NGB Standardization Evaluation and Assistance Team Program

NV CERFP

Evaluation Inbrief

UNCLASSIFIED

SEAT Mission Statement The Standardization Evaluation and Assistance Team (SEAT) conducts field evaluations of NG CBRN Response Enterprise (CRE) organizations (57/17/10) in order to:

- assure Congress and the DOD of program oversight
- assess the degree of compliance with law and policy and audit the disposition of allocated resources
- assist commanders and states with NG CRE missions to develop programs to establish and maintain capabilities and compliance
- provide NGB with detailed information for use in making CRE management decisions

2000-2001: DOD IG and AAA audits. Findings reflected WMD-CST program-wide noncompliance with law, policy, and doctrine and lack of adequate oversight

2004: NG J3 identified lack of standardization as major factor in noncompliance.

2005: NG DJ3 approved SEAT concept in January; authorized beta testing

2006: GAO conducted an audit of the WMD-CST program SEAT effort is key to institutionalizing interoperability (GAO-06-498) SEAT Background

2009: CNGB directed SEAT expansion into the CERFP program in decision brief. CNGBM 3510.01 contains SEAT policy and directs participation

2009: CERFP SEAT beta tests began in FY 10

2010: GAO audit of CERFP

“The National Guard’s CERFPs face personnel, training, and equipment challenges that increase the risk that they are not fully prepared to effectively execute their domestic CBRNE consequence management mission.” (GAO 12-114, Dec 11)

SEAT Background

SEAT Background

2010: AAA and DOD IG audits of the WMD-CST program “The National Guard Bureau established strong oversight programs. It used external evaluations to make sure teams were trained and ready, and it established the SEAT to ensure that CSTs complied with policies and guidance.” (AAA A-2011-0126-FFD, June 11) “Periodic SEAT reviews assure the Bureau that CSTs are complying with laws and regulations.” ( AAA A-2011-0126-FFD, June 11) 2012: NG DJ3 directed SEAT to develop HRF Beta evaluation 2014: HRF Beta evaluations began 2016: Record HRF evaluation commenced

The first HRF Record Evaluation took place in February 2016

NG CRE SEAT Evaluations SEAT evaluations of NG CRE elements Modular concept equally adaptable across all NG CRE elements

Common methodologies, checklist formats, evaluation standards, and products result in a consistency of evaluations recognizable to leadership at all levels

HRF and CERFP evaluations synched with EXEVAL as threshold event

Enhances accountability to chain of command through comprehensive outbrief to leadership

Can relieve Organizational Inspection Programs (OIPs) of CRE specific evaluation requirements

Crawl

Run

Beta (crawl) Compliance Oriented practice evaluation Aimed at establishing systems and programs Not systemic in nature, only a “snap-shot in time” Guide organizations to initial compliance, to “show what right looks like.”

Orient leadership to the SEAT mission and intent

Phase I (walk) Record compliance evaluation Evaluate the degree to which programs and processes have become institutionalized Establishes starting point for systemic evaluations utilizing ARIMS/ AFRIMS standards Reduce vulnerability to future GAO or AAA audits, FOIA, Civil/ Criminal Investigations, IG actions

Systemic Evaluations (run) Systemic compliance evaluations performed cyclically for NG CBRN Response Enterprise within State, WMD-CST/ CERFP/ HRF

Systemic in nature – evaluates current status as well as compliance over time HRF & CERFP evaluations synched with EXEVAL as threshold event Facilitates comprehensive outbrief to leadership

SEAT Phase I Evaluation

Compliance evaluation

Aimed at ensuring systems and programs have been established, and preparing the organization for systemic evaluations

Not systemic in nature, only addresses current year

Guides teams to compliance, to “show what right looks like”

Orients JFHQs to the CERFP SEAT/ CBRN Response Enterprise evaluation program mission and intent

Establishes a baseline CERFP SEAT Record Evaluations

Evaluation Standards

95% or above overall average and

All functional areas 95% or above

In Compliance with Comments

Standards and Criteria

In Compliance

Compliance Rate Interpretation Compliance reflects the number of individual items that are in compliance versus the total number

Scoring is not like a college grade; the compliance requirement for law and policy is 100%

The “In-Compliance” range of 95-100% reflects USA and USAF recognition of OPTEMPO and turnover impacts

Compliance is an indicator of the organization’s ability to sustain its operational capability
