PROJECT DCFT092011
SOLICITATION/RFP # W91SMC-15-R-0005/REPAIR BUILDING ENVELOPE P-1
REQUEST FOR INFORMATION (RFI) #2 10 JUL 2015
Q1. We would like to inquiry about the procedure of turning in a proposal for the above reference project. The solicitation states that the procedures are out lined in paragraph 1.2.2, but there is no paragraph 1.2.2. Was it intended that the procedures be the same as the requirements for attending the site visit in paragraph, 2. NOTICE OF PRE-PROPOSAL CONFERENCE?
A1. Yes, follow the procedures in 2. Notice of Pre-Proposal Conference.
Q 2. According to the Pre-proposal slide (page 13) we are to provide in the sealed envelope "letters from our financial institutions concerning you firms credit worthiness and capability to bond at a minimum to the price proposed.". We are not able to find additional information regarding this in the solicitation or the amendments. Please advise if this is a requirement. If so, please provide more information.
A2. This refers to your bid bond which is submitted with your proposal.
Q3. Due to the complexity of the project, please consider an extension on the proposal date. It would be beneficial in order to provide a comprehensive technical and price proposal to the government and to receive the best and most competitive estimate quotes from our subcontractors.
A3. The due date of the proposal is 15 Jul 15 at 12:00 PM CDT. The Government has no intention of extending the due date.
Q4. Section 12200 unit prices is referenced in a clarification page (explaining the discrepancy between 1200 & 12,000sf of asbestos) but does not exist, is there a section 12200 Unit Prices? Is so, where do we lists the unit price?
A4. Yes. Section 12200 (012200) is attached under the documents package that was uploaded on 18 Jun 15.
Q5. Section 12100 allowances is referenced in a clarification page (explaining the discrepancy between 1200 & 12,000sf of asbestos) but does not exist, is there a section 12100
Allowances? If so, are the allowances to be part of the base bid or listed somewhere separately??
A5. Yes. Section 12100 (012100) is attached under the documents package that was uploaded on 18 Jun 15.
Q6. Also on the clarification page an asbestos abatement specification is referenced, is the asbestos specification part of the bidding documents?
A6. Yes. These specifications are attached under the documents package that was uploaded on 18 Jun 15.
Q7. Is this project subject to any LEED requirements or LEED submissions?
A7. No, LEED is not listed anywhere in the solicitation and was also discussed at the site visits.
Q8. Who is responsible for purchasing Builders Risk insurance? What will the deductible be and who is responsible for paying deductible if a claim is made?
A8. All insurance is the Prime Contractor’s responsibility.
Q9. General note 18 on A-001 states that no know asbestos in the scope of the work. Is the unit price or allowance for 1200sf of ceiling material required?
A9. Disregard note 18 on A-001. Refer back to the answers from questions 1-4.
Q10. If the superintendent is qualified, can the superintendent also have the role of safety manager and quality control manager?
A10. Yes.
Q11. Is the end of day Thursday July 9th the cut-off time for questions?
A11. As of this response, no more questions are being accepted.
Q12. There is new domestic cold and hot water piping that is not specified to be insulated.
Does that piping require insulation? If yes, please clarify type and thickness of insulation required.
A12. Yes, pipe insulation is required on all new piping. Cold piping shall have 1” of elastomeric foam and hot piping shall have 2” of mineral fiber insulation as described in specification section 230700.
Q13. Duct from the space back to AHU-1 is labeled Exhaust and Return. Does any or all of this duct require external insulation?
A13. This air is “returned” to the air handling unit but it is ultimately exhaust out of the building so it does NOT need to be insulated.
Q14. It notes on the drawings that all exposed duct is to be painted. Will exposed round supply air duct in a room serving same (like that in rooms 110 and 121) be left bare and painted, or will you require fiberglass pipe and tank insulation that will then be painted?
A14. All supply ducts shall be insulated including exposed ones. These ducts in questions should be insulated in the appropriate fiberglass insulation and then painted.
Q15. Will exposed rectangular supply in room 100 be left bare and painted, or insulated with fiberglass board and then painted?
A15. All supply ducts including these ventilation supply ducts shall be insulated. These ducts in questions should be insulated in the appropriate fiberglass insulation and then painted.
Q16. Please reference specification section 230700-16,3.9.B.6 – Says Ventilation Intake in mechanical rooms does not insulate. What is this duct, as it seems like this would be the Outdoor air intake which insulates with fiberglass board? Please clarify.
A16. The ventilation intake this is referring to is that associated with the exhaust fan that is specifically for that given room that is thermostatically controlled. The intake into the AHU should be insulated like supply air.
Q17. Please reference specification section 230700-16,3.9.B.6 – Says Exhaust ducts in mechanical equipment rooms does not insulate. However, it states exhaust between damper and building exterior does insulate in 3.9,A.5? Does Exhaust from AHU-1 to exterior require external insulation? Please clarify.
A17. If the exhaust air damper is in the unit, it will need to be insulated from the unit to the louver. Any duct exposed to winter temperatures will have to be insulated. However, if the damper is at the louver, then only the louver plenum would need the insulation and the insulation could stop at the damper.
