advise as to what the specific requirements are to sufficiently demonstrate to the Government that a potential/interested MATOC contractor has the capability to respond to Project On-site Conferences under emergency conditions or 120 minutes? I have read sections SC4.2.1 and 4.2.1.4.1 and 4.2.1.5.1, etc. and cannot identify specific criteria listed in the aforementioned solicitation.001Please ensure that a member of the team or a local company will be available to respond to the site within 120 minutes, to begin resolving emergency situations.
Exhibit E-1 at B.7 – suggest the % sign be removed after 100 since the calculation multiplied by 1 will not be changed.001Agree that the % sign should be removed after 100 in the formula in Exhibit E-1 line B7. B.7 should read "Percent Self-performed Work = Line B.6/Line B.5 X 100 = ____________%"
00300110-2.2.1 states six(6) general construction submittals for Exhibit A but Exhibit A states submission of five (5). Please clarify.001Section 00110 Part 2.2.1 is the current change in effect and therefore Exhibit A Part 1 should be corrected to read "Prepare six (6) Part 1 forms for general construction, and two (2) for design build, if requesting consideration for this option. "
Could you please verify that the work to be done to the data rack in Room 105 is just a removal and reinstall and that there are no new or additional components that will need to be installed?001Affirmative, remove and reinstall existing components; coordinate with the contracting officer before removing; components damaged by Contractor will be replaced at no additional cost to the Government.
Request a time extension of one week from Nov. 30, 2010 for the submission of the RFP. Thanksgiving week vacations will have a significant impact on obtaining all the information that is required and we will only have one working day after Thanksgiving for the complete compilation of required documentation.004The required response date/time has been extended from 30-Nov-2010 11:00AM to 10-Dec-2010 11:00AM and the RFI’s cutoff date/time has changed from NLT COB 19 Nov 10 to due NLT COB 26 Nov 2010 4:30PM. If changes are not made on previous documents regarding these dates ensure concerned individuals are made aware of these changes.
There is fiber optic cable being used on this project between the data jacks and the data rack. The specification is not clear as to the exact type of fiber required. Could this clarify?002Do not install fiber optic cable at this time; this will be installed as part of a future contract.
Proposal Inquiry: Is there to be a sprinkler system installed on this project? There were no fire protection drawings or specifications on the website. Please clarify.002There is no sprinkler system included in the project at this time. Bid the prototypical project as designed.
The drawings do not indicate the overall height of the existing building (at the roof peak), or the height of the roof eaves. Can this be provided?002According to existing bldg design, finished floor to eave trim is 16'-0"; exterior ridge height is ~25'-6"; field verify for construction purposes.
Do any of the other wage classifications than “Building” apply to this project?002"As a general rule, apply a second schedule if more than approximately 20% of the project will involve work of a different character than the major portion of the project ." I do not believe this will be the case in this project.
Will Coordination drawings actually be required for this project – specifically in AutoCAD 2004?002No, coordination drawings will not be required. Provide shop drawings for applicable sections.
Clarify remote parking for construction personnel since section states only one space will be provided within the project site.002Additional parking and lay down area will be located on the north side and NNW corner of the building.
Is Pest Control required for this project?002No, no pest control is required. Ensure site is kept clean of food and other debris that attracts pets. If pests are encountered or suspected, coordinate with COR.
Please clarify extent of security fencing required, if any, for this project.002No security fencing is required.
Will a temporary partition as described by this section be required if Option 3 is selected?002Yes, a temporary partition will be required inside the building, as equipment and parts will still be stored and employees will still be working inside. Coordinate with COR during construction for location.
Are standpipes and hoses required for this project?002NFPA 214 7.6 indicates temporary standpipes are required in buildings that will have them when completed, so this doesn’t apply.
Will a certified survey be required for this project?002No, a survey will not be required.
May we use the 4:12 as shown on the plans?002The specification should read ‘verify’ not ‘verified’. The intent is to match the existing pitch (4:12).
If 2.11B is not required will this section apply?002If the authority having jurisdiction (in this case MEANG) accepts the installers credentials, then inspections aren’t required.
019133419-3.11 Will this section be required?002If the authority having jurisdiction (in this case MEANG) accepts the installers credentials, then inspections aren’t required.

Shouldn’t doors 203 and 203A be Option 2?002Yes.
Option 2 -States match existing – need specific information on the existing design.006The existing mezzanine is manufactured by Equipto.

When you access the wage determination site for the State of Maine it only list the current ME20100001 which is dated 11/05/10. We do not have access to the 09/03/10 wage scale. Suggest this latest wage scale be referenced since all will have access to those wage rates.002SEE Page 15 in the solicitation: section 1.9.1. Prevailing wage determination information, current at time of issuance of solicitation, is found in the prototypical offering form, Exhibit E. In the event the current prevailing Wage Determination is changed by the Department of Labor prior to closing date of this solicitation it is the offeror’s responsibility to ensure the most recent determination is used in preparing the proposal. An Amendment will not be issued prior to closing to change Wage Determination dates and/or numbers. Applicable wage rates can be found at: http://www.access.gpo.gov/davisbacon/ME.html

The unit needs to be selected to satisfy the performance requirements indicated in the Air Handling Unit Schedule on drawing M001 and in the specifications.

On Exhibit C Package Information and forms: In regards to the returning of the completed questionnaire. The markings on the coversheet indicate it should be marked as (Attention: RFP W92L7-10-R-001 "Source Selection Sensitive Information"). Is this the correct marking? This solicitation number is not the same as the solicitation number on the Solicitation.002This is a mistake: currently reads “should be marked as (Attention: RFP W92L7-10-R-001“, Should Read “should be marked as (Attention: RFP W912JD-11-R-0001“.

gIs the intent to have all primary and secondary structural steel members of the pre-engineered building painted?004Intent is to match existing.
aIs there a BIM requirement for this project?004There is no BIM requirement for the prototypical project; however, for future Design-Build projects BIM will be seen as beneficial.

Do you require full SF 330 qualifications package for the AE that is a team member for this MATOC or only resumes and a two relevant project descriptions that are in SF 330 format? The information normally contained in a complete SF 330 is not necessarily relevant to this procurement (20+ resumes, 10 projects, Section H Additional Information,

etc.) and additional information required for Section H of the SF330 is not provided in the solicitation. Also, there is not a listing of required AE disciplines to develop the Part D organization chart or Section E Key Personnel resumes.

Please clarify what the Maine ARNG requires to meet this requirement.004AS stated in section 2.2.2.2 : "AE(s) for Design Build shall provide a SF 330.". I believe there is enough information on the type of projects we are looking at performing and disciplines required on FBO.gov "List of Task Orders Awarded under Current MATOC" and in the actual solicitation to provide a complete SF 330. The intent is to evaluate the AE services being offered not for a specific project.

Please indicate if we are being instructed to send past performance questionnaires to an additional 10 clients of contracts. Also please clarify as to where in our proposal we are to include the "List of 10 other projects".004Thank You; this somehow got inserted from an old document when amendment 002 updated Exhibit C.
