About this opportunity
The Department of the Air Force Space Command, specifically Space Launch Delta 30, is seeking aircraft support services for weather surveillance and range clearance during space launches at Vandenberg Space Force Base. The solicitation (RFQ FA4610-25-Q-0017) aims to establish one or more Firm Fixed Price Blanket Purchase Agreements (BPAs) for instrumented aircraft capable of conducting weather measurements in all conditions. Aircraft must operate up to 32,000 feet altitude, achieve speeds of 250 knots, and be able to descend to 3,000 MSL, with capabilities to collect and communicate comprehensive weather observation data. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, evaluating technical approach and pricing factors. Technical proposals are limited to 25 pages and must address aircraft performance, operational readiness, and FAA compliance, with quotes due by March 25, 2025 at 1:00 PM Pacific Time.
The solicitation is a 100% small business set-aside under NAICS code 488190 with a $40M size standard, targeting businesses providing other support activities for air transportation. The period of performance spans three years from April 8, 2025 to April 7, 2028, with an estimated annual contract value of approximately $1,700,000. Contractors must provide aircraft capable of up to 4 continuous hours of surveillance, maintain 24/7 availability with 24-hour notice, and have backup aircraft ready. The place of performance is Lompoc, California, specifically supporting the Western Range at Vandenberg Space Force Base. Contractors will be required to arrive on station 2.5 hours before launch, be capable of becoming airborne within 15 minutes of call-up, and accommodate up to two government observers during missions.
