1 INTRODUCTION
This report presents the results of Advanced Compliance Solutions, Inc. (ACSI) lead screening of the
Munitions Complex, Buildings 3041, 3042 and 3044 at the Hawaii Air National Guard (HIANG).
The screening was performed on April 29, 2013 according to guidelines adapted from the U.S.
Environmental Protection Agency (EPA) and the U.S. Department of Housing and Urban
Development (HUD) Guidelines for Lead-Based Paint Inspections.
Based on the year of construction for the Munitions Complex (1991), it is unlikely that lead-based paint (LBP) is present above HUD Action Levels. Additionally, the Environmental Baseline Survey
(EBS) Hickam Air Force Base, 154th Wing (July, 2009), reviewed as part of this screening, does not identify LBP as being present at the Munitions Complex. However, since historical records from the previous host facility have been unreliable, there is reason to suspect that painted surfaces at the
Munitions Complex may be lead-based.
This lead screening did not include sampling of all painted surfaces; conclusions can be made only for surfaces confirmed to be non-lead-based paint (LBP) through paint chip sampling conducted during this screening. This report is not intended to assess all painted surfaces for regulatory, renovation or demolition purposes. Lead screening was carried out according to ACSI “Scope of
Services” as described in Attachment A of Atkins Subcontract for Professional Services, Project No.
100032896 A. 11S. The authorized Scope of Services limited the number of paint chip samples to two (2).
2 SCOPE OF WORK
The purpose of this screening was to confirm that no LBP surfaces were present at the Munitions
Complex in preparation for demolition and reconstruction activities. Due to scoping limitations only select areas of Building 3044 were properly inspected. A visual inspection was performed for the entire complex and the general condition of painted surfaces was noted. Additionally, two (2) paint chip samples from Building 3044 were collected for laboratory analysis.
3 PROPERTY DESCRIPTION
The subject property is comprised of three facilities; the Munitions Maintenance Building (3044) and two Munitions Bunkers (3041 and 3042). The Munitions Maintenance Building contains four maintenance bays, three utility rooms and an office. The Munitions Bunkers are one-room reinforced bunkers with concave roofs covered by thick layers of concrete and soil. The property was constructed in 1991. At the time of this report the facility was utilized for its intended purpose as a munitions storage and maintenance facility and was occupied by members of the HIANG on a daily basis.
4 QUALIFICATIONS
Erin Rietow of ACSI performed the screening at the Munitions Complex through visual inspection and limited paint sampling. Erin Rietow has completed an EPA sponsored curriculum in Lead
Inspector and Risk Assessment Training. She is currently certified by the Hawaii Department of
Health Indoor Radiological Health Branch as a Lead Risk Assessor (#PB 0583), expiration (4/26/15).
Copies of ACSI certifications are included in Appendix III.
5 TESTING PROTOCOL
The method employed for testing painted surfaces was paint chip sampling. Care was taken to omit the component substrate while still collecting all painted layers. Two samples were collected from Building 3044; one from the concrete floor in Bay 3, painted with a black protective covering and the second from the exterior concrete wall, next to the cage. No paint chip samples were collected from Buildings 3041 and 3042. Labeling and transport were performed according to strict chain of custody standards. Samples were sent to an AIHA certified laboratory and analyzed for lead according to EPA Method SW 846-3051.
Paint samples were collected in accordance with Chapter 7 of the Guidelines for the Evaluation and
Control of Lead-Based Paint Hazards in Housing as published by HUD in October 1997. The HUD definition of lead-based paint is lead equal to or greater than 0.5% (w/w). All results below the regulatory definition are considered negative and all readings at and above this level are considered positive.
6 SUMMARY OF RESULTS
The facility had not apparently been modified from its original design. At the time of the inspection, the interior paint on drywall components was in fair condition from general wear and use. Paint on the exterior was good to fair with some areas showing slight cracking. Painted metal surfaces on the exterior were in fair condition.
Paint chip samples were collected from two locations at the Munitions Complex; 1) Building 3044, Maintenance Bay concrete floors, and; 2) Building 3044, concrete exterior walls. Concrete floors within Maintenance Bays in Building 3044, painted with a black finish were identified for sampling since floor paints commonly contain special protective additives that may include lead. The exterior beige painted concrete on Building 3044 was identified for sampling because of the extent to which this paint was used across the facility. Scope limitations prevented further sampling of painted surfaces. None of the results indicated the presence of lead at or above the HUD Guidelines action level. A summary of the results for paint chip sampling for select areas at the subject property is provided in Table 1. Laboratory Results are presented in Appendix I of this report.
Photographs of each sampling location are presented in Appendix II.

7 CONCLUSIONS & RECOMMENDATIONS
This lead screening did not include sampling of all painted surfaces; conclusions can be made only for surfaces confirmed to be non-lead-based paint (LBP) through paint chip sampling for surfaces listed in Table 1. Based on the date of construction of the Munitions Complex it is unlikely that LBP is present at the facility. However, unless all paint at the facility can be documented as being non-
LBP then results for remaining painted surfaces are inconclusive. At the time of this screening, insufficient data was available to document the lead content in paint used at the Munitions
Complex, it is therefore recommended that remaining painted surfaces be tested for LBP prior to demolition.
ACSI’s recommendations for the subject property are summarized as follows:
Assume all painted surfaces, other than those confirmed to be non-LBP by sampling performed during this Lead Screening, are LBP until sampling and analysis determines otherwise.
Conduct proper LBP Inspection using XRF technologies prior to demolition to determine the actual presence or absence of LBP.
8 LIMITATIONS
This screening was planned, developed, and implemented based on the experience in performing lead-based paint inspections by ACSI. Paint sampling performed during this screening was conducted in accordance with the HUD Guidelines as published in October 1997. This screening report is not a complete HUD certified lead-based paint inspection and should be used screening purposed only.
A copy of personnel certifications has been provided for your review. Advanced Compliance
Solutions, Inc. evaluation of the painted surfaces identified during this inspection is based on conditions observed at the time of the inspection. ACSI cannot be responsible for changing conditions that may alter the relative exposure risk for future changes in accepted methodology.
