SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 12

Solicitation Revisions

Revised Sections and Paragraphs of the Solicitation are as follows:

1. The paragraph at D (3) (c) (ii) (3), located at p. 15 has been changed as follows:

(3) Section 3 – New Corporate Entities. New corporate entities may submit data on prior contracts involving its officers and employees. However, in addition to the other requirements in this section, the offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Information on their proposed roles should be included in the project descriptions submitted in response to the RFP requirements. If applicable, Joint Ventures shall submit the information requested in Appendix C. All Joint Ventures shall submit a fully-executed copy of their joint venture agreement with their proposal. Joint Ventures that fail to do so will not be eligible for award.

2. Revised and Reissued Contract Drawings are provided as an attachment (see attached drawings).

3. Changes to the Specification section are included with this amendment.

4. Signage PDF Attachment provided to correspond with respective RFI(s) below.

RFI’s

1. Please confirm whether an independent firestop inspector is required (as per the ASTM standards) or if an employee of the firestop manufacturer will be permitted to certify that their materials were installed correctly by their customer.

Response: An independent inspector is required, see specification changes included in Amendment 4.

2. Page 6 or 93, key personnel indicates multiple individuals for super, SQS, and SSHO 01 00 00 1.9(D) indicates the super may also serve as the CQC and SSHO, please confirm. 01 35 26 1.2(F) indicates the super cannot be the SSHO. Please clarify the 3 individual’s roles.

Response: SSHO, Project Superintendent and CQC System Manager shall be three separate individuals, see specification changes included in Amendment 4. See Section 01 35 26 for definition of the role of the SSHO. See Section 01 45 00 for definitions of the roles of the project superintendent and the CQC System Manager.

3.

1. Section 1.2.3.d calls for a certificate from the manufacturer’s representative that the firestopping has been inspected and found to be applied correctly.

2. Section 1.4.2 requires the manufacturer’s technical representative to provide proof that they are qualified to inspect and certify firestop installation.

3. Section 3.3.2 requires the firestopping to be inspected in accordance with ASTM standards 2174 and 2393.

In short, #1 and #2 directly conflict with #3. The ASTM 2174/2393 standards expressly forbid manufacturer’s agents from inspecting firestopping. That is detailed in the attached 2174 standard and highlighted in sections 6.2.1 and 6.2.2.

Typically, the manufacturer’s reps will let the GC know that they cannot inspect, but not always.

Also, most GC’s will not want to contract a legitimate third-party inspector if they think they can get a manufacturer’s rep to “sign-off” on the firestopping for free.

We would like to submit a proposal for firestop inspection but are unclear if that should go to you, the architect or the bidding GCs. Please advise.

Response: An independent inspector is required, see specification changes included in Amendment 4.

4. Specification Section 11 68 14 does not call out fold up and re-attachable padding which is normally required for the wall. Please clarify the wall padding will not be required for this project.

Response: For bidding purposes, assume that fold up and re-attachable padding shall be provided.

5. System specifications 26 09 43 states the lighting controls are based on Lutron Quantum digital network. Paragraph 1.3.G states the existing Middle School lighting control system shall be expanded to provide full control and functionality of Primary School lighting systems. Please confirm if the existing Middle School lighting control system is a Lutron Quantum digital network. If not please provide the existing system.

Response: Existing Lighting Control System in Middle School is Quantum by Lutron.

6. Drawing Note 4 on Drawing FA-111 tell us that we are re-using the existing Primary School Fire Alarm Master Box; however, Note 6 on Drawing FA-601 tells us to provide a new master box. Please clarify if the fire alarm master box is new or existing to be re-used, and if new, please confirm type.

Response: See response to RFI #23 in Amendment #11.

7. Per specification section 10 22 39 2.9.C.4, "clear glass with an applied translucent film" is to be applied to Operable Partition Type 2. However, the extent of the translucent film is not shown on the drawings. Please provide dimensions for translucent film application on the operable partitions.

Response: Refer to information regarding the applied translucent film finish (XW11) on the Room Finish Schedule (Sheet I-003). Full Sheets are 98”W x 50”H based on the orientation in which they are to be installed. Film height of 50” is to be maintained with opaque pattern at the bottom transitioning to the clear at the top, the width of the material is to be cut to fit the full width of the glass. Film is to be applied on the exterior side of rooms.

8. Per drawing I-500, sign types H-1, D-4, E-1, O-1, and N-2 do not have sufficient detail. Please provide dimensions of signs and detail as to text and graphics to be inlayed on the signs.

Response: Refer to the attached schedule for additional information regarding code required sign types E-1, E-D, E-U, EP-1, R-1 Fixed & Changeable, O-1, FE equipment, H-1, D-4, N-2.

9. There are several locations for the Audio Visual System Equipment's shown on Drawings T- 111 & T-121 as described from Drawing E-001. However, there does not appear to be full audio visual specifications provided in the contract documents. Please clarify if Audio Visual systems are to be furnished & installed per this contract. If so, please provide the specifications for the items listed on Drawing E-001 for Audio Visual Systems.

Response: Provide raceway and boxes only for systems per drawings.

10. Please Confirm a CCTV system complete with cameras and equipment is not to be furnished & installed as per this contract.

Response: Provide raceway and boxes only for systems per drawings.

11. Fire Alarm specifications require that the new fire alarm system be interconnected and compatible with the existing Middle School fire alarm system. Please provide the make and model of the existing Middle School FACP.

Response: See response to RFI #16 in Amendment #7.

12. Please verify that the existing playground structures and/or equipment, which are required to be relocated, shall be reinstalled in their present condition. The general contractor will not be required to modify structures if they do not meet current playground standards since the equipment was purchased years ago by the government.

Response: Existing playground equipment does not need to be relocated. See Amendment 8.

13. Can you provide the company contact for the existing modular swingspace trailers?

Response: See response to RFI #6 in Amendment #8.

14. Drawing I-500.

18. Should we include the cost to remove this walkway at the end of the project?

This is RFI #29 in Amendment 11.

19. Can you please provide manufactures and models for the site furnishings specification section 129300?

Response: Please provide site furnishings that meet the requirements of the plans and specifications.

20. Is there a Manufacturer of the existing Modular Trailers?

Response: See response to RFI #6 in Amendment #8.

21. We could not find anything about sign type H?

Response: Refer to the attached schedule for additional information regarding code required sign type H-1 ‘No Smoking” sign.

22. Can you please provide a grading plan for the segmental block walls?

Response: Grading plans are shown on Sheets CG-101, CG-102, & CG-103.

23. Do you know if the architect has any updated information on the interior ADA signage?

Most of the signage is pretty cut and dry, but there are some signs (primarily related to stairs, gymnasium, and "you are here" directories) that have very little information on them. I would like to make an accurate bid on these items.

Response: Refer to the attached schedule for additional information regarding code required sign type EP-1 ‘Evacuation Plan’, O-1 ‘Lawful Occupancy’ and sheet I-500 for Restroom signs with wheelchair access signage. All signage is to include raised letters and braille per notes and specifications in document.

24. We do not have enough information to estimate or provide signage for this project. Please provide a complete interior/exterior signage schedule with details as soon as possible.

a. Need details on Post and Panel signage requirements?

Response: Refer to drawings A-201 and A-408 for entrance Exterior sign elevation and details.

Provide a ½ inch thick steel plate cut per detail 3/A-408 pattern and painted. Refer to specification 10 14 01 Exterior Signage “Revised” 4/6 version, Part 2 Products, 2.1 Materials General. Refer to Site/Civil drawing CI-105 Note 2. All signs, striping and pavement markings shall be in accordance with the manual on uniform traffic control devices (MUTCD).

b. Signage schedule - in I-500, there are some TBD’s, need details/ information?

Response:

1) Refer to the attached schedule for additional information regarding code required sign types E-1, E-D, E-U, EP-1, R-1 Fixed & Changeable, O-1, FE equipment, H-1, D-4, N-2.

2) Refer to Sheet I-500 for Interior signage schedule – TBDs for copy/message do not effect pricing and will be clarified with the School during the submittal process.

3) All Interior mounting for standard signage is to be installed with heavy duty double faced foam tape unless conditions are not suitable (1/16”thickness). All Interior signage unable to be properly wall mounted using this method will be mechanically fastened with flush anti-theft screws suitable for the substrate they are being attached to.

c. Metal letters – I believe there is a spec in A-501 for color only, there are no details on construction etc?

Response: Refer to drawings A-201 and A-408 for entrance Exterior sign elevation and details.

Provide a ½ inch thick steel plate cut per detail 3/A-408 pattern and painted.

25. Questions regarding the signage for Hansom Primary School at Hansom AFB in Bedford, MA.

a. The specifications refer to an end cap that shall be 1/8” wide and call out a number of 6063- T5.

Response: Provide Interior signs that are Frameless with rounded corners not to exceed 1/2"R.

b. The drawings of the signs on page I-500 look different from what the specs call out.

Response: Signs shall be Non-Glare Integral Colored Acrylic, Frameless with rounded corners not to exceed 1/2"R. Acrylic sheets shall be layered with overall thickness not to exceed 3/8” (0.375 inch) and minimum sheet at 0.080 inch (2mm) thickness. Layers will also create 1/16”min pockets for changeable copy inserts where required. Inserts shall be protected with clear flush acrylic on the face of sign. All fixed messages, symbols and braille shall be raised letters in contrasting color. Message color to be manufacturer standard in color to match paint (P1) SW755 Greek Villa / Background color to be manufacturer standard in color to match paint (P3) SW7045 Intellectual Grey.

c. 3. Need to know the thickness of the signs, face plate and back plate, it wasn’t indicated on the drawings (I-500) or in the specifications. Need to know what the sign’s overall thickness is to be.

Response: See response to above. Acrylic sheets shall be layered with overall thickness not to exceed 3/8” (0.375 inch) and minimum sheet at 0.080 inch (2mm) thickness.

d. Need to know the thickness of the double faced tape (which seems to add a space) in between the face plate and the back plate, it wasn’t indicated on the drawings or in the specifications.

Response: All Interior mounting for standard signage is to be installed with heavy duty double faced foam tape unless conditions are not suitable (1/16”thickness). Do not use double faced tape to layer the sheets of plastic, use manufacturer approved bonding adhesive. See revised Sheet I- 500 included with this amendment. Use the double faced tape only for mounting when indicated.

All Interior signage unable to be properly wall mounted using this method will be mechanically fastened with flush anti-theft screws suitable for the substrate they are being attached to.

e. Need to know the thickness of the material isn’t indicated on the SP Specialty signs.

Response: The construction of the specialty signs shall be similar to the standard interior signs with exception of the graphic background image which will be provided by the Contracting Officer.

f. Are there any information on the exterior signs? Drawings? Sizes?

Response: Refer to drawings A-201 and A-408 for entrance exterior sign elevation and details.

Provide a ½ inch thick cut per detail 3/A-408 and painted. Refer to specification 10 14 01 Exterior Signage, Paragraph 2.1. See Note 2 on Site/Civil drawing CI-105. All signs, striping and pavement markings shall be in accordance with the manual on uniform traffic control devices

(MUTCD).

26. I couldn’t seem to find anything in the specs and drawings regarding flagpoles. Are flagpoles needed? If so, can you provide those specs?

Response: No.

27. Referencing Amendment #8, Drawing A922 is labeled as 1/32” = 1’0”. It actually appears to be 1/16” = 1’0” scale. Please confirm.

Response: 1/32”=1’-0” is correct.

28. RFI Question Below related to Addendum No. 08

a. Addendum No. 08 provides that “The existing trailers being used as a temporary Middle School will have been modified for use as a Primary School facility by the Middle School contractor.” Also, the Addendum provides that “The Primary School Contractor shall accept the assignment of all right, title and interest in the existing swing space trailers, including the six additional trailers, from the Middle School Contractor ‘‘as is’’. . . .” Further, the Addendum states, “The Government makes no warranties, express or implied, as to the condition of the trailers.” These provisions are contradictory and create an impossible situation for bidders as they cannot determine the “as-is” condition of the trailers and whether they are suitable until after they are refurbished by the Middle School contractor. This significantly impacts the amount to include in the bid for trailer operation and maintenance, and also effects the determination of insurance availability and rates. To resolve this issue the government must warrant the condition of the trailers instead of providing them “as-is”. If the government does not make such a revision the Middle School contractor will have an unfair competitive advantage since only that contractor will know the actual condition of the trailers at bid time. Also, the government needs to indicate whether it will reimburse the contractor for any personal property or other taxes related to the trailers. In the alternative, the government could delete the assignment of title, operation and maintenance of the trailers from this solicitation which appears to intermingle a service contract with a construction contract.

Response: The 31 existing trailers and the 6 additional trailers are being refurbished under the Middle school contract for use by the Primary School during the construction of the new Primary

School. This work is not part of the scope of the Primary School contract and will not be complete by the time proposals are due. All trailers will be accepted by the Government when they are ready for beneficial occupancy, which is expected to occur prior to the date of turnover of the trailers.

The Government will not reimburse the contractor for personal property, including but not limited to fixtures and equipment that may be required to operate, maintain or repair the trailers during the course of the contract.

See Amendment 11, Revision to Section 13 42 00 SWINGSPACE TRAILER FACILITY MODULARS for historical operating costs of the Middle School trailer facility; also operation and maintenance activities that are to be performed by Lincoln Public Schools.

For information on tax exemption, see Amendment 8, response to RFI No. 40.

The Government is not deleting the assignment of the title, operation and maintenance of the trailers to the Primary School contractor.

b. The Solicitation does not include any provisions for mold remediation. Based on a view of the trailers at the site visit it appears that they are contaminated with black mold in the floor system and possibly elsewhere. The government needs to warrant that the trailers are suitable for use as classrooms, and that all mold conditions will be remediated before the trailers are used on the Primary School project for the safety of the students and others.

Response: During the pre-bid site visit, one skirt panel was raised so that potential offerors could observe the space beneath the trailers. At that time mold was observed. Subsequent to that visual observation, testing was performed. Attached are the results of mold testing. The “wood” sample was taken on the trailer “skirting” around the perimeter of the trailer complex and the “ceiling” sample was taken on the underside of the trailer sub-flooring. The testing results do not indicate mold classified as the toxic “black mold” type. Both samples were taken outside of the interior space to be used by the school. There are no visual signs of mold inside the trailer classrooms.

29. Referencing 11-52-13 – 2.2, the basis of design manufacturer of the specified dual surface projection screen informs us that they are unable to produce a dual surface projection screen in the size requested. It is possible to install two single surface screens in this area, or to reduce screen size to largest available – please indicate which option is preferable.

Response: See response to RFI 226 in Amendment 11.

30. I had a question regarding the existing BMS controlling the condenser water system, drawing M-702:

* What is the existing control system controlling this?

Response: The condenser water system should be controlled by the Middle School BAS as indicated by the control drawing and sequence on DWG M-702.

* Are the programming tools on-site?

Response: The existing operator workstation/server should be located in the Maintenance Office Room 108 in the Hanscom Middle School Building. The contractor is required to provide any tools/software required to re-program the existing system.

* Will we be required to integrate to/from this system?

Response: Yes

* Or are we required to take over this control system?

Response: The Primary School contractor will be required to take over that existing Middle School BAS system to the extent necessary to accomplish the work required.

* Or should we consider this a standalone system?

Response: The system must be able to operate independently from the existing Middle School system, but must be fully accessible thru the existing Middle School operator station.

* Should the new chiller plant pumps be coordinated with the cooling tower?

Response: The new secondary and primary pumps should be controlled thru the new BAS system and the new condenser water pump should be controlled thru the existing Middle School system as shown on DWG M702.

31. Is the hardware to be provided by Skillcraft?

Response: Provide hardware specified in accordance with requirements specified.
