Task orders will primarily address new design-build or design-bid-build construction, renovation, and associated work for SCIFs. Offerors must have or be able to obtain a facility security clearance. The estimated cost of the multiple award contract is not to exceed a shared capacity of $49.9 million over three years. Proposals are due by July 17, 2019. Evaluation will be based on past performance, management approach, architect-engineering team, a seed project narrative, and seed project price. Awards will be made to at least two offerors determined responsible and whose proposals represent best value.

PART 1 GENERAL

1.1 GENERAL

The work covered by this section consists of furnishing all labor, materials, equipment, and services and performing all work required for or incidental to the items herein specified.

This specification does not establish the requirements for the contractors site facilities; the contractor is responsible for providing adequate site facilities for the use of their personnel in accordance with other contract terms and conditions.

1.2 PAYMENT

No separate payment will be made for the services required by this section, and all costs in connection therewith shall be included in the overall cost of the work.

1.3 REFERENCES

The publications listed below form a part of this specification to the extent referenced. The publications are referred to within the text by the basic designation only.

1.4 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.5 GOVERNMENT PROJECT OFFICE

The contractor shall be responsible for providing office space for the sole use of government personnel at the project site during construction.

The office facility, including all furniture, equipment, and connections, will remain the property of the Contractor.

1.5.1 Location and Availability

The office shall be located within the general vicinity of the contractors site facilities in a stand-alone structure physically separated from other offices. The Contractor shall locate the facility such that it will not require relocation to accommodate the sequence of construction.

This office shall be available for use concurrent with the availability of the Contractors site office but no later than 14 calendar days after mobilization to the construction site.

1.5.2 Minimum Requirements

The office shall meet the following minimum requirements:

a. One dedicated workspace of at least 20 square meters. No single dimension shall be less than 2.4 meters.

b. A door with lockset individually keyed with two keys.

c. Two windows with insect screens and operable shades (blinds). The windows shall be operable and be securely fastened from the inside. Glass panels in windows shall be protected by bars or heavy mesh screens to prevent easy access through these panels.

d. All exterior walls and ceilings shall be insulated.

e. Heating and cooling appliances capable of maintaining an interior temperature of between 16° Celsius and 25° Celsius in all seasons.

f. Eight (8) standard electrical outlets meeting local requirements.

g. An integral toilet facility with sink and western-type (push-type flush button) toilet fixture (bowl) which shall hold water in it at all times and a wash basin.

h. Suitable electric lighting to meet the minimum lighting requirements (illuminance) of Administrative areas as indicated in

EM 385-1-1.

1.5.3 Furniture

The contractor shall furnish the office with the following equipment. All furnishing shall be new and manufactured by a recognized supplier of office equipment. All items shall be assembled, installed, and maintained by the contractor.

One desk (minimum 80 cm x 150 cm) double pedestal with lockable drawers

One Desk chair with arms, swivel tilt, hydraulic height-adjustable, medium back, fabric covered seat cushion, castored

One conference table (minimum 120 cm x 80 cm), not less than 5 new arm-chairs

Two file cabinets, capable of holding A4 and US letter-size documents, with a minimum three drawers each

One bookcase with a minimum of five shelves. Minimum dimensions are 120 cm

Plan racks capable of holding one full-size set of contract plans and one half-size set of contract plans

Provide dry-erase board with a minimum dimension of 2.0 m by 1.0 m

1.5.4 Project Office Submittal

Prior to installation or erection of the Government Project Office, submit final location showing all utilities and connections to the Contracting Officer for approval.

1.6 UTILITIES

The contractor shall provide connections to all utilities, including water, sewer, and electric mains. Exterior utilities shall be permanently installed and connected with existing utilities. Exposed utilities shall be insulated to prevent freezing. Contractor shall ensure an adequate hot water supply is available such as through the use of water heaters. All utility connections shall be connected and disconnected in accordance with local codes and to the satisfaction of the Contracting Officer.

1.6.1 Electrical

Provide a minimum 4000 Watts electricity continuously at the Government Project Office.

If electrical service is not available in the immediate vicinity the contractor may request, subject to approval of the Contracting Officer, the use of generator(s) to provide electrical service. If approved, the contractor shall be responsible for providing all fuel, maintenance, and other services necessary to maintain electrical service during all hours the contractor is on site.

1.6.2 Water

The sink shall be supplied with hot and cold running water.

Additionally, the contractor shall provide potable drinking water for the use of Government employees at the Government project office. "Potable drinking water" in this regard is water that meets the National Primary Drinking Water Regulations (NPDWR) published by the United States Environmental Protection Agency (EPA).

1.6.3 Internet Service

The contractor shall provide installation and connection to the Internet providing a minimum of 10 Mbps (download) and 10 Mbps (upload).

The contractor shall be responsible for all connection and installation fees, as well as recurring costs for service, including basic or “monthly” service.

PART 3 EXECUTION

3.1 MAINTENANCE

The contractor shall maintain the office in good condition until completion of all work under this contract.

3.1.1 Supplies

Toilet facility shall be supplied by liquid soap, toilet paper, and paper towel for daily use. Adequate quantity of these supplies shall be maintained on site and replaced as needed by the contractor.

The contractor shall not be responsible for providing office supplies, including computers, copiers, or paper unless specifically identified elsewhere in the contract documents.

3.1.2 Cleaning

The contractor shall provide all maintenance and janitorial services, to include emptying of trash at least twice a week and cleaning of the office, including the toilet facilities, weekly.

3.2 FINAL CLEANUP

Upon completion of work under this contract, the office shall be removed from the site by the Contractor and the site returned as nearly as practical to the original conditions.

3.3 SECURITY REQUIREMENTS

The physical security of the office and its contents shall be the responsibility of the Contractor.
