REQUEST FOR INFORMATION (RFI)

30 December 2014

Q20 - Drawing G-003, “Geotechnical Reference Note” states that “1. The subsurface /geotechnical investigation was performed by GEI Consultants, INC., PC on August 07, 2013. The results of the investigation are contained in the project Geotechnical Report.”

However, there does not appear to be a geotechnical report in the bidding documents provided. Can you provide the geotechnical report?

A20: The prospective bidders shall refer to the geotechnical report posted to the FBO website.

Q21 - Drawing A201, on the south elevation between column lines 8 and 11 it notes “New brick soldier course” but it does not call for new face brick. Is the intent to leave the existing face brick in place and just remove and replace the brick soldier course in this location? It seems that this is the intent on the north elevation between column lines 8 and 11. Please advise.

A21: Yes, the Contractor shall leave existing face brick in place on the south side of the building above the apparatus bay doors. Only brick to be removed will be for installation of new brick soldier course.

Q22 - At the pre-bid meeting, it was stated that the building would be vacant during construction. Can you please confirm this?

A23: Yes.

Q24 - At the pre-bid meeting it was stated that the military would empty all of the building contents/furniture prior to the start of construction. Can you please confirm this?

A24: Yes.

Q25 - In order to get into the base for the pre-bid meeting, all pre-bid attendees had to get their vehicles checked by base security before being allowed to enter the base. This added some time to getting into the base. It was stated at the pre-bid meeting that this is standard security measures for this base and that all vehicles that enter the base must be checked at the gate by base security whether the visitors entering the base have a day security pass or whether they have a long term security pass. Can you please confirm that this is the case and that the contractor/subcontractors should expect this during construction?

A25: For proper security measures, all construction vehicles entering the Base are required to be inspected on a daily basis. The successful Contractor should anticipate that delays could occur.

Q26 - The finish schedule lists the ceiling finish for the apparatus bay as “ES-PT – Exposed Structure Painted”, but also states in the remarks to “Paint all new exposed structural steel to match existing”. Does this mean that in terms of the steel at the ceiling that only the new structural steel framing/metal decking in the apparatus bay needs to be painted and the existing structural steel/metal decking does not need to be painted? Please confirm.

A26: Yes. Only new steel shall be painted to match existing roof support steel members in room 137.

Q27 - The finish schedule lists rooms 118, and 131 through 143 as receiving “Conc-SLD Concrete Sealed”. However, there does not appear to be any specification for concrete floor sealer. Specification section 099000, 2.04, E does specify a “System I-1” coating for “Concrete floor in mechanical rooms”. Is this finish to be provided anywhere where the finish schedule specifies “Conc-SLD Concrete Sealed”? Please advise. If not, where is this finish to be used and what finish is to be used in rooms called out as receiving “Conc-SLD Concrete Sealed”?

A27: Protective Coating System I-1 is to be applied to all rooms identified in the finish schedule to receive CONC-SLD finish.

Q28 - The finish schedule lists rooms 118, and 131 through 143 as receiving “Conc-SLD Concrete Sealed”. Based on the walk through, most of these rooms have existing floor finishes.

Is the intent to remove the existing floor finish and prep the existing concrete slab to be able to install concrete floor sealer in these areas? Please advise.

A28: Yes, Remove the existing floor finishes and prep existing concrete slabs to receive new floor finish. Review and comply with surface preparation requirements identified in PCS I-1 and comply with manufacturer’s surface preparation recommendations.

Q29 - Specification section 099000, 2.04, D, states to provide coating system F-1 on “Concrete block in mechanical rooms”. Should this finish system be used anywhere where the finish schedule calls for “CMU-PT” on walls. Please advise. If not, where is this finish to be used and what finish is to be used in rooms called out as receiving “CMU-PT”? Also, is any other prep required above and beyond manufacturer’s standard prep for painting over existing painted

CMU?

A29: Yes, Protective Coating System F-1 is to be applied to all rooms identified in the finish schedule to receive CMU-PT finish. Review and comply with surface preparation requirements identified in PCS F-1 and comply with manufacturer’s surface preparation recommendations.

Q30 - Specification section 083323 “Overhead Coiling Doors”, specifies manual doors operators in part 2.06 and specifies electric door operators in part 2.07. Which type of operator is required for overhead coiling doors 147, 148, 154, and 155? Please advise.

A30: Doors 147 and 148 are motor operated and power is provided on E-101.

Doors 154 and 155 are manual operated.
