Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: 183 MSG/MSC, Springfield, IL
2. Description of Action: This approval is being requested for purchase of materials to match existing items of the Base HVAC system.
3. Description of Supplies/Services: TAC Direct Digital Controls (DDC) systems, products and labor must be provided for this requirement. The components added to our DDC system will consist of micro zones, differential pressure sensors, humidity sensors, digital sensors, Universal Network Controllers (UNC), and CO2 sensors. The components installed will be linked via a multi-mode fiber optic connection to the existing Invensys Niagra IA software package; establishing a graphical interface with all mechanical equipment in 17 facilities. The
183d Fighter Wing HVAC control systems are currently controlled and measured by this software system. Based on the customers need, the system is designed (programmed) and then installed, based on customer input; uploaded and tested for accuracy and performance.
This enhanced HVAC control system, programming, and its components are able to save energy and reduce the cost of running the systems. This energy saving measure is mandated by Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation
Management dated 24 January 2007. The total estimated cost is $45,000.
4. Authority Cited: 6.302-1: Only One Responsible Source and No Other Supplies or Services
Will Satisfy Agency Requirements.
5. Reason for Authority Cited: Components from other manufacturers are not compatible with base system, and would require completely altering the base system to match the new component. This would be very costly and not advantageous to the Government.
6. Efforts to Obtain Competition: The item is produced by the manufacturer, but not sold direct to the customer by the manufacturer, and the manufacturer solely distributes the item through a single supplier in the world, United States, region, Illinois and Metro-east area. The purchase of this system integration is limited to only the regional distributor of this system.
7. Actions to Increase Competition: All construction contracts have the provision that they are to match existing security system. Competition is limited due any new components must be compatible with the existing system.
8. Market Research: The parts for this system are available directly; however, the parts are incidental to the entire project. After selection, design and installation of the appropriate components, the entire system must be trouble shot and programmed. These services can only be performed by a licensed and authorized dealer; they are the sole source for the software, programming codes, and graphic interface from the equipment to the computer software. The use

of authorized and certified technicians will allow a warranty for all new parts, labor and any trouble shooting of the control software. Due to the complexity of the software and system, including the upgrade of the existing computer program only a trained, certified technician can access our system without invalidating the entire system and the existing maintenance contract.
Inventsys/Schneider is the regional licensed and authorized dealer.

10. Other Facts: Civil Engineering Squadron personnel have been trained on the: TAC Direct
Digital Controls (DDC) system. Implementation of second system would require additional training that is not cost effective. Maintenance between two different system manufacturers is not cost effective and would induce long periods of down time.
