NGB Standardization Evaluation and Assistance Team 71st WMD-CST Evaluation Inbrief

UNCLASSIFIED

SEAT Mission Statement The Standardization Evaluation and Assistance Team (SEAT) conducts field evaluations of NG CBRN Response Enterprise (CRE) organizations (57/17/10) in order to:

- assure Congress and the DOD of program oversight
- assess the degree of compliance with law and policy and audit the disposition of allocated resources
- assist commanders and states with NG CRE missions to develop programs to establish and maintain capabilities and compliance
- provide NGB with detailed information for use in making CRE management decisions

SEAT Phased Progression SEAT Phase I (Crawl) Compliance Oriented Aimed at establishing systems and programs within the CSTs Not systemic in nature, only a “snap-shot in time” Guide teams to initial compliance, to “show what right looks like.”

Orient JFHQs to the SEAT program mission and intent SEAT Phase II (Walk) Compliance Oriented Evaluate the degree to which programs and processes have become institutionalized Systemic in nature –evaluates compliance over time Reduce team and program vulnerability to future GAO or AAA audits, IG actions Offer greater involvement to JFHQs SEAT Phase III (Run) Compliance oriented evaluation of the degree to which programs and processes have become institutionalized Systemic in nature – evaluates current status as well as compliance over time (ARIMS standard) Reduce team and program vulnerability to future GAO, DOD IG, AAA, FOIA, Civil/ Criminal Investigations Tie performance to funding and frequency of evaluation Focus efforts on pulling the bottom up

Evaluations increase in scope and rigor as they progress to the right. Ultimate evolution is the NG CRE Evaluation

Standards and Criteria

In Compliance

Compliance Rate Interpretation Compliance reflects the number of individual items that are in compliance versus the total number

Scoring is not like a college grade; the compliance requirement for law and policy is 100%

The “In-Compliance” range of 95-100% reflects USA and USAF recognition of OPTEMPO and turnover impacts

Compliance is an indicator of the unit’s ability to sustain its operational capability

Communications, Physical Security, and Safety are evaluated only as Go or No Go

Not In Compliance 90 Day Re-Evaluation 12 Month Cycle Funding Implications In Compliance 24 Month Cycle Funding Implications In Compliance w/ Comments 24 Month Cycle Funding Implications 95-100% 80-94% ≤79% Evaluation Implications Funding Implications:

- Address poor fund management

- Correct significant material or training deficiencies

36 month cycles no longer authorized in FY18 and beyond-

Re-Evaluation Criteria Re-Evaluation triggers include:

A unit overall, or functional area, 79% compliant or below

Systemic non-compliance since last SEAT evaluation

A 10% or more drop in overall compliance, or in a functional area, between SEAT evaluations
