About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA4610-25-Q-0017, a Department of the Air Force Space Command procurement for aircraft weather surveillance support. The solicitation is a call-when-needed contract to support the Vandenberg Space Force Base (VSFB) Launch Weather Team, seeking aircraft capable of conducting weather measurements and range clearance for space launches. Key details include no guaranteed minimum flight hours, no specific aircraft type requirements, and no mandatory security clearances for flight crews.

The Q&A clarifies that VSFB will not provide refueling or logistical support, and contractors must be prepared to provide their own aircraft instrumentation capable of meeting weather measurement requirements outlined in the Performance Work Statement (PWS). The government plans to establish one or more Firm Fixed Price Blanket Purchase Agreements (BPAs) with offerors whose pricing is deemed fair and reasonable, with the primary mission of surveilling designated areas to confirm the absence of hazards during space launch operations for Space Launch Delta 30.

Text version

1. Is this a call-when-needed contract, or will the awarded vendor(s) have an exclusive-use agreement? Yes, it is a call-when needed contract to support the VSFB Launch Weather Team requirements.

a. If call-when-needed, what is the anticipated frequency of requests? How many days per week could we expect to fly? Unfortunately, due to the dynamic mission it is difficult to forecast when an aircraft will be required, which is why this is a call-when needed requirement.

b. If exclusive-use, will there be a guaranteed minimum number of flight hours or missions per period? No, we cannot guarantee a minimum number of flight hours or missions per period.

2. Will the government provide any logistical or refueling support at Vandenberg SFB?

VSFB does not provide refueling or logistics services..

3. Are there any specific military or security clearances required for the flight crew? No, there are no specific security clearances required.

4. Are there any preferred aircraft models, or does the government have past performance requirements? No, the type of aircraft does not matter as long as the instrumentation can provide the required weather measurement readings that meets the requirements listed in the PWS.

5. Since one requirement is to occasionally carry DOD/Space Force personal as part of the mission, the contractor would need to comply with DOD Directive 4500.53, which mandates CARB approval. Will you be adding that requirement to the proposal specifications? No intention of involving the DoD Commercial Airlift Division who reviews all air carriers that provide, or seek to provide, air transportation services for the DoD. If we are bound by DOD 4500.353 then that requirement will be deleted.
