About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA4610-25-Q-0017, a Blanket Purchase Agreement (BPA) for aircraft weather surveillance support at Vandenberg Space Force Base. The opportunity requires aircraft to perform weather surveillance and range clearance during space launches, with no specific aircraft type mandated and no guaranteed minimum flight hours. Key details include a call-when-needed contract model where the vendor must provide aircraft with instrumentation capable of delivering required weather measurement readings.

The solicitation is issued by the 30th Contracting Squadron under the Department of the Air Force Space Command, seeking one or more vendors to establish Firm Fixed Price BPAs. No specific military or security clearances are required for flight crews, and Vandenberg Space Force Base will not provide refueling or logistical support. The government will award BPAs to offerors whose prices are deemed fair and reasonable, with the primary objective of supporting Space Launch Delta 30's weather surveillance requirements for space launch operations.

1. Is this a call-when-needed contract, or will the awarded vendor(s) have an exclusive-use agreement? Yes, it is a call-when needed contract to support the VSFB Launch Weather Team requirements.

a. If call-when-needed, what is the anticipated frequency of requests? How many days per week could we expect to fly? Unfortunately, due to the dynamic mission it is difficult to forecast when an aircraft will be required, which is why this is a call-when needed requirement.

b. If exclusive-use, will there be a guaranteed minimum number of flight hours or missions per period? No, we cannot guarantee a minimum number of flight hours or missions per period.

2. Will the government provide any logistical or refueling support at Vandenberg SFB?

VSFB does not provide refueling or logistics services..

3. Are there any specific military or security clearances required for the flight crew? No, there are no specific security clearances required.

4. Are there any preferred aircraft models, or does the government have past performance requirements? No, the type of aircraft does not matter as long as the instrumentation can provide the required weather measurement readings that meets the requirements listed in the PWS.
