About this file
This document is a Statement of Objectives (SOO) for a Wind Tunnel system to be provided to the United States Military Academy (USMA). The US Army Information Systems Engineering Command (USAISEC) Fort Huachuca Engineering Directorate (FHED) is seeking the best value offer for a custom wind tunnel that meets or exceeds the performance objectives outlined in the SOO.
The key objectives of the wind tunnel are to: 1) Demonstrate theoretical concepts in fluids and aerodynamics, 2) Experimentally predict performance and stability of airfoils, wings, UAVs, drones, and small aircraft, 3) Experimentally predict aerodynamic forces and moments, 4) Support research projects and cadet independent studies, and 5) Provide an intuitive user interface. The contract requirements include delivering a "turn-key" wind tunnel system, conducting operational tests to demonstrate performance, providing operations/maintenance documentation and training, and integrating the system within the designated space of the Cyber & Engineering Academic Center building. The period of performance consists of a base year and one option year, with the installation, testing, and acceptance to be performed at the USMA West Point location.

U.S. ARMY INFORMATION SYSTEMS ENGINEERING COMMAND (ISEC)
Fort Huachuca Engineering Directorate (FHED)
United Stated Military Academy (USMA) Wind Tunnel
Developed US Army Information Systems Engineering Command, Fort Huachuca Engineering Directorate
29 February 2024
Statement of Objectives (SOO) for the
United States Military Academy (USMA) Wind Tunnel
1.0 Purpose
The US Army Information Systems Engineering Command (USAISEC) Fort Huachuca Engineering Directorate (FHED) is tasked to provide the United States Military Academy (USMA) with a Wind Tunnel (WT) that meets or exceeds the Program of Instruction (POI) objectives identified for their engineering program.
The intent of this SOO is to find the best value offer for a custom wind tunnel that meets or exceeds the objectives in Section 3.0., Annexes A and B. Exceeding the Performance Objectives may benefit the USMA by enabling the future expansion of the engineering
POI.
The performance objectives set forth in this document are the minimum thresholds that make the wind tunnel a worthwhile investment. It is the USMA’s intent to find the best custom engineering and installation value package that meets or exceeds the performance objectives. The wind tunnel will be used to educate tomorrow’s Army officers. USMA and USAISEC FHED will evaluate the Offeror’s proposals to find the best value for tomorrow’s Army leaders.
2.0 Background
The US Army Information Systems Engineering Command (USAISEC) mission is to provide Command, Control, Computers, Communications, Cyber-Defense (C5), Intelligence, Surveillance, and Reconnaissance (ISR) (C5ISR) Systems Engineering Support that enables the Mission Command of the Army and Joint Warfighter Worldwide. Services provided by USAISEC include engineering related activities in support of all aspects of information and communication systems. This includes planning, design, development, engineering, implementation, procurement, logistics, evaluation, test, sustainment, systems retirement, and ancillary services.
The Civil and Mechanical Engineering (CME) department aeronautical program conducts extensive studies and classes within their academic Program of Instruction (POI) for
Project Lead: Christy Hunt linda.c.hunt6.civ@army.mil : Technical Monitor: John Buensalido john.g.buensalido.civ@army.mil
Aeronautical Sciences that lead to either a minor or major path of accreditation for a degree. A WT system will enable the faculty and cadets to experiment with engineering applications for which the effects of the air flow around a body matter, conduct hands-on testing for optimal aerodynamics and performance, Research and Development (R&D) and evaluation of POI graded blocks (currently 85% Subsonic and 15% Supersonic orientated).
CME programs in mechanical and civil engineering will also be able to utilize the WT system for proof-of-concept development and testing of related theoretical studies including hydro-flow dynamics, ballistics, and kinetic energy experimentation as well as potential projects partnered with DoD and Commercial Industry interests.
3.0 Scope and Performance Objectives
Design the wind tunnel system solution to best achieve the following goals to support the CME aeronautical engineering POI minimum performance objectives as follows:
1. Demonstrate most theoretical concepts covered in CME offered fluids and aerodynamics courses in an experiment.
2. Experimentally predict performance and stability of airfoils, wings, UAVs, drones, and small aircraft.
3. Experimentally predict aerodynamic forces and moments on objects, vehicles, parachutes, and civil structures.
4. Support research projects and Cadet independent studies through adaptable and/or modular experimental capability.
5. Intuitively interface with users in order to control tunnel equipment, acquire data, process data, and transfer data through network access and removable media.
For engineering design details and objectives, refer to the following Annexes:
- Annex A: Cadet User Scenarios
- Annex B: OBJECTIVES TRACEABILITY MATRIX (OTM) FOR DESIGN CONTRACT.
4. Contract Requirements
1. Design wind tunnel solutions to be “turn-key” on acceptance, simple to use, and maintainable through CME personnel and/or company technical support.
2. The design team shall ensure the system interfaces with infrastructure and meets all building codes. This will include a requirements gathering site survey to be conducted prior to implementation, but at a timeframe when it is feasible to access the site.
