STATEMENT OF WORK
FOR
DESIGN & CONSTRUCTION OF A WATER DISTRIBUTION SYSTEM LOOP
At
THE RICKENBACKER ARMY ENCLAVE
COLUMBUS, OHIO
1.0 BACKGROUND
The existing water system at the Rickenbacker Army Enclave (RAE) has been in service since the late 1940’s early 1950s and can no longer meet the needs of the Ohio Army National Guard (OHARNG). The system currently services the RAE, the Ohio Air National Guard (OANG), and the Rickenbacker International Airport. It was designed to provide potable water to thousands of people. Today, it provides a tenth of the water it was designed to transport. As a result, there isn’t enough flow in the line to prevent stagnation of the water supplied to the RAE. The water is potable but not palatable. The line is literally rupturing at the seams, disrupting service to RAE customers. Funding has been acquired to separate the RAE water distribution lines from the rest of the old water distribution system loop and install a smaller, modern water distribution system loop to service the RAE. The modern water distribution system will be connected to the City of Columbus water main located adjacent to the facility.
2.0 STATEMENT OF WORK
2.1 GENERAL
This is a design build project. The contractor will design the project that best suits the needs of the Ohio Army National Guard (OHARNG) at the RAE and then execute the project from the accepted design. The contractor will use the attached site layout and capacity study to prepare the design for the RAE Water Distribution System Loop. The distribution system will provide water for domestic, industrial, and fire protection operations at all existing RAE facilities. The system will meet and/or exceed the current operational requirements of the water service provider.
2.2 SITE OF WORK
The site of the proposed work is located at the Rickenbacker Army Enclave, Columbus, Ohio
2.3 WORK TO BE ACCOMPLISHED
Given the information above, the selected contractor will provide all labor and materials to accomplish the following:
· Separate the existing RAE water lines from the old loop system and abandon them in place, ensuring minimal disruption of service to all customers (Ohio Army National Guard, Ohio Air National Guard, Rickenbacker International Airport)
· Ensure all customers have access to a safe water supply during construction
· Replace the abandoned loop system with approximately 6,000’ of new water line. The new line must be capable of providing clean, palatable water to all RAE customers. In addition to meeting the RAE’s domestic needs, the water line must also supply enough water to meet the enclave’s industrial and fire protection needs. The system must be capable of delivering and sustaining approximately 125psi to all customers. The current system is only capable of delivering 70psi. All lateral, service branch feeders to RAE facilities must be replaced.
· The new system must have a master meter. Each serviced facility must have a smart reader that can be remotely read by the City of Columbus
· Obtain the Permit to Install (PTIs) from the Ohio EPA for the new RAE water distribution system
· Obtain the appropriate National Pollutant Discharge Elimination System (NPDES) coverage for the project, this includes the development and maintenance of the requisite Storm Water Pollution Prevention Plan (SWPPP)
· Provide As-Built Drawings, Equipment Warranties, Maintenance Manuals, and all other supporting documentation associated with new RAE water distribution system.
· Restore the work site to pre-existing work conditions, i.e. repair/replace all asphalt, concrete, grass, etc.
3.0 OTHER CONDITIONS
· All correspondence to the Ohio EPA, City of Columbus, Franklin County, the Ohio Air National Guard, and the Rickenbacker International Airport must be approved by the OHARNG before submission
· Early partnering with the Ohio EPA, City of Columbus, Franklin County, the Ohio Air National Guard, and the Rickenbacker International Airport is essential to the success of this project. The contractor will facilitate a preliminary meeting with all involved parties and the OHARNG prior to designing the new water distribution system to establish a working relationship and determine what additional restrictions and requirements, if any, may be placed on the project by any of the involved parties.
· The contractor must work closely with the OHARNG Environmental Staff to ensure all NPDES Permit requirements, if any, are met.
4.0 SITE VISITATION
All work schedules and site visits must be arranged through the Contracting Office.
