2. See Amendment 1 for clarification on resumes and page counts.
3. See Amendment 1 for clarification on page limits for the technical solution and past performance.
4. Offerors shall follow the instructions in Section L for volume content.
5. Offerors may submit technical and past performance as separate documents as long as both documents are labeled as Volume 1. e.g. Volume 1 – Technical, Volume 1 – Past
Performance
6. See Section L (Past Performance) for past performance submission instructions. The government has not imposed a limit on the number of references Offerors may submit.
However, the past performance submission cannot exceed the page limit stated in the solicitation.
7. See Amendment 1 for clarification on past performance requirements.
8. The types of past performance information the government will evaluate is discussed in
Section L. The government will accept and consider prime experience, subcontractor experience, and personal employee experience gained while employed with another company in the evaluation of past performance.

Section M See Section M: Evaluation Factors for Award for the evaluation factors and the relative importance of each.
Price
1. See Page 117, Price Model/Spreadsheet Instructions, Item 3 for submission instructions for the spreadsheet. Offerors are permitted to add, modify or change formulas as needed.
2. Subcontractors must following the price instructions/guidance provided in sections L and
M. Subcontractors should submit their price information directly to the government point of contact. Subcontractors must ensure that their price submission is properly identified
(prime name and solicitation name and number).
3. If an Offeror proposes a labor category that is subject to the Department of Labor’s prevailing wages, the Offeror must provide the corresponding wage determination for that labor category.
4. If only one offer is received and the government does not re-issue the solicitation, the government will require the offeror to provide certified cost/price data.
5. The government uses the number of labor hours proposed to assess the reasonableness of the offer.
6. An unlocked spreadsheet facilitates verification of the Offeror’s formulas and totals. The
Price Model spreadsheet is part of the solicitation package on FedBizOpps.
7. The annual amount budgeted for SEAT travel is $500,000. See the revised Price Model spreadsheet.
8. See Page 116, Proposal Content: Volume II – Price Data for instructions about the application of General and Administrative (G&A) expenses to travel.
Training
1. The deadlines for completion of required training classes are listed in the respective paragraphs addressing the training.
2. See Amendment 2 for the link to the Information Assurance training referenced in 1.4.5.2
(b).
3. The HIPAA training course takes about an hour. The initial training and the annual/refresher training are similar.
4. The training requirement listed in 3.0 Government Furnished Property, Material, Equipment and Services is provided in addition to the requirements listed in Section 1 of the Performance Work Statement.

4. Phase-in/out requirements are not included in the current contract.
5. This is not a personal services contract as described in FAR 37.104.
6. It is the Government’s position that award of the SEAT contract will not necessarily constitute a conflict of interest which would prevent the awardee from participating in the competition for the CoMSupCen requirement.

Requirement Questions
1. See Attachment 2 for the list of unit locations (includes noncontiguous states).
2. Regarding PWS paragraph 5.3.1.4.3, is the intent that spot checks and inventories to verify accountability system entries and maintenance of expired dated materials be conducted on a limited basis? Response: Yes. Based on the current delivery of services, it is not possible to conduct 100% inventory of all NG-CRE unit equipment, gear, and supplies during the current SEAT evaluation timeline. (ie, 2 days). Spot checks and inventories are based on historical data and emerging trends.
3. PWS paragraph 6.1 indicates that historically 2 Maintenance SMEs are required for HRF evaluations and 1 for CERFP and WMD-CST evaluations. Is the Government willing to re-schedule evaluations to prevent a HRF evaluation overlapping a CERFP or WMD-
CST evaluation so only 2 Maintenance SMEs will be required? On 2 occasions HRF evaluations overlap CERFP evaluations scheduled for the base year. Response: Yes, the government is willing to reschedule to prevent overlap. Moving forward, simultaneous evaluation of a HRF with a WMD-CST or CERFP will rescheduled. However, during the base year, only the WMD-CST will undergo beta testing; the HRF and CERFP maintenance checklist will be developed during this same time (beta testing not until
Option Year 1). Overlapping in the base year will not affect maintenance checklist development and testing.
4. Regarding PWS paragraph 5.4.3 Raw Data Input:
a. Q- Will the MS Access database provided by the Government include the additional Maintenance Functional Areas for HRF, CERFP and WMD-CSTs, and the Communications Functional Area for HRF and CERFP evaluations?
Response: Since the Maintenance checklists have not been developed, they will
NOT be in the MS Access database provided to the contractor within 14 days of contract award. Similarly, the CERFP and HRF Communications checklist is not in the database as it is still in the beta testing phase.
b. Q- Will the database have the capability to track HRF and CERFP Phase II and III evaluations and WMD-CST Phase III iteration 4 and 5 evaluations? Response:
Yes, the database will have the capability to expand to meet the requirements for additional phases and iterations
c. Q- Will the contractor be required to bear the cost of updating the database?
Response: The government will update the database as needed, and the contractor shall update it with evaluation data as outlined in the PWS.
5. Technical Exhibit 3 (TE3), the SEAT Inspection Schedule, has been revised to reflect schedule changes caused by hurricane activity.
6. PWS 5.2.1.3 Assuming the award date of this current RFP will occur after 1 Dec this year, and likely before June of next year, will there be no Senior Leader Briefs (SLBs) scheduled between January and June of the upcoming calendar year? Response: Correct.
7. Can the government reconcile this requirement with the dates in the associated technical exhibit? Response: All SLBs scheduled for evaluations between July – Dec 2018 will be completed by award date.
8. PWS 5.2.4.3 Can the government provide a copy of the template (RFTA packet) referred to in this paragraph? Response: See attached
9. PWS 5.2.5.1 Can the government provide a copy of the template referred to in this paragraph? (In-brief presentation) – Response: See attached
10. PWS 5.7 It is understood that the contractor shall operate a help desk associated with the listed tasks. Is there an existing, government owned software available to document the helpdesk operations? Response: No.
11. PWS 5.8 Is there existing documentation that will be made available to the selected contractor to fully describe the architecture of the existing website? Response:
Architecture documentation is not required to perform the tasks listed in the Performance
Work Statement. The SEAT “website” is a webpage on the Guard Knowledge Online website. The contractor will be granted permission to modify, add, and/or change the information and documents on the webpage.
12. It is the contract company’s responsibility to determine the staffing location(s) for their personnel.
13. Contract personnel will have access to one or more “system of records”.
14. See Attachment Six for historical data about the number of full-time equivalents currently supporting the SEAT requirement.
