SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
Requests for Information Durham Meadows Waterline
Answers to prior RFIs are available in amendments 0001 and 0002.
Amendment 0003:
33. Specification Section 13225 – Prestressed Concrete Tanks, Page 5, Paragraph 1.03.C provides venting design criteria for the tank. Specification Section 11355 – THM Removal System, provides design criteria for the THM Removal System. Please confirm the design venting criteria provided in Specification Section 13225 – Prestressed Concrete Tanks is all that is required for the passive tank vent and that additional capacity is not required by the THM Removal System.
Additional tank vent capacity is not required by the THM removal system. Adhere to the criteria listed in 13225, 1.03.C.
34. Specification Section 13225 – Prestressed Concrete Tanks, Page 11, Paragraph 1.07.D.5 states that “…the General Contractor shall state name of the tank contractor proposed for the work in their bid. Bids that do not state the name of the tank contractor or include the required qualifications as shown below will be rejected”. Please indicate where on the Bid Form the tank contractor is to be identified, and/or revise the Bid Form accordingly. This requirement has been changed to a submittal and not required for submission with a bid. Please see the updated specifications.
35. Specification Section 13225 – Prestressed Concrete Tanks, Page 24, Paragraph 2.04.B.2, states that the hatch should have 1-inch thick fiberglass insulation. This insulation is not typical of all the acceptable manufacturers provided. Please confirm the insulation will not be required if a Halliday F1R Series hatch is utilized.
Hatch insulation is required as specified.
36. Specification Section 13225 – Prestressed Concrete Tanks, Paragraph 2.04 indicates several tank accessories (roof hatch, vent, overflow, exterior ladder, and railings) as being coated with a Tnemec Series N140 Pota-Pox Plus coating. This is not typical and will present a maintenance concern for these tank accessories over time. As each of these accessories are specified to be constructed of aluminum, we recommend eliminating the requirement for coating with Tnemec.
Please confirm if this is acceptable.
Tank accessories shall be coated as specified.
37. Specification Section 13225 – Prestressed Concrete Tanks, Paragraphs 3.01.M and 3.06, reference waterproofing of the exterior tank wall and roof. Please confirm the decorative coating defined in Paragraph 2.01.N and 2.01.O of this section are all that is required on the exterior tank surfaces.
Provide coatings as specified in Section 13225 paragraphs 2.01 N and 2.01 O.
38. Sheet M-101, Wall Section Detail, shows the bottom of the thickened perimeter footing at elevation 437.50 (4.5-feet below finish grade). Please confirm that if it is required to achieve this elevation for frost-protection, a thickened perimeter footing depth designed by the Tank Contractor, in conjunction with a separately placed lean concrete footing extension to elevation 437.50, may be utilized as an acceptable alternative to a monolithic reinforced concrete footing.
Provide a monolithic reinforced concrete footing as indicated on the sheet M-101.
39. Sheet M-104, Overflow Detail, shows a 12-inch overflow pipe. Please confirm the Tank Contractor can size the overflow pipe and system based upon the design criteria provided in Specification Section 13225 – Prestressed Concrete Tanks.
Tank overflow shall be sized in accordance with the requirements contained in section 13225 paragraph 1.03 C.
40. Please confirm that the owner or the engineer will provide and pay for geotechnical services relative to the inspection and approval of subgrade for the tank prior to placing any backfill. The contractor shall be responsible for testing that confirms material properties and for compaction testing. Refer to specification section 01 45 00, Quality Control, and section 02210, Earth Excavation, Backfill and Grading. The Army Corps of Engineers will confirm the results of all testing and approve the subgrade prior to backfill.
41. We are uncertain as to where these questions need to be submitted in addition to AECOM. Is there an email for the Army Corps to receive these?? Alysha MacDonald is the Contract Specialist responsible for pre-bid questions. Her name and phone number are noted on page 1 of the Solicitation. Her email is alysha.macdonald@usace.army.mil.
42. Also, we are curious if the Army Corps has a list available of the plan-holders for the project.
Please confirm. Thanks. The plans are publically available on FBO.GOV. There is no list of the current plan holders.
43. Our well driller has concern that the specified sand for the well abandonment is too fine to pour through the standing water. Will sand they typically use for well abandonment in accordance with the Connecticut Well Drilling Code be allowed? Paragraph 1.05 of specification section 02521 requires the work to be accomplished in accordance with the Connecticut Well Drilling Code. The Well Drilling Code allows for the use of "fine sand" in certain portions of the well abandonment but the bidder’s question provides no gradation specification or definition for the “sand they typically use”. The gradation contained in paragraph 2.01 B of the specification is derived from the U.S. Soil Conservation Service definition of “fine sand”. We would reiterate that the well abandonment work must conform to the performance requirements under paragraph 1.05.
