Q1. How do I access the files/documents for the Project?

A1. See, Sections 4.4, 4.5 & 4.7 of the FBO Vendor Guide available for download in PDF format via the Federal Business Opportunities / FBO Home Page. See also, Section 00100 of the Solicitation.

Additionally, to view and/or download Export Controlled Materials, a company must be certified (via an approved DD Form 2345) by the Joint Certification Program (JCP) administered by the DLA Logistic Information Service (DLIS). This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). Questions about this program or DD Form 2345 should be addressed to U.S./Canada Joint Certification Office, DLA Logistics Information Services (DLIS), Federal Center, 74 Washington Avenue North, Battle Creek, MI 49017-3084. The Joint Certification Office may be contacted by telephone at: 1-(800) 352-3572; or email: jcp-admin@.dla.mil.

Q2. I am trying to access the [export controlled] packages and have a number as assigned on DD Form 2345 but cannot get the packages to open. Our DD 2345 Number is ####### expiration ##/##/2015.

A2. The U.S./Canada Joint Certification Program (JCP) office reported to this office that once a company is certified with the JCP office (normally 7 to 12 business days), the company should contact FBO to have them add their JCP number to their FBO account. The FBO help desk (Federal Service Desk) reported to this office that companies need to make sure that they are registered and login as a Vendor to FBO. When the Vendor click's to open an export controlled package/document, they should be asked for their MPIN. After entering the MPIN, the export controlled package/document should be viewable/downloadable by Vendors that have gone through the JCP process. If a Vendor still has problems, the Vendor should check to make sure that their CCR registration and MPIN are valid and up-to-date. If problems still persist, the Vendor may call the FBO help desk at 866-606-8220, selection option 2 for FBO issues, and ask for troubleshooting assistance.

Dated 14 Jul 2014

Q5. Can you provide simple directions to Building 3392? I tried to use "Mapquest" to get directions but the directions are not clear and probably incorrect.

A5. Directions to HIANG campus via H-1 Freeway, Nimitz Highway, or Kamehameha Highway

Take Hickam/Naval Base Exit and stay on farthest three left lanes leading to Hickam Field O’Malley gate.

Drive towards O’Malley gate security post, have your base access ID (i.e., CAC, RAPIDGates, etc.) ready for security personnel. For visitor’s center, take farthest right lane.

Proceed on O’Malley Blvd until you reach the Atterbury Circle, with base flag pole in the center.

Continue on to Atterbury Circle and turn right on Vickers Avenue.

Continue on Vickers Avenue until the end of the road where Vickers Avenue becomes Fort

Kamehameha Road.

Continue on Fort Kamehameha Road until it reaches a fork. Turn right on the fork to Seaman

Avenue.

Take first left on Gardner Avenue, where a gazebo and JPAC sign is visible.

Continue towards the end of Gardner Avenue and turn right into the parking structure for Civil

Engineer Squadron, Bldg 3392.

Q6. Due to the fact that all employees who will be attending the site visit already have access to JBPHH, should they meet at 154th Civil Engineering Squadron, 335 Gardner Drive, Building 3392 at 10:00 am? Amendment 01 clearly states that those who do not already have aceess to JBPHH should meet at 9:00 am at Nimitz gate. Please advise.

A6. Those persons with valid access credentials for JBPHH can meet at 154th Civil Engineering Squadron Building 3392 at 1000 hrs. ONLY those persons who do not have valid access credentials and need to be sponsored on the installation need to be at the Nimitz Gate at 0900 hrs.

Dated 22 Jul 2014

Q8. Re: section 133421. Part 2- products. Sub section 2.01. Can we provide our own ground mount structure as long as it meets the primary frame type (B) according to the drawings and F according to drawings. In other words, if we want to use a screw type anchor system that complies with all structural requirements in section 133421 is that acceptable?

Q9. Proposal Inquiry: Page 16 of the RFP, paragraph 2.4.3.1 states: “Present/Past Performance includes current/on-going performance that is complete to 70% or greater.” Further down that same page, paragraph 2.4.3.6 states the following: “Offerors should consider the currency and relevancy of the past/present performance information. To be considered, the performance must have been completed during the past five (5) years.” Would the Government please clarify if work that is 70% or more complete will be considered relevant? Or, do projects have to be completed to be considered relevant?

A9. Present/Past Performance includes projects that are completed to at least 70% or greater. Projects do not have to be 100% complete but must be at least 70% complete. Additionally, projects must have been completed in the past five (5) years.

Q10. Please confirm the email addresses that offerors shall use to submit EXHIBIT E Proposal Inquiry Format and the completed EXHIBIT C Reference Questionnaires, there appears to be a typo in one of the addresses.

A10. Email both EXHIBIT E’s and EXHIBIT C’s to manuel.llanes.mil@mail.mil and julianne.j.cooper.ctr@us.army.mil .

Q11. Proposal Inquiry: Exhibit C1 request past performance references to submit responses no later than 31 July 2014. On page 17 of the RFP, paragraph 2.4.3.11 states: “Inform references that completed Performance Questionnaire should be returned to the Contracting Officer via email at:

manuel.llanes.mil@mail.mil and copy julianne.j.cooper.ctr@us.army.mil so as to arrive not later than the closing date for receipt of proposals.” Please confirm that Exhibit Cs sent to the Contracting Officer after July 31 but prior to the closing date for receipt of proposals will be accepted.

A11. Exhibit Cs sent to the Contracting Officer so as to arrive not later than the closing date for the receipt of proposals will be accepted. Exhibit C will be corrected and reposted as part of forthcoming amendment.

Dated 28 Jul 2014

Q12. Please clarify if the installer is able to fulfill the role of the inspector as required in 1.11 INSPECTION AND TESTING ALLOWANCES if approved by the manufacturer and has the proper qualifications.

A12. PENDING

Q13.The plans are fairly explicit. Will Shop drawings of the entire PV system still be required?

A13. PENDING

Q14. Will an independent Electrical Engineer be required to stamp the final PV design or shop drawings?

A14. PENDING

Q15. All components of the PV system show stainless steel wherever possible (e.g., junction boxes, inverter enclosure, fasteners, etc.), however, the module support racking is not. Should the UniStrut specified for this racking also be stainless steel?

A15. PENDING

Q16. The non-penetrating standing seam metal clamps (S5!) are shown as aluminum. Should they also be made from stainless steel?

A16. PENDING

mailto:manuel.llanes.mil@mail.mil mailto:julianne.j.cooper.ctr@us.army.mil

Q17. The PV system DC wiring is limited to 600 volts, typical for the US up until last year. It has now become acceptable to use 1,000 volt nominal array wiring for commercial projects in Hawaii based on advancements in the industry standards and manufacturing. Will it be considered to use the 1,000 volt DC array wiring for this project?

A17. PENDING

Q18. Every PV panel must be bonded to the running ground wires. The S5 PV kits use WEEB technology for the grounding. Will WEEB clips be acceptable for use on the lateral racking as well?

A18. PENING

Q19. There are several ground rods required, by code, based on numerous ground mounted sub-arrays (one for each separate structure). Is there a detail for these (multiple) ground rods to be bonded together and also run to the Point of Connection by the inverter?

A19. PENDING

Q20. SECTION 260526 – GROUNDING, Part 3, 3.02/G/3: indicates the ground rods are to be 18” above grade and paragraph “H” requires a “ground counterpoise” and is assumed to be more of a Lighting Protection System (LPS) for the steel sub-frame more than the typical grounding for the PV panels, combiners and inverter. Is the EGC from each PV system supposed to connect to the LPS whenever possible? Paragraph S indicated each PV system will have its own ground rod with a #2 wire, inferring that this is isolated from the steel structure grounding system or LPS.

A20. PENDING

Q21. PV-1 and PV-2 inverters are located inside a building so the requirement for them to have stainless steel enclosures is not necessary, correct?

A21. PENDING

Q22. If the PV-1 and PV-2 inverters are not required to be stainless steel, do the disconnect switch which are called out to be stainless steel still need to be?

A22. PENDING

Q23. Page E-602 shows a MFM, assumed to be the Revenue Grade Production Meter on each inverter but only the 290kW parking lot inverter shows keynote 1, requiring a BacNet protocol. Will each inverter be required to have its own meter, therefore connection to BacNet, or will only one actual meter be used with the CT’s for each inverter connected and aggregating the total power on this MDP?

A23. PENDING

Q24. How are all the MFM meters without Keynote 1 to be configured or connected to the control room? Normal protocol is ModBus via RS485 wire. Are all meters to be BacNet protocol and are all meters to use a fiber connection? If so, can a fiber adapter be used to connect to the actual meters which typically have copper wire outputs?

A24. PENDNING

Q25. SECTION 481413 - SOLAR ENERGY COLLECTORS - 2.03 STRUCTURAL RACKING –

A/2: Provide steel PV rail system. Rail shall secure photovoltaic module to structure and be rated for wind load. A clip and rail system shall not be used. The modules shall slide into the rail. The plans show a clip and rail type racking. Should this note in the specifications be ignored?

A25. PENDING

Q26. Will it be required a structural engineer to review and stamp the racking design that is used

(SECTION 481413/2.03/A/5) ?

A26. PENDING

Q27. MONITORING AND WEATHER STATION – Is it required to provide a data logger to connect to the inverters and production meters?

A27. PENDING

Q28. Is a (typical) weather station required for this project?

A28. PENDING
