About this file

This Statement of Work (SOW) outlines requirements for aircraft weather surveillance services supporting Space Launch Delta 30 Western Range operations under a 3-year Blanket Purchase Agreement from April 8, 2025 through April 7, 2028. The contractor must provide an instrumented weather surveillance aircraft capable of operating in all weather conditions, day or night, up to 32,000 feet altitude with speeds of 250 knots and ability to descend to 3,000 MSL.

The aircraft must collect and communicate weather observation data including cloud conditions, temperature, wind, turbulence, precipitation, and lightning to the Launch Weather Officer (LWO) and Frontier Control. Key operational requirements include: maintaining FAA certifications and compliance, providing up to 4 continuous hours of surveillance, operating in Special Use Airspace, supporting operations 24/7 with 24 hours notice, having a backup aircraft available, arriving on station 2.5 hours before launch, becoming airborne within 15 minutes of call-up, and accommodating up to two government observers. Cancellation charges apply based on notification timing, ranging from no charge with 48+ hours notice to 3 hours flight charge for day-of-launch standby.

STATEMENT OF WORK

FOR

AIRCRAFT SERVICES FOR THE SPACE LAUNCH DELTA 30 WESTERN RANGE

1.0 This Statement of Work (SOW) is for a Blanket Purchase Agreement. The Period of Performance is Three (3) years from the date of award: 8 April 2025 through 7 April 2028.

2.0 Scope and Objective. The Western Range (WR) requires the capability to obtain aircraft flight services to support Space Launch Delta 30 operations. This service specifically includes weather surveillance.

3.0 General Background. The aircraft will provide a platform to conduct weather surveillance, weather measurement readings, and other meteorological services as needed.

4.0 Contractor Tasks.

4.1. Compliance Documents: In the performance of the contract, the contractor shall utilize Federal Aviation Administration (FAA) approved repair station and shall conform to current FAA regulations applicable to the airworthiness, personal safety, and internally or externally mounted equipment or components.

4.2. Specific tasks

4.2.1. Weather Aircraft: Airborne Weather Surveillance: The contractor shall arrange for and provide an instrumented weather surveillance aircraft capable of operating under all weather conditions during day or night to an altitude of 32,000 feet (service ceiling), be able to attain speeds of 250 knots, and be able to descend to a hard deck of 3,000 MSL.

4.2.2. The contractor shall ensure the airborne weather surveillance flight and aircraft meet all required FAA standards and have all required FAA certificates.

4.2.3. The contractor shall, through the use of the airborne weather surveillance aircraft, provide weather observation data (e.g., cloud type, cloud base/height/ thickness/location, temperature, wind, turbulence, status of precipitation, lightning observations, etc.) to the Launch Weather Officer (LWO) and/or Frontier Control.

4.2.4. The contractor shall, through the use of the airborne weather surveillance aircraft, measure and monitor outside air temperature and winds, and ensure the aircraft is able to fly through moderate icing and moderate turbulence.

4.2.5. The contractor shall be able to provide accurate position of the aircraft in flight and communicate continuously with the LWO and Frontier Control simultaneously and while receiving vectoring information from Frontier Control via VHF and/or UHF radio communications.

4.2.6.The contractor shall verify and ensure the aircraft has operating VHF and/or UHF radio capabilities to communicate with the LWO and WR agencies.

4.2.7. The contractor shall arrange for and ensure the weather aircraft arrives on station (airborne) with the ability to perform surveillance duties for up to four continuous hours.

4.2.8. The contractor shall ensure the weather aircraft pilot is informed of and follows procedures for operating an aircraft in Special Use Airspace (SUA).

4.2.9. The contractor shall provide airborne real-time observation and reporting of weather phenomena and parameters to help the Launch Weather Team (LWT) determine the likelihood of natural and/or triggered lightning in support of launch operations.

4.2.10. The contractor shall provide direct aerial observation and interpretation of real-time weather conditions in and around the Western Range to help the LWT evaluate meteorological phenomena associated with established Launch Commit Criteria (LCC).

4.2.11. The contractor shall be in continuous radio communication with the LWO and/or Frontier Control for airborne weather surveillance.

4.2.12. The contractor must be able to support operations at any hour, any day of the year, with 24 hours’ notice.

4.2.13. The contractor shall respond in writing to a request for support from an authorized Government representative. In an emergency situation, a verbal response will be accepted, followed up with a written response.

4.2.14. The contractor shall be able to support multiple launch attempts, typically separated by a minimum of 12 to 24 hours.

4.2.15. For all launches with requested weather surveillance support, the contractor shall place an aircraft on standby, not later than three hours prior to the beginning of the launch window.

4.2.16. The contractor shall arrange for and ensure the aircraft is able to be airborne within 15 minutes of call-up by the Government.

4.2.17. The contractor shall notify the LWO and/or Frontier Control immediately upon placing the aircraft on stand-by status.

4.2.18. The contractor shall ensure the aircraft remains on standby until released by Frontier Control on behalf of the LWO.

4.2.19. The contractor shall have the capability to provide a second aircraft at the stand-by location as backup to the primary aircraft. The LWO will make a determination for the need of a weather aircraft and notify the Airspace and Offshore management flight that the LWO is requesting the weather aircraft. If the LWO determines the aircraft is needed, Aspen shall ensure the aircraft arrives at the area of interest, as directed by the LWO/ASO, no later than two hours and 30 minutes prior to the launch.

4.2.20 The contractor shall provide, as required, space for up to two Government (or authorized Government Contractor) passengers as observers. Any extra cost(s) associated with hosting government observers must be identified and provided to the LWO, prior to the launch, for SLD 30 approval.

4.3 Government Access: The Government shall have access on a coordinated basis to any building/enclosure where the contract aircraft is located.

4.4 Vandenberg SFB Permit/Observers: The contractor shall maintain an AF Form 181, Civil Aircraft Landing Permit, with the SLD 30 Operations Support Squadron (SLD 30 OSS/OSA). Periodically, the contractor may need to conduct an operation out of Vandenberg SFB, or pick up Government observers or photographers to support the operation.

4.5 Cancellation Charges:

4.5.1. More than 48 hour notification: No Charges.

4.5.2. 24-28 hour notification: 1 hour flight time charge.

4.5.3. Cancellation less than 24 hours: 2 hour flight time charge.
