About this file

This document is a Data Item Description (DD Form 1423-1) that details the requirements for an Engineering Implementation Package (EIP) as a contract deliverable. The EIP must contain a detailed description of the methods and procedures the contractor intends to use for engineering, procurement, installation, configuration, and testing of systems. It shall include a cover page, disclaimer, signature page, narrative specification, installation steps and instructions, installation drawings, list of materials, validation/test information, and user/operator training materials. The first draft EIP is due 90 business days after the contractor performs a site survey, with subsequent drafts and the final EIP due within 10 business days of receiving government comments. The EIP supports a federal contract opportunity for the design and construction of a wind tunnel facility at the United States Military Academy (USMA).
