About this file

This document is a set of Questions and Answers related to the USMA Wind Tunnel solicitation.

The key details are:

  • A 3-week extension to the proposal submission deadline has been granted, with proposals now due by 12:00 PM Arizona time on Friday, August 9, 2024.
  • For the materials costs in CLIN 1002, the offerors can provide a bill of materials, labor, etc. breakdown after the design phase, prior to the procurement phase, to fit within the given budget.
  • Profit/fee cannot be charged on materials costs, but material handling indirect rates are allowed.
  • The final deliverables for Phase 1 Design and Phase 2 Supply will depend on what components can be priced to fit within the $2,450,000 Phase 2 budget during the design phase.
  • If it is determined early in Phase 1 that none of the Supersonic WT components are feasible within the budget, the design planning, specification development, and ROM costing for the Supersonic WT can be stopped at that point.
  • Offerors should explain their proposed design process in the proposal, which could include an early conceptual design, selecting components "a la carte", or other approaches to fit within the constraints.

1Page 3, Item 9: Could a 3-week extension for the proposal submission be granted (until 13 August 2024) to allow more time to estimate the resources required to execute the work, based on the responses to the following questions? An extension of 13 business days will be granted. Proposals will be due on Friday 9 August 2024 no later than 12:00PM Arizona time.
2Page 4, Clin item 1002: Can the estimated cost for materials be deferred until the design phase has been able to determine which components (i.e. PIV System or Model Positioning System, etc.) can fit within the budget.Provide a bill of materials, labor, etc. breakdown upon completion of the design phase and prior to the procurement phase that fits within the given budget.
3Page 14: Please clarify if there is any fee that will be able to be applied to the material cost (Clin item 1002) in option year 1.Not allowed to charge profit/fee on materials costs. Material handling indirect rates are allowed.
4Page 62: The deliverables for Phase 1 Design and Phase 2 Supply for the subsonic WT seem to be dependent on which components (i.e. PIV System or Model Positioning System, etc.) from J003 – Annex B will fit within the defined Phase 2 budget. Please confirm that the final deliverables will depend on what can be priced to fit within the Phase 2 budget of $2,450,000 during the design phase.Solution delivered should be designed to best achieve design objectives given while fitting within the provided constraints including budget and space.
5Page 62: If it is determined early in the Phase 1 process that none of the components for the Supersonic WT will be feasible to procure within the defined Phase 2 budget, does this mean that additional design planning, specification development, or ROM costing in Phase 1 for the supersonic WT components can be stopped at that point in time? How the offerors plan to perform the design process should be explained in the proposal. This could include an early system conceptual design to determine which components and capabilities are feasible followed by a preliminary design that only focuses design planning, spec development, ROM costing, etc. on selected design alternatives. Alternatively, offerors could also price and design each element/capability independently and select those “a la cart” to fit within constraints, or some other design process. How the offerors plan to do this is what we want to know in the proposal.
