Contractor shall provide all material, equipment, plant and manpower to execute construction and deliver
22 March 2017 Page 6 of 9 the fully functional facilities as described in this the attached plan set and specifications.
8.1 SITE LAYOUT: The full site design is included in the attached specifications and drawings. These drawings and specifications show the location of the planned elements in their proposed dimensions. The Contractor is responsible for the validation of all aspects of the work whether they are shown on the plans or not. The Contractor also may propose alternatives however these are subject to the approval of the COR and the Customer. The Contractor shall lay out the facility on the designated site taking into consideration the location of existing facilities and structures and shall include site elements that are to be upgraded, adjusted and/or added by the requirements of this SOW.
8.2 SITE SURVEY: The Contractor is required to survey the site and the features that will be affected by construction as part of the contract work effort, and furnish a final topographic survey of the existing conditions. The survey shall include all documentation in compliance with applicable standards.
The survey shall provide all data needed to conduct incidental design and construct the project. The survey shall include location and elevation of all features within the project site limits, as well as all features and utilities outside of the site that will be tied into or included in the project scope of work. The survey shall also include sufficient documentation and analysis of the existing drainage to allow for a new proper drainage design, including areas which will be affected by new drainage patterns and surfaces which new construction will abut or adjoin. Surveys performed during the design of the project do not alleviate the construction contractor from performing sufficient investigations to ensure that the construction is appropriate for the onsite conditions.
Upon completion of construction, the original survey shall be updated with an as-built survey of the site as constructed. The as-built survey shall be submitted to the COR for approval.
8.3 GEOTECHNICAL INVESTIGATION: The Contractor shall investigate, as needed, subsoil conditions at the proposed locations of the pavements or any other planned facilities requiring subsoil information for proper layout and construction. The Contractor shall perform the necessary penetration tests as well as borings or test pits to collect soil samples at depths suitable for the anticipated loads. The Contractor shall perform pavement borings. The pavement material, thickness, strength, contamination, and sub base soil properties shall be investigated and provided in the geotechnical report prior to beginning the design.
The Contractor shall assess groundwater conditions as base of design for pavement constructions, drainage facilities etc. The Contractor shall perform percolation test as base of design for drainage facilities etc.
Investigation performed during the design of the project do not alleviate the construction contractor from performing sufficient investigations to ensure that the construction is appropriate for the onsite conditions.
8.4 HAZARDOUS MATERIALS AND CONTAMINATION: There is no prior knowledge of any hazardous materials at the site. However, it is possible that hazardous materials maybe found from previous use of the site, or that materials to be removed contain hazardous materials.
If hazardous materials are found to exist, the Contractor shall immediately notify the COR, cease work in the area and secure the site. The Contractor shall take precautions to protect the site from surface run-off
22 March 2017 Page 7 of 9 and precipitation, and prevent leaching of any hazardous material in the surrounding area.
8.5 UXO CLEARANCE: The possibility of (unexploded) ordnance at the site cannot be eliminated. Prior to construction begin, a ‘surface sweep’ may have been performed by the Base Authority to find and dispose of ordnance, however during construction, surface or subsurface ordnance might still be found. Inert practice ordnance may also be encountered. If any ordnance material is discovered, the Contractor will immediately cease work in the area and notify the COR. The Contractor shall cordon the area with any means available, such as tape or a red banner. If possible, provide GPS coordinates of the found object and appoint supervision until the arrival of the Base Authority. Once notified of ordnance material, the COR will notify the Base Authority. The Base Authority will then engage an Explosive Ordnance Disposal (EOD) team. The Contractor will allow an EOD team provided by the host nation to clear the ordnance within 5 working days. Upon clearance, the Contractor will resume work without requiring additional clearance actions from the US or host nation governments beyond the clearance of the specifically encountered ordnance items.
In order to minimize the possibility of encountering any subsurface ordnance, when not otherwise specified, the Contractor shall:
- minimize excavation below existing ground level,
- minimize the amount of clearing and grubbing of vegetation, and
- plan trenching routes to minimize additional excavation in areas beyond those already disturbed by construction.
8.6 INCIDENTAL DESIGN WORK: This is a Design Bid Build contract and the design and specifications of the project have been provided in the attached documents. This does not preclude the contractor from having to do incidental design work, based on the materials and methods that the contractor chooses to use in the project, or as noted in the plans and specifications.
8.6.1 DESIGNER OF RECORD: For necessary incidental design work the Contractor shall designate a Designer of Record (DOR). The DOR shall prepare necessary plans and specifications for proper execution of the project. Architectural, structural, civil, HVAC, and electrical plans and specifications shall be proofed by a separate member of the project team, a registered architect/professional engineer of the appropriate discipline(s) at the contractor’s expense. For this purpose the Contractor shall submit three
(3) sets each in English of the calculations and drawings to the selected registered engineer and three (3) sets to the COR. The registered engineer has to be approved by the COR. The COR has the right to disapprove the submitted registered engineer for the following reasons:
- Registered engineer not licensed for the appropriate discipline(s).
- Registered engineer’s office not within reasonable travel distance to the construction site.
8.6.2 DRAWINGS: The drawing set shall require “wet” signature of the Designer of Record and of the proofing engineer.
8.6.3 COMMENCEMENT OF WORK: The Contractor is not allowed to commence demolition or construction work of any kind before all the incidental designs have been approved and released. The Contractor shall coordinate his construction work with the registered engineer.
8.6.4 TECHNICAL DESIGN CRITERIA: Technical design criteria are included in the attached specifications.
Note 1: Unified Facilities Criteria (UFC) documents are available on the Internet at:
