Would the government consider utilizing HP plastic pipe in lieu of RCP for the storm pipe? Please reference the attached HP brochure for product information. HP pipe has an elongated bell and double gasketed watertight joint which is superior to RCP. With HP pipe, there would be no need for diaper bands or special gaskets required to make RCP watertight which would save time and money. Also HP pipe would be a less costly method for labor and material.
