deems the quote not easily correctable, or if at any time it becomes other than the lowest priced quote, the next lowest priced quote will be evaluated for technical acceptability, followed by an analysis of their price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition). Applicable definitions for price completeness and reasonableness are outlined below:

Completeness. The offeror’s price and other supporting information will be evaluated to ensure continuity and traceability of prices to the proposed technical quote and between initial quote and any revisions thereto. The review will determine the adequacy of the offeror’s quote in addressing and fulfilling the RFQ requirements.

Reasonableness. The quote will be reviewed to determine the reasonableness of price and the offeror’s understanding of and ability to perform the requirement. The Government will determine the prices fair and reasonable through the use of one or more of the techniques at RFO 12.204(a).

8. The Government intends to make award based on the initial quote submissions without conducting interchanges. Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to hold interchanges if, during the evaluation, it is determined to be in the best interest of the Government.

Interchanges are fluid interaction(s) between the CO and the offerors that may address any aspect of the quote and may or may not be documented in real time. However, the Government reserves the right to conduct interchanges using Interchange Notices (IN). Offeror responses to INs will be considered in making the award selection decision. Interchanges may be conducted with one, some or all offerors. The Government is not required to conduct interchanges with any or all offerors responding to this RFQ.
