SOLICITATION W912JD-10-R-0001

Replace KC-135 Maintenance Hangar

RFI 0019:

Question: Drawings C104 and C108 call for 4" and 2" tie-ins to Bangor Gas lines. There are no gas lines indicated on the drawings so distances to tie-ins cannot be determined. Please advise.

Answer: See response to RFI 0054.

RFI 0023:

Question: Will a subcontractor have to be licensed in the State of Maine to perform subcontractor duties on this project? (From a potential fire suppression system subcontractor).

Answer: Fire suppression subcontractor must be licensed per NFPA.

RFI 0028:

Question: Aluminum supplier blast design information.

Answer: Building Category: Primary Gathering

RFI 0033:

Question: How does one coordinate access approval to Camp Keyes for bid delivery?

Answer: Main entrance to Camp Keyes is on Winthrop Street in Augusta, just past the Airport. The gate guards will be expecting offerors, and can direct you to Building 39. Please remember to allow sufficient time so that your offer is not delivered late.

RFI 0034:

Question: The documents state liquidated damages will be charged. Please clarify: How much will be charged on which bid items? Some bid items have delivery dates later than others how will LDs be accessed, if any, on these items? Will LDs be accessed on all bid items? If not, which bid items will LDs be accessed?

Answer: See response to Question 4 in Site Visit Questions and Answers in Amendment 0001.

RFI 0035:

Question: Please confirm if exhibit B forms are to be used for all subcontractors or only those listed (fire protection, steel fabrication and erection, hangar doors). Reference solicitation section 00110 paragraph 3.4.3.13.

Answer: At a minimum, Exhibit B forms must be submitted for the listed subcontractors.

If an offeror lacks relevant past performance and wants to use past performance information for key personnel, predecessor companies or key subcontractors, then Exhibit B forms must be submitted for them.

Finally, in describing his past performance, a contractor may choose to note that on a previous contract, he had used various subcontractors he plans to use on the hangar project. If you intend the quality of your proposed subcontractors to be a selling point in your proposal, then be sure to include Exhibit B forms for them.

RFI 0037:

Question: Please give an example of a COTS item that would be excluded from the Buy American Act. Is this screws, bolts, caulk, etc from the local hardware store? Reference clauses 52.225-11, a, 2.

Answer: Here is the FAR definition: Commercially available off-the-shelf (COTS) item means any item or supply (including construction material) that is—(i) A commercial item ;(ii) Sold in substantial quantities in the commercial marketplace; and (iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace.

RFI 0038:

Question: Does the Item Identification and Valuation system apply to this project? The system does not seem to apply to a building. If it is to be used, please explain how this is to be executed on this project and for what materials. Reference solicitation clause 252.211-7003.

Answer: This clause is deleted in Amendment 0003.

RFI 0041:

Question: How will temporary utility costs be managed? Solicitation section 00100 requires contractor to pay for usage. However spec section 015100 states temporary utilities costs will be covered by owner.

Please clarify. If paid for by contractor please indicate how metering will be handled and who supplies the meters. Please clarify for power, water, phones, internet and gas (the spec suggests natural gas will be made available.

Answer: Reasonable quantity of electricity will be provided by the Government. Contractor will pay all hookup, maintenance and disconnect charges. Contractor may not use Government furnished electricity to heat the hangar during construction. Reasonable quantity of water will be provided by Government.

Contractor will pay all hookup, maintenance and disconnect charges. Government will not provide telephone service; however there are several places on base where connection can be made, including frame rooms in Buildings 496 and 497. Best connection point depends on where the Contractor chooses to locate job trailers. Contractor will pay all charges for telephone service. Government will not provide internet service. In the past, other contractors have used satellite internet service. Contractor will pay all charges for internet service. Government will not provide natural gas service as a temporary utility, since it is not yet available on base.

RFI 0054:

Question: Drawing C-104 and drawing C-108 indicate a pipe connection to Bangor Gas piping. Is existing natural gas piping available at the location shown? Does Bangor Gas need to make or inspect the installation? Bangor Gas typically requires that all pipe in their system be installed by Bangor Gas.

Answer: Natural gas service is not yet available on base. Contractor will provide gas line to exterior of building at meter. Government will contract with Bangor Gas to provide line to meter and the meter itself.

Contractor will coordinate with Bangor Gas to determine the requirements. Contractor will provide any necessary protection for the meter (e.g. bollards).

RFI 0060:

Question: Are fire shutters to be equipped with fusible links only? Or, are they to be electrically wired to the alarm system, or both? If to be wired to alarm system, please supply detail.

Answer: Fire shutter to be equipped with fusible link.

RFI 0063:

Questions:

1. If the building is finished early, will the owner take the building early, including taking over the permanent utilities, insurance, etc...?

2. Please provide details for sidewalks (i.e. thickness, reinforcing, dimensions, control joints, etc..)

3. Drawing A-201, exterior finish #6 calls for pvc bollard sleeves but references general note #2 on Drawing A-601. Note #2 on A-601 calls for the bollards to be painted yellow with a reflective strip.

Which is correct?

Answers:

1. Yes.

2. Sidewalk layout was provided in Amendment 002, sheet C-305.

3. Yellow PVC bollard sleeves.

RFI 0064:

Question:

1. Spec section 102219- 1.03.A.1.a lists 4 different Sound Transmission Coefficients (STC) for the Demountable Gypsum-Panel Partitions. What is the required STC?

2. Spec section 102219-2.02.A does not list the required size of demountable gypsum panel partition, finish of panel or thickness of panel. Please clarify requirements of panels.

Answers:

1. Minimum STC 32.

2. Size of panel to be determined per manufacturer’s requirements to meet drawing intent. Panels to extend to underside of scheduled ceiling. 5/8” gypsum board, unfinished for field painting.

RFI 0065:

Question: The specifications define tack boards, but the plans show no tack boards. Please confirm there are no tack boards, or indicate location of tack boards if desired.

Answer: No tack boards.

RFI 0066:

Drawing C-102, note 2 indicates a keypad for entrance thru the automatic gate (option #1). However, keypad note #6 indicates a card reader in lieu of a keypad.

Please indicate if a card reader or keypad is desired? If card reader is desired please indicate if the reader and cards are to be supplied by the Contractor, or if this will be Government furnished/installed to match an existing system.

Answer: If card read is required it will be provide with government furnished security system.

RFI 0067:

1. 101400 – 1.01A says that 101400 is to include cast letters, plaques and exterior and equipment signage, but Part 2 of the specification only lists plastic interior signs. Please clarify scope of 101400 and provide additional specification for the other sign types, if required.

2. The details of the interior signs on A‐701 do not match the description of the signs in 101400 – 2.10. Please clarify design intent.

3. Note 8 on A‐701 mentions a sign type ES‐1, which is to match “base standards”. Please provide detail of the type ES‐1 sign and clarify what is meant by “base standards”.

4. No specification is given for the projection screens shown on A‐109 in room 212. Please provide specification.

5. Please provide a BOD product for Soap Dispenser TA‐3 on sheet A‐401.

6. Are any visual display surfaces required in ISO Conference room 108 on A‐107?

7. 102219 – 2.02 F calls for steel doors, but 102219 – 1.01B references 081400, Wood Doors, which is not included in this spec book. Are the doors to be steel or wood?

8. Are the door frames and hinges listed on 102219 – 2.02 G&H to be provided per the hollow metal door spec, 081100 and the hardware spec, 087000?

9. Doors 135A and 137A in the demountable partitions are listed on the door schedule on A‐701as a Type D7 door. This door doesn’t appear in the details on A‐701. Please clarify.

Answers:

1. Interior signage only, plastic. ES1to be exterior version of IS1. Also include 3 building numbers @ 60” high fabricated metal number, see revised A-201.

2. Per A-701.

3. ES-1 to be exterior versions of IS-1 sign type for exterior mounting @ Rooms 121, 122, 123, 164, and 183.

4. Bobrick Model B-822 or B-2111.

5. Provide 96”w x 72”h (or manufacturer standard size) ceiling recessed manually operated projection screen with controlled screen return system. Provide Da-Lite Advantage Manual with CSR (Ceiling Recessed) or equivalent product.

6. Provide one 48” x 72” Marker board with tack strip and one ceiling recessed manually operated projection screen on south wall of Room 108- ISO Conference Room.

7. No wood doors in project.

8. Doors and frames are for demountable partitions. Door hardware is specified in hardware specification.

Contractor’s option as to who provides doors, frames, hardware, etc. for demountable partitions.

9. Doors 135A and 137A to be door type D-1.

RFI 0069:

Question: Please advise if this project is located on US Government land. The local Building Authorities have advised us that, if it is, no permit fees apply. However, if it is on leased property, permit fees do apply.

Answer: This project is located on US Government land.

RFI 0070:

Question: Request to have D.P. Industries, Inc. approved as an equal manufacturer for the hangar doors.

Answer: Manufacture must meet all specified qualifications and requirements.

RFI 0071:

Question: Please confirm if a dedicated quality control manager is required separate from a full time project manager and superintendent for the general contract.

Answer: Use form provided in Amendment 0003.

RFI 0072:

1. Page 6 of the Geotechnical Report Section 4.1 indicates that over excavation may be required. If this is truly necessary, then we need additional information in order to quantify. My suggestion would be an allowance or paid as unit price.

2. Section 4.2 on the same Page 6 appears to indicate that we are to over excavate all proposed footings an additional 2’ and replace with specified material. The paragraph also indicates 5’ of structural fill at Boring B-1. Can you please clarify the intent?

3. In pricing the site with as a subcontractor, how are we to determine which wage rates apply?

Answer: Over excavation shall be completed as recommended in the Geotechnical Report and costs associated with such shall be included in the bid. See RFI response 0127 for additional information.

RFI 0073:

Question: On page 47 of 59 the insurance requirements are outlined. Will the requirement for aircraft public and passenger be applicable to this project? I have attached page 47 for your use.

Answer: No.

RFI 0074:

Question: RFI 0005 updated question – Type ES1 is shown in the sign schedule on Drawing A-701 as individual room signs. The information in RFI 0005 shown above is conflicting. Please advise.

Answer: Clarification to RFI-0005 and 0067: ES1 sign to be equal to an exterior type of IS1 and shall be mounted exterior for rooms 121, 122, 123, 164, and 184 and have the following wording (but with no room number): 121 – Electrical Room, 122 – Fire Pump Room, 123 – Boiler Room, 164 – Communications Room, 184 – Pump Room. See revised A-201 for Exterior building numbers.

RFI 0076:

RFI 0078:

RFI 0081:

Specification section 132800 for asbestos abatement includes work task data in table 1. Sheet 9 and 10 call for material to be abated from building 497.

The cost to remove the material listed on sheets 1 through 8 for building 496 will be included in line item 0005/option #3.

Where should the cost of abating building 497 be included? Option 3, base bid, or other?

Answer: Cost in Option 6.

RFI 0082:

Specification section 132800 for asbestos abatement includes work task data in table 1. Sheet 7 calls for transite wall panels to be abated from interior and exterior walls of building 496.

Please confirm that this includes material exposed to view and the transite wall panels buried under metal wall panels which were installed approximately five years ago.

Answer: Cannot confirm at this time.

RFI 0083:

We have found that many subs and suppliers are just starting to look at the project due to end of year and holiday issues and will be unable to bid the project by January 20th.

Can the bid date be postponed two weeks to February 3rd?

We feel lower pricing may be available if more time was allowed.

Answer: See RFI 0084.

RFI 0084:

Addendum #1 included an answer to RFI 5 for signs. However, we do not feel the response answered the question related to the various ES1 room signs required per the sign schedule on drawing A-701.

The schedule on drawing A-701 calls for 16 ES1 signs for various rooms. A detail is not provided on how to build the ES1 signs. Details are provided for the IS signs and include room name and numbers with dimensions.

Please indicate the size and type of material for the 16 ES1 signs. Also indicate whether the signs are to include room names and numbers like the IS signs. Or, provide the base standard as referenced in note 8 on drawing A-701.

Answer: Responded in Amendment 0002.

RFI 0085:

Question: Is there a requirement for either interior or exterior perimeter footing drains around the foundation?

Answer: Exterior footing perimeter drains are required per geotechnical report.

RFI 0086:

1. Specification section 074113/2.02/A and 3.03/A both mention the installation of self-adhering underlayment onto roof sheathing. This is not part of the Butler CMR-24 roof system and is typical for a wood structure. Can the reference to self adhering underlayment be removed from this specification?

2. During today's pre-proposal meeting, clarification was requested on what items would need to be salvaged from the existing hangar during deconstruction. The only item mentioned was door locksets.

Specification section 024100 has an extensive list of items to be salvaged and turned over to the owner (see 024100/3.03/Items E, I, J, K, L, M, N, Q, R, S, and T). Is specification section 024100 accurate or are all demolished and deconstructed materials to be the property of the Contractor?

Answer: No requirement for self-adhering underlayment. Roof system basis of design Butler CMR-24.

RFI 0087:

1. Please clarify which areas of exposed pipe insulation will require additional field applied aluminum jacketing.

2. Spec. calls for .025” aluminum jacketing to be field applied over exposed 1-1/2”x 1-1/2# density fiberglass duct wrap insulation. This type insulation may not have sufficient compressive strength to support the metal jacketing which would defeat the purpose of the jacketing. Please advise if the metal jacketing will in fact be required, and if so, where and how it is to be supported.

Answers:

1. Provide aluminum jacketing for exposed piping in areas where insulation may be damaged by normal maintenance or building function duties. Examples are: mechanical rooms, stair wells, vertical piping through rooms (up to 10’ above floor), etc…

2. Requirement for aluminum jacket on ductwork will be removed from the specification.

RFI 0088:

A-607 shows a coiling fire shutter at the head of the Type W12 windows. If this shutter is to be provided, please provide a specification for this shutter and revise the electric and alarm system drawings to show functionality of the shutter system.

36/A-606 shows a “rolling counter shutter”. Please provide a specification for this shutter.

Specification section 083500 describes sectional overhead doors. These doors do not appear on the door schedule. Are any doors to be provided under this spec section?

Answers:

1. Window Type 12 to have fire shutter, will provide spec. Will modify electrical drawing to tie into alarm system.

2. Rolling counter shutter specification will be provided.

3. No sectional overhead doors in project, overhead coiling doors.

RFI 0089:

Question: It was asked in the pre-bid meeting if demolition debris from hangar 496 and foundation debris for building 499 could be crushed and used as fill. Will this be acceptable?

If the material (concrete, masonry) is painted can it still be crushed and used as fill?

Answer: Demolition debris and foundation debris will not be acceptable as fill.

RFI 0090:

1. EXHIBIT "F" - COULD NOT FIND IN SPECIFICATIONS.

2. ON DWG. S-300 FOOTING SIZES IN SCHEDULE DO NOT AGREE WITH THE FOUNDATION

Answers:

1. Please clarify.

2. Use footing schedule for footing sizes.

3. Any footings not shown in the schedule are specifically detailed elsewhere in the drawing set (such as H/S-302 for entry canopy posts).

RFI 0091:

1. Specification section 018113 - Commissioning, indicates that the Commissioning Authority for this project shall be Burns and McDonnell and that the Contractor is to execute the commissioning process as specified in each individual component specification section. The noted specification sections clearly indicate that the Contractor is to assist the Commissioning Agent in the commissioning process.

Specification section 013329 LEED notes in section 1.03.F that the Contractor is to contract with an independent commissioning agent to perform fundamental commissioning under EA Prerequisite 1.

Please clarify and confirm that the Government will be hiring their own commissioning agent and that the Contractor is to simply assist that agent with the process. Confirm that the Contractor will not be responsible to pay for the owner's commissioning agent nor hire their own.

2. Specification section 013329.1.04.A.1 notes that the name of a LEED Accredited Professional shall be identified for each applicable credit in the LEED Implementation Plan. None of the credits listed below that statement include the requirement for a LEED AP. Please confirm that the Contractor will not be required to hire a LEED AP of their own. We have successfully completed several LEED projects by compiling the specified information in-house and providing it to the Architect for submission, as is required by your specification, without the assistance of a LEED AP.

Answers:

1. Contractor has to perform basic commissioning as required by the LEED prerequisite. Enhance commissioning may or may not be performed. It is currently an option to be executed by the government.

2. Contractor is required to have a LEED AP to manage and acquire the LEED required and option credits.

RFI 0092:

Question: Is the pile of structural fill mentioned quantity known? Does the material pass for gradation?

Answer: Information shall be obtained by Contractor after award.

RFI 0093:

Question: Do you have the existing ground elevations for the area of the new Boiler Room Foundation?

Answer: All known information has been provided for the new Boiler Room Foundation. Contractor may be required to obtain survey in this area.

RFI 0095:

Question: Please clarify the gravel / crushed stone material that is to be used and its depth below all of the new floors.

Answer: Slab-on-grade plans (S-106 through S-110) indicate aggregate base course below slabs shall be 6” deep.

RFI 0096:

Question: Is the crushed rock base course MDOT Type A or B aggregate?

Answer: Crushed rock base course is MDOT Type A aggregate.

RFI 0097:

Question: we assume that this project is exempt from Maine State Sales Tax.

Please advise if it is not exempt.

Answer: Excerpt from Maine Revenue Service Bulletin:

CONSTRUCTION CONTRACTS IN GENERAL

When constructing new buildings, repairing existing realty or remodeling, a contractor is selling the materials used in the construction job after they are affixed to the realty. Therefore, the contractor is selling real property, not tangible personal property. Except as noted in (3) be-low, a contractor must pay the tax as a consumer on the purchase of materials and supplies used in fulfilling any kind of construction contract.

CONSTRUCTION CONTRACTS WITH EXEMPT ORGANIZATIONS

§1760 (61) provides an exemption from sales and use tax on items which will be physically in-corporated in real property of an exempt organization. This exemption only applies to lumber, hardware, doors and windows, nails, insulation and other building materials actually affixed to realty. Tools, wearing apparel, consumable supplies, machinery and equipment used by the con-tractor are taxable even if purchased specifically for the exempt job. Construction contracts with any of the following agencies or organizations qualify for this exemption:

i. The Federal Government, the State of Maine or any of their agencies;

ii. Any city, town, plantation, district or political subdivision of the State of Maine; and

iii. Any organization holding a valid exemption certificate issued by Maine Revenue Services. (See Rule 302 for more information on exempt organizations.)

The contractor would purchase materials being incorporated in the real property tax free by furnishing the supplier with a "Contractor's Exempt Purchase Certificate" in the form set forth at the end of this bulletin.

A certificate must be filed for each project stating the location of the project and the name and exemption certificate number, if any, of the exempt organization.

RFI 0098:

Question: The roof drain (RD-A) that is identified in the Floor Drain Schedule on drawing P-701 does not seem compatible with the roof drain/building gutter details shown on drawing details 7/P-502, 5,8,11/A-508. Also, in speaking with our local Wade representative, they do not offer a 5" SS mushroom dome that is noted in the schedule.

Please clarify this detail.

RFI 0099:

Question: No, a letter will not be required from Surety.

Answer: Reference amendment #1 deleting the requirement for a bid bond. Will a letter now be required from the Surety with Volume 2 confirming bonding capacity? Please advise.

RFI 0100:

Question: On drawing P-111, compressed air reels are shown in the hangar space at various elevations above the finish floor. Some will be suspended 20 feet down from the roof framing. No detail has been provided on how to suspend these reels. A detail for suspending foam generator supports was provided on drawing S400 which may be similar to what is needed for these reels.

Please provide a detail.

Also, typical hose reel detail 3/P-502 shows filters and regulators at each hose reel, it is noted that they will be 21'-6" to 54'-0" AFF, please confirm that this is the intended mounting height.

Answer: The same detail may be used. Will raise hose reels indicated at 21’-6” to 29’-6” to reduce distance hanging down.

Filters and regulators will be at the hose reel elevation.

RFI 0103:

Question: Because this is a Small Business Set Aside, we respectfully ask the government to consider jobs valued at $5 million when evaluating Past Performance Information for similarity of size and cost magnitude.

Answer: Refer to solicitation section 00120, especially paragraphs 2.3.2 and 2.3.3.

RFI 0104:

Question: Provide further clarification pertaining to the use of watchman. Specification section

015700.3.03 SECURITY. Will the use of a watchman service be required for off hours security or will the contractor be responsible to determine the means and methods of securing their work site?

Answer: See Amendment 0002.

RFI 0105:

Question: Please verify the extent of the rigid insulation under the slab in room 101 as detail LlA-305 indicates to extend a minimum of 3'-0". What would the maximum be?

Answer: No Maximum width. Under slab insulation is to extend a min. of 3’under slab horizontally and vertically down interior side of exterior grade beam to top of foundation.

RFI 0106:

1. Drawing M-104, M-301, & A-107 indicates a chiller on the exterior of the building. The C drawings do not indicate a concrete pad in the area of E line for the chiller to rest on. Is the chiller to be placed on asphalt pavement? How far from the face of the building is the chiller to be set?

2. Specification section 132820 indicates hazardous material to remove. Paragraph 1.02, A, 1, c indicates Freon, Halon and oils 10 each and paragraph 1.02, A, 2, c indicates the same, one each. Table 3 of section in Appendix B indicate eleven ODS products for removal. Please confirm that these are the only ODS items to be removed. Meaning there is no Halon fire protection system or else to remove.

3. Also spec section 132820 paragraph 3.10 indicates radiographic developing chemicals. These chemicals are not listed in the hazard report (appendix b) or under paragraph 1.02 of section 132820. Please confirm that removal of radiographic developing chemicals is not required, or indicate location, quantity of product to remove.

- Section 015100 – Temporary Utilities and Facilities, paragraph 3.03 D.3, 3.04 D.3, 3.05 D.2, and 3.07 D.2 states that Owner will pay.

Answer: Contractor is to pay as required by 00100.

RFI 0108:

Question: Please clarify whether the Owner or the Contractor is to provide testing of materials.

- Section 014400, paragraph 1.05 indicates all testing is by the Contractor.

- Section 033000, paragraph 3.05 states the field testing of concrete is by Contractor and Laboratory testing of concrete is by Owner.

- Section 042000, paragraph 3.11 states that all masonry testing is by the Owner.

- Section 051200, paragraph 1.04 implies that steel testing is by the Owner.

We assume that the costs of any testing specifically stated to be by the Owner are not to be included in our offer. Please advise if this is incorrect.

Answer: Assumptions are correct. Owner will assume cost where specifically stated as such. If not specifically stated as owner cost, the contractor is responsible for all costs associated with testing. With respect to section 051200, paragraph 1.04 is in regards to additional testing that may occur. Testing (and associated costs) described throughout section 051200 shall be by contractor.

RFI 0109:

1. Finish schedule on drawing A601 shows ESD (electrostatic discharge tile) be carried in several rooms, however, no there is no specification for this tile.

2. The specification for the non-metallic flake hardener (designated as FH on the finish schedule) cannot be found.

Please advise.

Answer:

1. Equal to ‘Armstrong – Static Dissipative SDT’.

2. Floor hardener spec added in Amendment 0002.

RFI 0110:

1. Plan sheet C-302 includes several construction details that refer to detail #15 on that same page. Detail 15 on C-302 is noted as “NOT USED”. Please provide clarification as to what sealant should be used at each of the concrete joints that reference detail #15.

2. Please provide clarification for the following:

Specification Section 321301 – Field Molded Sealants for Sealing Joints in Rigid Pavements. Where is this material to be used? All of the concrete pavement details that incorporate joint sealants utilize a compression type sealant. Is this material what should have been noted as being part of Detail 15 on C- 302?

Answer:

1. This is clarified in a future amendment.

2. This is for the sidewalks.

RFI 0111:

1. Plan Notes 2, 3, 4 and 5 on page S-004 and a detail on S-400 refer to a fall protection system. However there are no material sizes or specs for this item. What are the required beam and attached material steel sizes?

2. Plan Note 7 on page S-004 refers to the mechanical platform having a solid floor.

However on drawing A- 110 shows the platform having open metal grating. Which one is required? If it is to be solid is diamond plate acceptable?

3. There are several items in the Plan Notes on page S-004 whose weight is needed to incorporate into the loading of the pre-engineered building design:

6. Drawings A-201, A-202, A-303, etc. refer to the roof assembly as having a "metal liner panel". Can you confirm that by "metal liner" you are referring to 1-1/2" 20Ga. Galv. metal roof deck (Spec Section 053123

-Steel Roof Deck) on top of the building purlins and not a Roof Liner Panel (Spec Section 074113 - Metal Roof Panels, 2.05, B) attached to the underside of the purlins? There is some metal liner panel shown on the reflected ceiling plans (A-113 thru A-116); in this case it would have both.

7. Should all the steel roof deck have simply a galvanized finish except for in the Maintenance Hanger?

8. On the finish schedule the Maintenance Hanger steel roof deck is to be "painted white". Should we provide a primed deck in this area for field paint or supply white deck panels?

9. What is required in the roof assembly for a vapor barrier between the deck and the rigid insulation?

10. Drawings S-200 and S-201 show the "max allowed" column sizes. Should we assume that tapered columns will not be accepted?

11. Are there any height restrictions regarding crane use that we should be concerned with?

RFI 0112:

1. Specification section 04200 contains specifications for thin brick, but there are no locations shown on the plans for this product. Please verify if this product is to be used and where.

2. Specification section 04200 does not contain specifications for brick veneer, which is required in some locations for the exterior wall system. Please provide specifications for this product.

Answer:

1. No thin brick. See finish schedule type (4” x 4” x 12”).

2. See finish schedule for veneer product basis of design (4” x 4” x 12”).

RFI 0113:

1. Specification section 072000 paragraph 1.01, B, 1 indicates that roof insulation is specified elsewhere in division 7 and not in 072000. However, we cannot find a roof insulation spec elsewhere. Please clarify the roof insulation product.

Is it poly-iso with kraft face?

2. a. All elevator contractors/manufacturers have indicated that they do not have enough clear space above the car to install an elevator. All elevator manufacturers require over 12’-2”’ to 13’-0” of clear space in the shaft above the 2nd floor. The framing for the roof in this area will be about 11’0” at the outermost elevator shaft wall as shown on A-505. Please revise the roof plans to include a taller roof or move the elevator to a location with enough clearance.

b. Paragraph 2.05 calls for a retractable edge shoe and a photo eye device. This is old technology. Is it acceptable to use a proximity detector in lieu of these two devices?

c. The spec calls for 14’6” of travel, but the second floor is shown in the drawings to be 16’0” above the first floor. Please confirm that the 14’6” listed in the specification is incorrect.

d. Spec calls for a 3’6” x 7’0” center-opening door. Code requires that a door this size be a single slide door. Please confirm that a single slide door will be acceptable.

e. Specification calls for a loaded car bypass and a load weight device with alarm. Neither of these systems is appropriate for a two landing hydraulic elevator. Please confirm that it is acceptable to omit this equipment.

f. In this type of application, a holeless elevator would be less expensive. Would the owner consider accepting an alternate to go to a holeless elevator in lieu of the specified holed elevator?

g. Are the dimensions listed for the cab the clear inside dimensions for the cab with all finishes installed, or the dimension for unfinished cab? If 8’ clear to the finished ceiling is desired, a taller cab will be required. This will also increase the required clear space in the shaft above the 2nd floor.

3. Specification section 101400, paragraph 1.01, A lists exterior fiberglass signs, cast metal plaques, cast metal letters and numbers, and fabricated building letters. These items are not shown on the drawings or detailed in the spec so a bidder can understand quantity of letters/numbers or size. Please clarify if any of the above type signs are to be included in the project scope and if so please detail the signs.

Answer:

1. See specification 072000 – 2.04

2. a. Will review clearance of elevator. Drawings indicate there is 12’-4” clearance.

b. Proximity detector is acceptable.

c. 14’-6” is incorrect, correct floor to floor is 16’-0”.

RFI 0114:

Question: Who is responsible for the trenching and excavation of the site lighting and light pole bases?

These are not shown on the site drawings for neither the base bid nor the parking lot bid option.

Please advise.

Answer: The contractor shall furnish and install all site lights as shown on Drawing E-001. The division of the work requirements is the responsibility of the Contractor.

RFI 0115:

Question: We assume that the work covered under Section 132800 – Asbestos Abatement and Section 132810 – Lead Hazard Control Activities and Section 132820 – Removal of Miscellaneous Hazardous Materials is to be included in Bid Item 0005, Option Number 3.

Please advise if incorrect.

Answer: See Amendment 0002.

RFI 0116:

1. Please furnish interior elevations and reflective ceiling information for building 493.

2. will all exposed fiberglass board require aluminum jacketing or only if accessible to normal traffic?

Answer:

1. Not providing elevations in Building 493. Existing drop ceilings will remain in all office areas. Ceiling height is approximately 9’ to 10’. Warehouse areas have no ceilings.

2. Only use aluminum jacketing where accessible to normal traffic. See response to RFI # 0087.

RFI 0117:

Question: How will access to the site be allowed? Is the access route shown on the plans?

Answer: See Sheet C-001 for Access and Safety Plan.

RFI 0118:

1. Spec. Section 312000, 312316 and 312333 require compaction testing. Will the cost of this testing be paid by the Owner?

2. Section 334600 – Subdrainage Covers Underslab Areas (Para. 1.01 A.1)

- We are unable to locate any underslab drainage on the drawings.

- We assume there are no underslab underdrains.

- Please advise if this is incorrect.

Answer:

1. All testing shall be paid by the Contractor.

RFI 0119:

Question: I cannot find a detail regarding the site light pole concrete bases. Who is supplying the light pole bases and what sizes are required?

Answer: Contractor shall provide light pole base. Detail to be provided on Drawing E-502 in amendment 0003.

RFI 0120:

Question: Reference specification section 015700 page 2, article 3.03 Security; and in particular paragraph A –Watchmen’s Services

Also reference your “site visits questions”, 15December2009, in particular Question #7 and your answer, especially as it relates to: “are watchmen required

Query:

Does your answer truly mean that watchmen services are definitely required “during all hours when Contractors’ supervisory personnel are on the site”?

Please confirm that this is the requirement by addenda - since this line item would add a significant cost to our bid (perhaps in excess of $300,000).

Further, all GC’s bidding this project should be made aware of this – so that all bids will be on an equal footing.

We respectfully request that you reconsider and delete this costly requirement from the bid documents.

RFI 0121:

Question: Specification section 221519, paragraph 2.06 outlines an Air Purification System for the provision of Grade "D" breathing air at points of use at locations indicated on the drawings. There are four

(4) breathing stations shown on drawing P-206 (designation B), two stations in Paint Room 168, one in Paint Storage Room 169 and one in Stripping Room 112. Note 3 on drawing P-206 and spec 221519, para.

2.06. B state the breathing air shall be accomplished by using filters on the compressed air system (see detail 2/P-502).

Major concerns are: 1. The specified compressor is oil flooded, should be oil free to support breathing air.

2. Use of steel piping for the CA system is at risk of developing rust in the event of an issue with the air dryer, not good for breathing air. 3. Grade "D" breathing air should be through a purifier with a series of filters, catalysts and CO monitors/alarms, distributed thru copper piping. Use of filters alone is highly discouraged, this is confirmed by Kaeser Compressors Inc. Technical Support (800-777-7873).

Specification 221519, paragraph 2.06.C states that local and remote audible and visual alarms for the Carbon Monoxide Monitoring System shall be provided where indicated on the Contract Drawings, yet none are shown on the drawings.

Please clarify all of the above.

Answer: Discussions with the compressor manufacturers indicates that the use of the oil-free compressor in lieu of the oil- flooded compressor is not a requirement. Bid compressor as specified. Breathing Air Filtration system is capable of filtering any particulate concerns from piping system. Bid piping system as indicated. Both filtration systems indicated in specifications are capable of producing Grade D breathing air. The Bullard Series 41 filter will not remove carbon monoxide (CO). The system will not have CO in it unless it is ingested by the compressor. The compressor supply will be monitored for CO as indicated on drawing P-205. Visual and Audible alarms will be present at the locations on the drawings where breathing air is indicated.

RFI 0122:

Question: RFI 0005 – This response may be in error. I count (16) ES1 signs (exterior) but there is no description. They may be 8” x 10” aluminum exterior signs.

The response indicated (3) bronze numbers, 24” tall, 2” thick. Is this an error, or additional signage?

What are the (16) ES1 signs?

Answer: See RFI 0074.

RFI 0123:

1. Drawing E-001 and E-502 shows concrete encased ductbank. Please indicate the strength/mix for this concrete and grade of rebar. It is not indicated in structural or site drawings or specs.

2. Drawing C-303 shows a trash enclosure with louvered doors and states the walls are masonry.

Drawing S-305 indicates concrete walls for a trash enclosure. A-513 indicates gates for the trash enclosure with metal building panels on the doors.

There is a conflict on what the trash enclosure walls are made of and what gates to use. Please clarify wall and gate construction.

Also please indicate a manufacturer of the gates shown on A-513, if that is the desired gates.

3. Spec section 083416, paragraph 2.04, Q for the hangar doors state that the exterior side of the hangar door is to receive metal panels, but does not reference type, style, thickness, etc. Please clarify.

4. Also, Spec section 083416, paragraph 2.04, P for the hangar doors calls for a flat metal panel 8’ high on the interior surface. Drawing A-306 indicates the entire inner surface is covered in flat panel. Please clarify.

5. Drawing A-103 and detail 9/A-508 indicates ice protection walkway on the roof. The details are unclear on the product, its fabrication, and attachment method. Please clarify.

Answer:

1. Concrete shall be 3000 psi. Provided and install rebar as shown on Section A, B and C on Drawing E- 502 .

2. Gate to be per C-303, see revised A-513.

3. See drawing A-306 and revised drawing A-202. Siding on hangar door to be pre-finished vertical insulated (R-19) metal wall panel.

4. Interior liner panel to extend entire inner surface of hangar door is covered. See revised 083416.

RFI 0124:

Reference Drawing C-003 In the area of the new hangar there is a note stating: "Demolition of Existing Foundations for Previously Demolished Building 499 Structure". Please provide size, location and depths of these existing structures.

Reference Tail Pipe Exhaust:

Drawings M-101 & 1/M-502 indicate (2) tailpipe exhaust with motorized hose reels. No specification or schedule is listed for this equipment. Please provide manufacturer, model #, length & size of hose and required temperature rating of hose.

Answer: BMcD does not have additional information on the building footings. The Government may have additional information.

Hose reels shall contain 44’ of 8” diameter hose with an extra 6’ of hose hanging from the reel (total of 50’ of hose). Hose shall be capable of handling exhaust up to 600 degrees F.

RFI 0126:

Question: The wage rates posted on the site listed in the specs for building work do not have any rates for several trades and / or equipment operators. Will these be requested and posted before the bid so that everyone is aware of the amounts?

Answer: If the existing wage decisions do not have any rates for several trades and / or equipment operators, during construction the contractor will have to request a conformance using SF1444. Reminder:

it is the offeror’s responsibility to insure the most recent determination is used in preparing the proposal.

RFI 0127:

1. Can Section 313116 – Soil Treatment for Termite Control be deleted for this project?

2. Please clarify Geotech Report Page #6 Section 4.2 Paragraph #3. Do we need to over excavate within new hangar footprint for 5’ of structural fill?

3. On sheet C-105 Note #3 Structural Fill at Wing Headquarters. Can we access this pile before the bid and is there going to be a cost for the material?

4. Is there going to be a foundation perimeter drain? If so please supply location and a detail.

5. Section 017419-7 3.04 A, B, C Recycling demolition Waste, are we going to be able to use this material onsite?

6. Section 013329 – Is it your intent to dismantle the existing hangar piece by piece as outlined and salvaged?

Answer:

1. Termite Control is required.

2. Excavation and backfill shall be performed in accordance with geotechnical report. 5’-0” over excavation is required in NW area of building as defined in geotech report section 4.2. Boring locations can be found in Appendix B of the geotech report. 5’-0” over excavation is only required under column footings and only in the area defined in the report.

3. Contractor shall be coordinate with Government after award.

4. Perimeter foundation drains are required on the exterior side of all perimeter walls as indicated in geotech report (see RFI 085).

RFI 0128:

1. Specification section 04200 contains specifications for thin brick, but there are no locations shown on the plans for this product. Please verify if this product is to be used and where.

3. Specification section 074113/2.05/B. Roof Liner Panels specifies a product that does not appear to meet the intent of the project. It was explained in the pre-bid meetings that the Bases of Design for the roof system is Butler's CMR-24. The liner panel specified is not part of the CMR-24 system and appears to be a specification for a metal building wall sheet. Butler's CMR-24 roof system utilizes a MOD-36 liner panel.

Please clarify if MOD-36 should be used or provide manufacturer information for the product being specified.

Answer:

1. Brick veneer to be 4”x4”x12”, no thin brick.

2. Brick basis of design is “Carolina Ceramics Brick Company – Colonial Gray Velour or equal.

3. Liner panel per Butler CMR-24 system.

RFI 0129:

Question: Spec section 083323 Overhead coiling doors paragraph 1.01, B, 3 references related work specified elsewhere for powered operators and accessories in division 26. Please clarify if accessories includes control wiring for items listed in specification section 083323 paragraph 2.07, H & I & J (photo eye sensor, limit switches, audible/visual alarm).

We cannot find a section in division 26 that references/clarifies this.

Answer: No photo eye sensor required or audible/visual alarm. No requirements in Division 26. Control wiring shall be included with accessories. All wiring shall meet requirements of Section 260516.

RFI 0130:

Question: Reference Sheet S-001, General Note 3.A.1: The design roof load is listed as 20 PSF. The snow load in the Bangor area is considerably higher, closer to 68 PSF. Please confirm the actual load that the building needs to be designed for.

In reference to above, were the reaction loads shown on Sheet S-300 based on a 20 PSF live load or a higher load?

Answer: The roof live load is 20 psf. The roof shall be designed based on applicable combinations of dead load, live load, and snow load. Ground snow load is 90 psf as indicated on Sheet S-001, note 3.F.1.

Assumed foundation reactions are based on applicable load combinations (not 20 psf).

RFI 0131:

Question: Reference Sheet S-001, General Note 5.E.3.b and Sheet S-300: Notes state the foundation is designed around assumed reaction values which may vary from actual values once a metal building is fully designed. At the bid stage, it is unknown what these final values will be or how accurate the depicted values and foundation design in the bid documents are. Will the cost of redesigning the foundations and the costs of additional work be borne by the successful contractor or will it be reimbursed through a contract modification? If the risk of these costs is included by the contractor in bidding, then the ensuing bid would not be the most competitively advantageous to the Government.
