PROJECT DCFT092011
SOLICITATION/RFP # W91SMC-15-R-0005/REPAIR BUILDING ENVELOPE P-1
REQUEST FOR INFORMATION (RFI) #1 02 JUL 2015
Q1. Paragraph 3.4.3.6 of the solicitation requires offeror’s to provide past performance for projects completed during the past five (5) years. Will you consider allowing offeror’s to provide performance on relevant projects completed during the past (7) years?
A1. No. We will only look at performance from the past five (5) years.
Q 2. Past Performance References – Paragraph 3.4.3.10. In the event of a previous client retirement and no forwarding contact information or no other POC information available, would it be acceptable to include a PPQ completed from a past solicitation?
A2. No. Past performance questionnaires may only come to the contracting office directly from the client/evaluator. Refer to Paragraph 3.4.3.11.
Q3. Subfactor 1 – Technical Capability requires Offeror’s to provide experience of key construction personnel, including but not limited to Site engineering personnel. Could you elaborate on what is required for this (i.e. discipline(s)). Para 2.1.2 Evaulation Factors for
Subfactor 1 does not list this key individual(s) under the review. Was this an oversight or is site engineering personnel required?
A3. Site engineering personnel are not required key construction personnel in regards to this solicitation. Section 120 is where evaluation factors are detailed. Follow the evaluation factors in Paragraph 2.1.2 Subfactor 1 – Experience and Capability.
Q4. Since the contract completion time is 365 days, and the contractor has no definitive award date, would the government consider delaying the NTP to allow the contractor to prepare all plans, submittals, coordinate phasing, etc. so that the actual work on site could begin in the spring when the weather improves? Beginning the work in the middle of winter would not only burn up valuable contract time, it could prove challenging for all parties to maintain a comfortable work environment since the space will be occupied.
A4. Award of the contract and distribution of the Notice to Proceed (NTP) will be given in accordance with all federal laws and regulations.
Q5. Is it permissible to increase the 10 page limit to 12 if necessary for the Contractor
Experience and Capability, Volume 2, Part 1, Subfactor 1?
A5. No. 3.4.2.1. Volume 2 Part 1 is obtained for the purposes of evaluating an offeror’s technical capability to perform a project of this size and complexity. This factor is comprised of one (1) subfactor. Subfactor 1 Contractor Experience and Capability. The technical capability proposal (Volume 2 Part 1) is limited to 10 pages excluding tabs, indexes, and resumes.
Q6. The storefront windows and doors (Spec. Section 084113, paragraph 2.1.C) references to specification section 088000 Glass & glazing "blast-resistant, laminated glass" but there is nothing in section 08800 regarding blast resistant glass performance. The word "blast" does not appear in that section. Also refer to paragraph 2.4.A.1 of section 084113 at Entrance Door
Systems; there is a reference to "blast design".
Specification section 087100 Door Hardware in hardware group 1 on page 14 is the following note:
"NOTE: BALANCE OF WEATHERSTRIPPING PROVIDED BY BLAST DOOR AND
FRAME ASSEMBLY MANUFACTURER IN ANOTHER SECTION"
There is no specification section for blast doors.
The translucent windows are not specified to be blast-resistant. We request that the government clarify what is required in all of these sections regarding blast-resistance of the materials.
A6. • The aluminum framed entrances and storefront systems, that includes the windows, are required to meet UFC 4-010-01 “DOD Minimum Antiterrorism Standards for Buildings”, which sets the performance criteria regarding blast resistance. Refer to Section 084113 Aluminum-
Framed Entrances And Storefronts, 1.3 D, 2.1 B and C, 2.4 A, and 3.1 A, 7. Also refer to A-601
Door Schedule Remark No. 1 and General Note No.3.
• Exterior hollow metal doors and frames are required to meet UFC 4-010-01 “DOD
Minimum Antiterrorism Standards for Buildings”. Refer to Section 081113 Hollow Metal Doors
And Frames, 2.2 A.

Standards for Buildings”, which sets the performance criteria regarding blast resistant glazing.
Refer to Section 088000 Glazing, 1.3 B.
• The fiberglass-sandwich panels (translucent wall panel system) are not required to meet
UFC 4-010-01 “DOD Minimum Antiterrorism Standards for Buildings”.
