RFI 0036:
Question: Please confirm if a dedicated quality control manager is required separate from a full time project manager and superintendent for the general contract.

RFI 0062:
Question: Request for domestic water main and high pressure water main information.
Answer: Available flow information has been posted.
RFI 0068:
Question: Request for current pump/flow information for high pressure main that is not part of local municipal water mains.

RFI 0075:
Question: How will payment be made for removal of existing concrete foundations and unsuitable earth that may be found near or under the new building foundation? There is no way to accurately determine what this quantity will be until it is uncovered. Will we be doing this on a unit price basis?
Answer: Payment for removal of existing concrete foundations and unsuitable earth is part of the bid price.
RFI 0086:
Questions:
1. Specification section 074113/2.02/A and 3.03/A both mention the installation of self-adhering underlayment onto roof sheathing. This is not part of the Butler CMR-24 roof system and is typical for a wood structure. Can the reference to self adhering underlayment be removed from this specification?
2. During today's pre-proposal meeting, clarification was requested on what items would need to be salvaged from the existing hangar during deconstruction. The only item mentioned was door locksets.
Specification section 024100 has an extensive list of items to be salvaged and turned over to the owner (see 024100/3.03/Items E, I, J, K, L, M, N, Q, R, S, and T). Is specification section 024100 accurate or are all demolished and deconstructed materials to be the property of the Contractor?
Answers:
1. No requirement for self-adhering underlayment. Roof system basis of design is Butler CMR-24.
2. The only items to be returned to the Government are the locksets. The intent is to have the Contractor recycle to the maximum extent possible and dispose properly of the remainder.

RFI 0092:
Question: Is the pile of structural fill mentioned quantity known? Does the material pass for gradation?
Answer: Sufficient stockpiled material is available. Contractor shall verify it is suitable for his intended purpose.
RFI 0094:
1. It was indicated at the Pre-Proposal Meeting on 1/6/10 that there were Demolition Plans. Please provide these as they are not included in the Bid Documents.
2. It appears that this project was designed with BIM Modeling (an extension of AutoCAD). Please confirm that this project will OR will not be built using the BIM Modeling method.
3. Please provide BIM/REVIT files for this project as they should be part of the contract documents.
4. Please confirm that Alternate #5 can be incorporated into the contract without incorporating Alternate #3.
5. At what point during our construction schedule will the Hush House be disassembled and relocated (to be done by others)? Will it be done after the 540 days is complete or during the 540 schedule duration?
6. Please provide As-Builts for the foundation of Building 499 and the Hush House as this information is pertinent to understanding what the current conditions are.
7. Are there any utilities within the foot prints of building 499 or the Hush House?
8. Are we to assume that all piping to be removed in building 493 is easily accessible as we were not allowed to go inside building 493 at the walk through on 1/6/10. Reference drawing M-118 for pipe removal in building 493.
9. Please indicate what Davis Bacon Wage Rates are to be included as part of our proposal - the wage rates issued or the most current wage rates indicated on the www.gpo.gov website.
10. Please confirm that there is no requirement for woman and minority owned business participation on this project - only women and minority workers. Please indicate yes or no.
11. Will there be a bid extension for this bid due to the fact that there were basically 2 weeks lost to bid project due to the holiday season.
12. Are the quantities of Hazardous Materials indicated in Specification Section 132800-Asbestos Abatement in addition to the quantities indicated in the Appendices at the end of the Specification Book or are the included in the quantities indicated at the end of the Specification Book?
13. Please confirm that the stock pile of soil (which is located on the airport premises somewhere) that was referenced by someone at the Pre-Proposal meeting on 1/6/10 should not be incorporated into the bid at this time as the quantity of material is unknown at this time.
14. In Amendment #1, Consolidated RFI Responses, Response to RFI Numbers 8, 20 & 21 indicate that the architect will not review submittals prior to contract award or during the bid process; however, the spec is open to any manufacturer as it is not a proprietary spec. If a product is carried that we feel is an equal to the specification and it is rejected through the submittal process and we cannot obtain an approved product for the same or less cost, will a change order be accepted?
15. Should work in building 497 be part of Item #1 or #2 on the bid form?
16. Does the bidding schedule located at the very front of the spec book need to be incorporated into our proposal volume #2 book, or is the information filled out in the SF 1442 enough information for you?
17. Per specification section 015100, it is indicated that an office trailer is required for the contracting officer and architect. Is this required since the existing engineering office is located adjacent to the site?
Answers:

2 & 3. Design files will be provided to the contractor as specified.
4. Yes.
5. Hush house demolition by others was answered in Q & A in Amendment 0001.
6 & 7. Available as builts have been posted.
8. Piping in the office areas of 493 is above the lay in/drop ceilings. Piping in the warehouse areas is exposed.

RFI 0101:
Questions: Detail P-503 Water Entrance, shows 1/3 and 2/3 pressure reducing valves.
In order to size them, the following information is needed:
1. Total gpm flow at the entrance.
2. Water pressure into the building
3. Water pressure downstream of the pressure reducing valves.
Answers:
1. Total water flow to building: 180 GPM.
2. Water inlet pressure: 100 PSIG.
3. Water outlet pressure: 75 PSIG.
RFI 0102:
Question: Detail 1/P-503 shows a Low/High Flow Mixing Valve assembly which tempers the domestic hot water to 120 degrees F. Please provide design data or a manufacturer and model number for this mixing valve assembly. Also, the Floor Plan at the water heaters, drawing P-302, does not show the mixing valve or any pipe sizes. Please clarify.
Answer: Use Leonard Model TM2020B or equal Valve to be installed adjacent to hot water heater in Room 123 Boiler Room.
RFI 0107:
Question: Please clarify if the Owner or the Contractor is to pay for utility monthly usage.
- Section 00100, Item 10 states Contractor is to pay.

- Section 015100 – Temporary Utilities and Facilities, paragraph 3.03 D.3, 3.04 D.3, 3.05 D.2, and 3.07 D.2 states that Owner will pay.
Answer: See RFI 0041.
RFI 0111:
1. Plan Notes 2, 3, 4 and 5 on page S-004 and a detail on S-400 refer to a fall protection system. However there are no material sizes or specs for this item. What are the required beam and attached material steel sizes?
2. Plan Note 7 on page S-004 refers to the mechanical platform having a solid floor.
However on drawing A- 110 shows the platform having open metal grating. Which one is required? If it is to be solid is diamond plate acceptable?
3. There are several items in the Plan Notes on page S-004 whose weight is needed to incorporate into the loading of the pre-engineered building design:
a. Plan note 6/S-004 and 5IFP-501: Foam Generators
b. Plan note 7/S-004, M-303 and M-701: AHU-101 and AHU-102
c. Plan note 8/S-004 and 1/M-502: Hose Reels
4. What size crane beams are required for the 500# and 2000# monorail cranes in the Boom and Brake Shops on A-107?
5. Spec. Section 074213 - Metal Wall Panels, Part 2.05, B, 2, (3), (a) Exterior Surface describes all the exterior profile options. Which one should the panels have?
6. Drawings A-201, A-202, A-303, etc. refer to the roof assembly as having a "metal liner panel". Can you confirm that by "metal liner" you are referring to 1-1/2" 20Ga. Galv. metal roof deck (Spec Section 053123 -Steel Roof Deck) on top of the building purlins and not a Roof Liner Panel (Spec Section 074113 - Metal Roof Panels, 2.05, B) attached to the underside of the purlins? There is some metal liner panel shown on the reflected ceiling plans (A-113 thru A-116); in this case it would have both.
7. Should all the steel roof deck have simply a galvanized finish except for in the Maintenance Hanger?
8. On the finish schedule the Maintenance Hanger steel roof deck is to be "painted white". Should we provide a primed deck in this area for field paint or supply white deck panels?
9. What is required in the roof assembly for a vapor barrier between the deck and the rigid insulation?
10. Drawings S-200 and S-201 show the "max allowed" column sizes. Should we assume that tapered columns will not be accepted?
11. Are there any height restrictions regarding crane use that we should be concerned with?
Answers:
1. Fall protection spec added in Amendment 0002.
2. Diamond plate is acceptable, no open grating, Arch plans will be modified.
3. Coordinate with suppliers for weights of materials.
4. Design by PEMB. Coordinate with crane suppliers for loading requirements.
5. See revised Specification 074213.
6. Metal Liner Panel referred to is part of the roofing system, based on CMR-24 Butler system.
7. Yes, see finish schedule if exposed decking is to be painted.
8. White deck panels.
9. Roof assembly consists of Pre-finished Structural Standing Seam Metal Roofing panels over rigid insulation over vapor barrier over pre-finished metal liner panel (color white on exposed side).
10. Max column size should be at base of columns. Tapered columns are allowed.
11. If this refers to crane assembling steel structure, Contractor is responsible to coordinate with the FAA and submit an FAA form 7460-1 Notice of Construction to coordinate the location and height of equipment for the project.
RFI 0127:
1. Can Section 313116 – Soil Treatment for Termite Control be deleted for this project?
2. Please clarify Geotech Report Page #6 Section 4.2 Paragraph #3. Do we need to over excavate within new hangar footprint for 5’ of structural fill?
3. On sheet C-105 Note #3 Structural Fill at Wing Headquarters. Can we access this pile before the bid and is there going to be a cost for the material?
4. Is there going to be a foundation perimeter drain? If so please supply location and a detail.
5. Section 017419-7 3.04 A, B, C Recycling demolition Waste, are we going to be able to use this material onsite?
6. Section 013329 – Is it your intent to dismantle the existing hangar piece by piece as outlined and salvaged?
Answers:
1. Termite Control is required.
2. Excavation and backfill shall be performed in accordance with geotechnical report. 5’-0” over excavation is required in NW area of building as defined in geotech report section 4.2. Boring locations can be found in Appendix B of the geotech report. 5’-0” over excavation is only required under column footings and only in the area defined in the report.
3. There is no cost for the material.
4. Perimeter foundation drains are required on the exterior side of all perimeter walls as indicated in geotech report (see RFI 085).
5. Contractor to determine.
6. Yes, Salvaged or recycled.
RFI 0142:
1. Division 07 84 13 calls out a requirement for a single qualified installer on firestopping for the project.
Language in other divisions (see below for locations) indicates that individual trades are required to self-install firestopping.
Which specification will take precedence on this project?
Division 22 00 00 section 3.01.P Division 26 00 00 section 3.03.F Division 26 05 29 section 3.01.g
2. Under 3.05.A of Division 07 84 13 a requirement is made for third party inspection of all installed firestop systems. Will it be required of the third party inspector to use the ASTM E 2174 and E 2393 firestop system inspection standards?
Answers:
1. Each installing mechanical/plumbing/electrical contractors will be responsible for their own firestopping in accordance with section 078413.
2. Bid as specified.
RFI 0147:
1. Specification Section 074113-METAL ROOF PANELS; 2.05; C; 2 on page 9 states that the Clips to be stainless-steel panel clips… The standard roof panel clip for PEMB is galvanized, not stainless-steel. Is galvanized acceptable? A stainless-steel clip would need to be customized for this application. The clip will be under the roof and will not be exposed to weather.
2. The Hanger door spec calls for three door leafs per side. The drawings show two leafs per side. Please clarify.
3. Drawing A-404 detail 1, 2, G, H, J, & K indicate a pre-fabricated terrazzo shower floor. Please specify product particulars and manufacturers or basis of design.
4. Amendment #2, RFI Q/A # 50 addressed commissioning. To clarify………….
The response to RFI #50 states that a contractor “can” hire a commissioning agent. Please confirm if a contractor MUST hire a third party commissioning agent.
All contractors are required to do their part under spec section 230800. However, the spec does not indicate that the contractor MUST hire a commissioning agent. Paragraph 1.03, D states that Burns & McDonnell is the Commissioning Authority.
Answers:
1. Galvanized is acceptable.
2. Two leafs per side, see revised specification.
3. Creative Terrazzo - www.creative-terrazzo.com/index.htm.
4. LEED commissioning agent will be provided by the Government. Contractor is responsible for commissioning his equipment.
RFI 0148:
Question: Amendment 0002 added CLIN 0008. How do we include it with our offer?
Please issue a revised offer form which includes CLIN 0008 and revised delivery dates.
Answer: See Amendment 0003.
RFI 0149:
Questions: Amendment # 2 in the section “ Notes for Bidding Schedule” says in item 1 that “ this Bid Item will also include all site work, pavements and utilities”…. for the new hangar…. “as well as the demolition of the existing hangar”. If Option 3, Bid Item 5 is not accepted will we be required to credit the base bid some amount of money for site work not performed? Is the footprint area of existing hangar Building 496 required to be paved after demolition is complete? Do you have any historical plans showing all of the building 496 existing utilities? Please detail the site work scope involved with this demolition. Are we also required to carry site work for the other buildings that may be demolished, if Bid Items 7 and 8 as options 5 and 6 are accepted?
Answers:
1. Demo of existing Hangar will be under Bid Option #3.
2. The site shall be graded to drain, seeded, and mulched per Amendment 2, Building Demolition Note 3.
3. All drawings of building 496 have been provided.
4. Yes, demolition of 497 and Hush House foundation and pavement includes site work.
RFI 0152:
Question: On sheet C-003 the hatch pattern on the existing hangar shows to be asphalt pavement (4”AC).
On sheet R-500 detail F1-F1 the floor appears to be concrete. Please clarify.
Answer: Asphalt concrete.
RFI 0164:
Questions: Sheet A-304, Detail E: The detail shows rigid insulation on the 101 Maintenance Hanger side of the foundation wall while the referenced detail 4/A-508 shows it on the 151 AGE Storage side. The real question though is whether there is any rigid insulation required under the slabs and along concrete walls for interior spaces? This is the only detail that shows insulation around interior foundation walls or under interior slabs.
It is often typical to install rigid insulation under slabs with radiant floor heat but the drawings do not indicate this other than a note on Sheet M-503 that “Horizontal insulation MAY be installed either under the entire slab or just around the perimeter. Installation method will effect the system design and overall boiler load requirement.”

The bottom is cut off Details L/A-305, M/A-306, and N/A-306 (Sections through the hanger door side of the building) thus it is unclear if rigid insulation is required under the hanger door foundations. The details on Sheet S-303 indicate no insulation is required.
Please clarify:
1. Is rigid insulation required under the floor slab in 101 Maintenance Hanger?
2. Is rigid insulation required under the hanger door foundation?
3. Is rigid insulation required along the foundation wall between 101 Hanger Maintenance and 151
AGE Storage or any other interior foundation walls?
Answers:
1. No insulation required under the hangar slab. (Perimeter insulation as indicated on Architectural drawings).
2. No insulation required under the hangar door foundation. (Perimeter insulation as indicated on Architectural drawings).
3. Bid as shown.
RFI 0167:
1. DWG S303- Detail A, Door Track Section- This area shows crushed stone fill and also an aggregate base course. Could you please define the transition for these materials?
2. DWG C302- Detail 2& 3- Both details show drainage fill layer of 4” thick. Could you please provide a specification for this material?
3. Spec Section 334600-Subdrainage- This spec section deals with underslab utilities but only talks about perforated utilities. There are no perforated underslab utilities shown on prints but talked about in Geotechnical Report. Can you provide information for underslab utilities such as sanitary waste? I am looking for dimensions of trench and backfill materials.
There is mention to follow the Geotechnical Report for excavation and backfill around the foundation.
There are some conflicting items, especially under slab. I am looking for the extent of excavation and backfill around foundation walls. Geotechnical Report states 8’ from doorways and 5’ from sidewalks. Is the Geotechnical Report to be followed?
Answers:
1. Provide 6” aggregate base course per plan notes. Crushed stone fill below base course.
2. Fill shall be the same as base course.
3. See Utility Plan, Sheet C-104, for underdrains.
4. Geotech report should be followed for excavations.
RFI 0168:
1. Addendum #2 added the demolition of Building 497, is there a possibility that another site visit can be held to tour the existing buildings to be demolished?
2. The following RFI's were not completely answered in Addendum #2. Please clarify.
- RFI #0025 part four was not answered, awaiting amendment
- RFI #0047 part two was not answered.
- RFI # 0058 answered as ANG to respond, still awaiting response
3. The following RFI's previously submitted are still unanswered 019, 023, 033, 034, 035, 037, 038, 041, 054, and 062 thru 124. Does the government intend on responding to these RFI's before the bid date?
Answers:
1. A second site visit had been added at contractor request. No further site visits will be conducted.
2. Noted RFI’s have been answered.
3. All RFI’s have been responded to.
RFI 0169:
Question: Spec section 096723 resinous flooring spec. - Epoxy floor in hangar area. Section 3.03 Paragraph E of the spec. refers to a walkway stripe and grounding rod markings. There is no drawing to show graphics of this.
Please provide striping/marking layout if required?
How many colors will be needed?
How much area?
Answer: See A-104 for hangar floor striping locations and colors.
RFI 0170:
Question: Per the RFI 0018 response in amendment #2 clarification has been added to the 033000 spec for shake on hardener. It also states it shall be applied in accordance with manufacturer’s installation instructions. The instructions allow a broad range of application rate dependent on the design needs. Please supply an application rate (lbs. /SF).
Answer: Consult with product manufacturer representative to determine the proper application rate. Design should be suitable for KC-135 maintenance hangar facility.
RFI 0171:
Question: Per the RFI 0018-5 response in amendment #2 all slabs are to receive a thickened edge. Please clarify if you are considering all CJs an edge, even in the middle of a slab. Or, only at wall/slab intersections. Or, is it your intent to thicken slabs at the perimeter of the building.
Answer: CJ’s are NOT considered slab edges. Slabs butting against CMU or concrete stem walls are considered slab edges and shall be thickened as such.
RFI 0172:
Question: As we understand the rules in Maine, Maine DEP requires review of design documents and permits that are typically required to be obtained during the design process (SLODA). Please confirm that this has been done and indicate if the Contractor will need to cover any costs for the SLODA permit.
Also, are there any other permits obtained during design that the contractor will be asked to pay for.
Answer: All design permits have been coordinated and obtained. SLODA permitting was not required.
RFI 0173:
1. Is the stoop at Door 187A to be as shown on the detail “Building 492 Addition Floor Plan” on A-117, or as shown on C-108?
2. C-108 shows an existing “drain” to be demolished. Is this a rain leader? Is this a stormwater structure?
3. S-120, Note 9 – This note references architectural drawings for location of CMU Walls, but no CMU Walls seem to be shown on A-117. Please confirm there is no CMU in the Building 493 addition.
4. Slab on Grade Note 8 calls for equipment pads “as required on mechanical drawings.” No pads are called for on mechanical drawings or on the sections on A-117. Please confirm no pads are required.
5. Please provide complete scope of electric work required for Building 493.
6. Is electric demolition in building 493 limited to that shown on M-118?
7. Building 493 is not included on the finish schedules on A-601 and A-602. Please define finishes for Building 493 work.
8. Is equipment in Building 493 to be commissioned?
Answers:
1. Per Civil C-108.
2. Drain is believed to be a condensate line, into a day-lighted storm line. Contractor to verify.
3. No CMU walls in BLDG 493, disregard plan note.
4. Equipment pads shall be provided for pump and hot water boilers in BLDG 493. Consult with product manufacturer to determine appropriate plan dimensions.
5. See Drawing E-401 for electrical scope.
6. Electrical demolitions shall be included with drawing M-118. The electrical demolition shall consist of disconnecting mechanical equipment as required and shown on drawing M-118. All electrical services shall be removed back to source.
7. Steel to be primed only. No wall or ceiling finishes. Floor slab will have hardener/sealer.
8. New boiler and hot water system and components shall be part of the commissioning process.
RFI 0174:
1. Is building 493 to be included in LEED certification?
2. Are we to count the waste from the demo of existing buildings toward MRc2 calculations?
3. LEED Credit EAc6 – Green Power is the owner’s responsibility. The Contractor has no control over the Owner’s choice for power supply and distribution. Is the Contractor required to carry the cost of the Green Power required for EAc6 in their price?
Answers:
1. No
2. Yes
3. No, if this credit is to be obtained, it will be picked up by the government.
RFI 0175:
Question: Amendment #2, RFI 0055 states that soil treatment for termite control is Government required.
This is a very expensive process to control a pest that is nearly non-existent in this part of the country.
Please confirm that termite control is required by the Government, even in this location with low exposure to termites.
Answer: Yes, Bid as specified.
RFI 0176:
Question: To meet the criteria of UL-2215 and the capacities listed in the specification the tank size required will be 8,400 gallons which will lengthen the excavation to approximately 41'0". This also affects flow rate. Please advise.
NOTE: Standard UL-1316 meets all the requirements of the specification except the new and confusing
UL-2215.
Answer: Oil/Water Separator shall comply with Standard UL-2215 and Standard UL-1316.
RFI 0177:
Question: Section 337000 / 2.10.A.l Gate/Butterfly Valve Manholes: 8" (200 mm) round manhole. TWO ARE REQUIRED FOR EACH
SEPARATOR.
Please clarify how many separators are required for this project.
Answer: There is one Oil/Water Separator as shown on Drawing C-104, Utility Plan.
