REQUEST FOR INFOMATION 97-126
Q98. A-601 Door Schedule calls for a total of 11 interior doors to be blast resistant (Note R6). 8 of these 11 are called out as wood (SCW). We do not know of any manufacturer of blast resistant wood doors, and whether this is even possible. Please advise whether these interior doors are to be blast rated, and whether they should be wood or steel.
A98 – Doors to be blast resistant are: 101A, 107B, 109B, 113, 110, 118, 119, 123, 124A, 126A, 126B, 126C, 130B, 131B and 221B. Disregard note R6 on all other doors.
Q99. Also, the two interior entrance stair doors on the first floor are blast rated(109A/130A), and only one (213) of the two on the second floor are blast rated.
Is this correct?
A99 – See answer to 98.
Q100. On S-001, General Structural Note 8.3 states to " refer to the Geotech Report for removal of unsatisfactory material under footings, slabs, and foundations and for the backfilling, compaction, and testing of the satisfactory material to replace it."
Geotech Report provided in Amendment 0003, Executive Summary states, "We recommend removal of the existing uncontrolled fill from the proposed building area and replacement with structural fill. Based on the available topographic information, we estimate that native subgrade soils will be between +43 and +46."
The next bullet point in the Executive Summary states, "we anticipate that the soils excavated on-site will be suitable for re-use as structural fill."
The Geotech Report makes recommendations; it does not make declarations of what/where to remove soil. The soil removal of the building footprint is a large quantity. The range provided of where native soils will be found in the building footprint of +43 to +46 is 1800cy. +50 is the existing elevation on the topo plan as well as the final floor slab elevation. Removal of the soil from +50 to +46 would be an additional 2400cy. We are talking about the removal and replacement of a large quantity of soil, where we feel it is vague on how much and where to remove.
1) Is all the soil from +43 to +SO within the building footprint considered unsuitable?
2) Is it the government's intent to remove all the soil from +43 to +50?
3) We are requesting a separate Bid line item (Base Bid) as per below.
Description Est. Qty. CY Unit Price Total
Remove/Dispose/Replace Unsuitable soil 500
A100.1 – No. Based on the 6 borings (B1 to B-6) performed within or near the proposed building, the strata identified on the individual boring logs as ‘Fill’ is the ‘unsuitable’ material in question. The contractors shall assume 5 feet of soil below existing grade across the entire footprint of the building and utility yard shall be excavated, disposed, and replaced with structural fill. A qualified geotechnical testing agency, with oversight from a licensed geotechnical engineer, shall be engaged by the contractor to make final determinations of the unsuitable soil limits.
A100.2 – No, just the ‘Fill’ materials. The native (SP) soils between +43 and +50 may remain.
A100.3 –CLIN 0006 will be added and contractors shall provide a cost for soil excavation, disposal, and replacement with structural fill; totaling 3,800 CYs. The cost ($/CY) shall be used as a credit back to the government if less soil is needed to be replaced, or a change order if more soil is needed to be replaced
Q101. Drawing ES-101 has a note ES18 at Bldg. 250. Note ES18 states to extend from Manhole A, 50 Pair copper and 1-24SM/12MM. Is there already a conduit from the Note ES18 to Manhole A, or does a pathway need to be excavated in the ground for this work?
A101 – Existing conduit to Building 250 should be used.
Q102. Note ES14 at existing MHA states to extend to MHB and into SF&CF bl dg. To accomplish this work, are we to use the existing 6W4" ductbank called out for Note ES13?
A102 – Use the existing 6W4" ductbank called out for Note ES13 to extend telecommunications cabling in Note ES14 at existing MHA to MHB and then into SF&CF bldg.
Q103. I could use more info for the T3 Line and T1 Line described in Key Note ES15 on Drawing ES-

c. Please confirm that contractor is to remove ±5ft deep of existing soil beneath utility yard slab on grade
d. Please confirm that contractor to remove ±5ft deep of existing soil beneath new pavement
e. Please confirm that contractor to remove ±5ft deep of existing soil beneath parking lot option.
f. Please confirm that contractor to remove ±5ft deep of existing soil beneath all side walks
A106a – See response to question 100 A106b – See response to question 100 A106c – See response to question 100 A106d – See paragraph 4.5.2 Subgrade Preparation and Protection in geotechnical report. The suggestion is 1 foot below proposed pavement section.
A106e – See paragraph 4.5.2 Subgrade Preparation and Protection in geotechnical report. The suggestion is 1 foot below pavement section.
Q107. Answer to Q53 is confusing, please advise if the awarded prime contractor and his subcontractors would pay NY state sales tax for products installed on this project or not? If the answer is no, please clarify how the contractor would be able to attain tax exemption status.
A107. The 106th Rescue Wing of the National Guard is federal facility that maintains a tax-exempt status with the State of New York for the purchase made by the 106th Rescue Wing.
You would need to contact the New York State Department of Taxation and Finance at (518) 485-2889 to find out your company’s status concerning New York State Sales Tax for a federal project.
Q108. Answer to Q72 is not clear, please clarify if the corner guards are required at all outside corners of the building or only at the columns marked with key note A6. Also, the answer is stating height to be 12’, however newly provided specs call for 6’ high.
A108 – Corner guards at 6’ height is acceptable. A-101 Keynote A15 indicates where corner guards are required. Keynote A6 is not applicable to this question.
Q109. Answer to Q57 is not clear, please advise if we are to use the existing underground conduits or are we to run new conduits using directional boring per added 3.7.7.2. Also clarify if the primary cabling is to be installed by the electrical contractor or by the utility company on base (hired by the GC), please provide contact for the electrical utility company.
A109 – There are 4-6inch conduits under the street only, the orange inner duct indicates the location.
The contractor will tie into this duct to complete the runs as indicated. New concrete encased ductbanks on each side of the street as stated in Note ES2. General Contractor to provide and install primary cabling and terminations. Utility is Base Owned.
Q110. Please advise what’s the insulation R value on both high and low roofs?
A110 – Insulation R value for all roofs to be R-35 minimum.
