CONSOLIDATED RFI RESPONSES

SOLICITATION W912JD-10-R-0001

Replace KC-135 Maintenance Hangar

RFI 0003:

Questions: We are not able to find any specification for the interior fall protection over the KC-135. Please provide information for the interior fall protection that stipulates the design requirements (e.g. designed by a professional engineer, number of users for each system, number and type of harnesses, self retracting lifelines, fall arrest trolleys to be supplied, etc.)

Answer: Specification for fall protection will be issued by amendment.

RFI 0004:

Questions:

1. Drawings call for an epoxy floor in the hangar area, however, no specification for epoxy flooring can be found in the documents. Please advise.

2. Site drawings show removal of underground utilities (i.e. 1-1/2" water line, sanitary sewers, storm sewers, and electrical conduit lines). Are these to be abandoned in place or do they all have to be removed?

3. The size of the foundation and thickness of the slab for the existing hangar to be demolished are not shown on the drawings. Please advise.

Answers:

1. Per request of the 101st Maintenance Squadron, the hangar floor originally scheduled to receive reflective dry-shake surface hardener will now receive a three-coat system epoxy system. The first coat will consist of an epoxy primer coat and moisture vapor block, if required. The second coat will be an epoxy body coat with broadcast application of non-skid white aluminum oxide abrasive. The third coat will be a urethane topcoat. Color shall be ultra light gray. The specification for this system will be issued by amendment.

2. All utilities shown shall be capped and removed from the site. Remove as indicated on the demolition drawings.

3. See additional reference drawings issued under Amendment 0002.

RFI 0007:

1. Specification section 32 13 00-Portland Cement Concrete Pavement for Airfields notes that either a slip-form process or a side-form process may be used for the installation of this concrete material.

Specification section 32 13 00 - 3.10.C goes on to state that if the side form process is used, the finishing screed machine must move forward with a combined longitudinal and transverse shearing motion. Speaking with several screed machine manufacturers, we cannot find a form riding machine that does this. Is it the intent of the specification to preclude the use of the side-form process for concrete pavement? Will a standard triple roller screed be allowed for this work?

2. Plan sheets A-111, S-004 and S-400 show a set of fall protection tie-off beams above the aircraft parking location inside the hangar. The structural drawings indicate that the design of the rails and support system are to be by the Fall Protection Supplier. The only project specification for fall protection is 11 10 16 - ROOFTOP FALL RESTRAINT SYSTEM. This section does not address the fall protection items inside the building. Please provide guidance as to the intent and design of this interior system so that we can find appropriate suppliers for it.

1. A standard slip-form or side-form process is acceptable.

2. Specification for fall protection will be issued by amendment.

RFI 0010:

1. Section 313116 calls for Termite Control, will this be required for the project?

2. Section 312000, Page 3, gives provisions for a Capillary Water Barrier under the slab, is this Barrier recommended or required?

3. Section 321215, Page 3, requires a MTV for asphalt paving. Since the paving is in tight areas and not on taxiways or runways will this be required?

4. Section 321215, Page 16, requests that a test strip be performed for hot mix asphalt paving. Where the area of paving consists of tight areas, will a test strip be required?

5. What permits will the contractor be required to obtain for the project?

6. What is the extent of the demolition for building 499 that will be performed by the contractor?

7. Is there information on the foundation of building 499 that could be provided showing the depth and size of the foundation walls and footers that are to be demolished?

8. Drawing C-302 detail 8 & 9 both refer to detail 15/C-302 which is left blank on the drawings. Could you provide detail 15/C-302?

1. Termite Control is required.

2. Capillary Water Barrier is REQUIRED per S-001, section 4.

3. Will be removed.

4. Test strip is not required.

5. Civil permits would include such items as FAA, EPA Construction General Permit, and SWPPP.

The contractor is responsible to adhere and obtain all required permits. This list may not be all inclusive. The Contractor is required validate all permits that will be required.

6. As indicated on the bid documents. See additional reference drawings issued under Amendment 0002.

7. Additional “For Information Only” drawings will be issued by amendment.

8. These should reference detail 13/C-302.

RFI 0011:

Question: Electrical Specification Section 260533 Paragraph B, Conduit Installation: #2 States: Use zinc coated EMT where routed higher than 10’ above the hanger floor in the hanger aircraft bay, for interior 480V branch circuits, interior concealed 120V power, lighting, alarms, control, and communications in offices, corridors, toilets, break rooms, ceiling plenum areas, and in aircraft hanger bay above 10’-0” height. Please confirm that concealed within masonry walls and 18” above the hanger floor are both not within the classified environment and not in the hanger. Therefore EMT can be used to feed equipment in the hanger that is located higher than 18” above the hanger floor and the EMT is concealed within the masonry wall.

Answer: EMT can be installed concealed within the masonry wall. The contractor shall comply with the requirements of NEC Articles 501 and 513 and specifications when installing conduits.

RFI 0014:

Section 074113 – Metal Roof Panels

• In paragraph 2.01 A. 1. – Is pre-painted aluminum-zinc alloy coated steel sheet acceptable for metal roof panels?

This same material is specified as acceptable for both roof trims (paragraph 2.06 B.) and roof-top curbs (paragraph 2.06 D.) in this same section.

• In paragraph 2.05 B. 1-4 – Please clarify the profile and material for the roof liner panels. The profile for the specified roof liner panels (with 1” high corrugations spaced 1’ o.c.) is not appropriate for support of rigid insulation in a roof assembly. The specified material does not match the continuously corrugated liner panel manufactured from .015”, 80-ksi steel which is used in the Butler CMR-24 roof system (which was identified as the basis of design during the pre-proposal conference).

• In paragraph 2.05 C. 2. – Individual roof system manufacturers have engineered roof clips that are part of their U.L. tested assemblies. Providing any roof clips other than those used in their assemblies during roof testing by U.L. may void the U.L. wind uplift ratings.

Please confirm that manufacturers shall supply their standard engineered roof clip product used during U.L. testing.

• In paragraph 3.03 A. – Please identify where the specified underlayment is to be used

. The project drawings show no underlayment, and the Butler CMR-24 roof system (identified in the pre-proposal conference as the basis for the design) does not utilize an underlayment.

• In paragraph 3.03 C. – Please identify where the specified slip sheet is to be used

RFI 0046:

Question:

Specification section 011100, 1.05 for Preordered Equipment and Materials indicates that the contractor is to assume Owner purchase orders including costs of equipment, materials, receiving, handling, storage and installation ............ included in contract price.

What is the cost of these purchase orders and what is the equipment and material to be "handled".

What is the equipment and material to be installed? Does the equipment require supporting construction, like blocking?

Should this be managed as a Government mandated allowance for all bidders? This would allow Government flexibility on final product, cost, and installation.

Also, in section 011100, 1.05, B a statement is made of "renegotiate purchase" and "execute final purchase order" related to Government pre-ordered equipment and materials. What is meant by this? This seems to require, or at least encourage, bid shopping.

Answer: This paragraph will be deleted by amendment.

RFI 0047:

Specification section 015100, 3.06, 2, c requires a phone line in watchman's office. Please explain where the watchman's office is. Who hires and pays for the watchman salary?

Specification section 015100, 3.06, 2, f requires a dedicated phone and fax line in the Superintendent and Contracting Officer's trailer. Will a Contracting Officer trailer be required, as there are facilities for a Contracting Officer on campus? Also, how will phone, fax, internet, be made available for contractor? As the project is on a Government campus beyond the control of local utility companies, the Government will need to "allow" connection. How will this work and cost be managed? Should this be an allowance?

Answer: Watchman requirements will be deleted by amendment.

RFI 0048:

Specification section 015200, 2.01 calls for a Government field office. Will this be required on this campus as other facilities seem to be available for Government use?

Specification section 015200, 2.01, C, 18 requires three computer work stations. Is this to be provided just for the Government or does these three computers include the computer to be used by the contractors Superintendent?

Answer: Provide Government Field Office as specified with specified computer support.

RFI 0049:

Specification section 015700 calls for an enclosure fence around the project; however this is not indicated on the drawings. Please indicate where a fence is to be placed.

A fence currently exists. Is it acceptable for the existing fence to be maintained as the permanent fence?

Answer: The Contractor shall be responsible for coordinating and fencing the work site to secure his equipment and property as well as control FOD onto the flightline. See drawings for use of existing fences and/or permanent fences. The existing fencing may be used upon approval by the government. The fence shall be placed to secure the site and must be approved by the government.

RFI 0050:

Who hires and pays for the commissioning agent, Owner, Designer, or Contractor?

If the commissioning agent cost is to be carried in the contractors bid price, who is the commissioning agent that was used in the design phase? Please confirm that all bidders are to use the commissioning agent that was used in the bid phase?

Answer: The Contractor can hire a Commissioning agent of his choice for the prerequisite commissioning.

Enhanced commissioning will be performed by the Government if desired.

RFI 0051:

Question: Spec section 313116 calls for soil treatment for termite control. Is this required in Maine, at this site? It is unorthodox to require this in this area.

Answer: Required by the Government.

RFI 0056:

Question: Drawing S-300 note 1 comments on assumptions related to reactions from the pre-engineered metal building. If assumptions are under designed, redesign of the foundation will be required.

Please confirm that the review of the reactions, comparison to assumptions and redesign of foundation (if required) will be by the Engineer of Record and not by the Contractor or other third party engineer.

Also, if modifications are required to rebar size/quantity or concrete foundation size/quantity, please confirm that this will be addressed as a changed condition with the selected bidder. Contractors will be unable to make predictions of cost based on the designer's assumptions.

Answer: Foundation reaction review by Engineer of Record. If the reactions result in redesign of the foundations, the Contractor will be responsible for the redesign. See drawing S-001, Note 5.E.3.B. This should be evaluated as soon as possible by the Contractor and his PMEB supplier to assure that redesign is done so as to not disrupt work sequence and to maintain the contract performance period.
