About this file

This is a Davis-Bacon Act Wage Determination document published by the U.S. Department of Labor Wage and Hour Division for building construction projects in Erie County, Pennsylvania.

General Decision Number PA20260088, Modification 5 (effective May 18, 2026) establishes prevailing wage rates applicable to all construction workers on federal building projects in the specified geographic area. The determination covers 27 construction classifications including boilermakers, tile setters, bricklayers, carpenters, electricians, ironworkers, laborers, painters, plumbers, pipefitters, roofers, sheet metal workers, sprinkler fitters, glaziers, plasterers, and various equipment operators. Each classification includes specific rate identifiers (union rates, weighted union averages, or survey-based rates) with corresponding effective dates ranging from January 2014 through January 2026. The document notes that Executive Order 13706 requires contractors to provide employees one hour of paid sick leave for every 30 hours worked, up to 56 hours annually, applicable to contracts awarded after January 1, 2015. Executive Order 13658 establishes a minimum wage of $13.65 per hour for contracts awarded between 2015 and January 29, 2022, effective through December 31, 2026. The wage determination provides detailed explanations of rate identifier systems (union, union average, survey-based, and state-adopted) and includes an appeals process for challenging determinations through the Wage and Hour Division and ultimately the Administrative Review Board.
