The required response date/time has changed from 30-Nov-2010 11:00 AM to 10-Dec-2010 11:00 AM.
SECTION 00700 - CONTRACT CLAUSES
The following have been added by full text:
AMENDMENT 4
RFI 005
Question: Request a time extension of one week from Nov. 30, 2010 for the submission of the RFP. Thanksgiving week vacations will have a significant impact on obtaining all the information that is required and we will only have one working day after Thanksgiving for the complete compilation of required documentation.
Answer: The required response date/time has been extended from 30-Nov-2010 11:00AM to 10-Dec-2010 11:00AM and the RFI’s cutoff date/time has changed from NLT COB 19 Nov 10 to due NLT COB 26 Nov 2010 4:30PM. If changes are not made on previous documents regarding these dates ensure concerned individuals are made aware of these changes.
RFI 030
Question: 1/AE220 - Location shown for cut on AE101 is not correct – this cut on the right is underneath the mezzanine. Cuts on 2/AE201 and 4/AE201 are also not matching.
Answer: Section cut line located on plan for clarity and conforms generally to the section shown
RFI 031
Question: AE701 - Room Finish Schedule: Room 105 – East wall has no finish
Answer: Paint may be omitted from east wall

Question: G002 - Note 11: Please clarify what permits are required for this project.
Answer: See CD101 note 3
RFI 033
Question: General Cond. - There are no General Conditions included in the specifications therefore no direction on insurance required, etc. Specifically, is builder’s risk insurance required?
Answer: Builders Risk Insurance is a business decision, usually required by the bonding company or by the General Contractor, as part of its risk management strategies or polices. Coverage is typically during the construction period only, and is intended to terminate when the work has been accepted by the Government. The contractor is responsible for the work until it has been accepted by the Government.

Question: Please clarify the extent, if any, of painting related to the mechanical or electrical systems.
Answer: Per individual M/E/P requirements
RFI 035
Question: AE701 - Room Finish Schedule Note 1: reference should be to 11/AE701
Answer: Correct, reference should be changed “to 11/AE701"
RFI 036
Question: AE101 - Is the 1 hour rated partition at the expansion needed if Option 2 is not selected?
Answer: No stair if Option is not selected.
RFI 037
Question: 133419 - This section references no finish painting of steel frame but existing building has the steel painted. Please verify if finish painting is required for the addition.
Answer: The intent is to match existing steel framework in the building.
RFI 038
Question: 99123 - Does the steel framework of Option 2 mezzanine get finish painted? We assume the steel handrail gets painted yellow.
Answer: The intent is to match existing steel framework in the building to include existing stairs.
RFI 043
Question: Exhibit D-4B Please verify that the offeror, if they are being considered for task orders over $ 1,000,000, must submit a CPM schedule for the prototypical project.
Answer: That is correct, if the offeror indicates they want to be considered for task orders over $1,000,000 they must submit a CPM schedule for the prototypical project.

Question: The specifications did not include a section for toilet accessories. Are toilet accessories being provided by the government or are they to be furnished and installed by the contractor?
Answer: See attached specification section 102800.
RFI 044b
Question: Please provide the dimensions for the quarry and ceramic wall tile.
Answer: QRT is Quartz Tile as spec’d in 096519. CWT is same as CMT (1 X 1) as spec’d in 093000
RFI 044c
Question: The door and hardware specified for Door 106 appears to be in error. Door 106 should be listed as a “PAIR” of 3070 door leaves within a 6070 hollow metal frame. Please clarify the lockset condition for these doors.
Answer: Door 102 is the only double door. Lockset function F04 as spec’d. Provide manual flush bolts BHMA A156.16
RFI 044d
Question: Drawing AE101 shows the symbol “FEC”. Please clarify if the contractor is to furnish and install fire extinguishers and cabinets and if so, please provide a specification.
Answer: FEC should read FE and will be furnished by government. Locations shown to coordinate mounting.

Question: Is the outside wall of the stairwell to the mezzanine to have drywall extending upward full height to maintain a 1-hour rating within the stairwell?
Answer: Exterior wall from the stair does not require a rating.
RFI 044f
Question: Wall Partition Type 1A calls for a 25 gage metal stud. The average height of a Type 1A Wall Type is approximately 22 feet. We recommend the use of a stronger gage stud at these locations.
Answer: Gauges indicated are a minimum.
RFI 044g
Question: Is the intent to have all primary and secondary structural steel members of the pre-engineered building painted?
Answer: Intent is to match existing.
FI 045a
Question: Is there a BIM requirement for this project?
Answer: There is no BIM requirement for the prototypical project; however, for future Design-Build projects BIM will be seen as beneficial.
RFI 046
Question: Do you require full SF 330 qualifications package for the AE that is a team member for this MATOC or only resumes and a two relevant project descriptions that are in SF 330 format? The information normally contained in a complete SF 330 is not necessarily relevant to this procurement (20+ resumes, 10 projects, Section H Additional Information, etc.) and additional information required for Section H of the SF330 is not provided in the solicitation. Also, there is not a listing of required AE disciplines to develop the Part D organization chart or Section E Key Personnel resumes.Please clarify what the Maine ARNG requires to meet this requirement.
Answer: AS stated in section 2.2.2.2 : "AE(s) for Design Build shall provide a SF 330.". I believe there is enough information on the type of projects we are looking at performing and disciplines required on FBO.gov "List of Task Orders Awarded under Current MATOC" and in the actual solicitation to provide a complete SF 330. The intent is to evaluate the AE services being offered not for a specific project.
RFI 047
Question: Regarding Exhibit C, can a CO/COTR fill out one questionnaire for multiple projects, referenced in Exhibit A?
Answer: As Exhibit C page 1 state "Send one cover letter and questionnaire for each contract you want a reference for. Only 1 project per questionnaire.
RFI 049
Question: Amended Exhibit C now includes the following line on the first page. "You are encouraged to send a questionnaire to other clients of contracts listed in your “List of 10 other projects”. Please indicate if we are being instructed to send past performance questionnaires to an additional 10 clients of contracts. Also please clarify as to where in our proposal we are to include the "List of 10 other projects".
Answer: Thank You; this somehow got inserted from an old document when amendment 002 updated Exhibit C. This line should not be included and I will update Exhibit C again in amendment 004. Also in amendment 004 the date of 30 Nov 10 is changed to 10 Dec 10 on Exhibit C.
