RFIS

RFI’s Final

Q: What air traffic intensity was assumed for design purposes (airplanes types and number of passes)?

A: The Runway and Turn Pad were designed in accordance with US Air Force Medium Load, Type-A Pavement Area traffic consisting of 100,000 passes of a F-15E Aircraft at 81,000 pounds and 400,000 passes of a C-17 Aircraft at 580,000 pounds.

Q: Does USACE already have permission for tree cutting for all areas required? If not, who will be responsible for obtaining that permission? If the contractor is responsible for obtaining the tree cutting permit, should the fee (permitting cost) for tree cutting permit be included in the proposal or will actual cost be reimbursed? Are all tree cutting areas owned/in possession by RZI Bydgoszcz? If not: who will be responsible for that transferral process?

Can USACE provide the inventory of trees required to be cut (necessary to estimate the cost of tree felling)? Will the trees/ wood from tree cutting become property of the contractor?

A: RZI Bydgoszcz will be responsible for obtaining all necessary tree cutting permits and acquire the necessary land of plots. All necessary and required by law tree inventories are in possession of USACE and RZI Bydgoszcz. The physical removal of trees from the selected areas will be performed by a contractor selected by the USAF in the course of a tender procedure. Timber obtained from the removal shall be put at the disposal of the Kolumna Forest District. All sourced timber will remain the property of the Kolumna Forest District for its sole management. RZI will be responsible for paying relevant environmental fees for deforestation at the selected tree removal areas.

Q: 8.3 GEOTECHNICAL INVESTIGATION: “The Contractor shall investigate, as needed, subsoil conditions at the proposed locations of the pavements or any other planned facilities requiring subsoil information for proper layout and construction. The Contractor shall perform the necessary penetration tests as well as borings or test pits to collect soil samples at depths suitable for the anticipated loads. The Contractor shall obtain soil samples and perform all laboratory testing necessary for computation of the geotechnical parameters required for proper layout and construction of the new or upgraded facilities in compliance with the applicable standards and the requirements of this SOW.” The Contractor shall perform pavement borings. The pavement material, thickness, strength, contamination, and sub base soil properties shall be investigated and provided in the geotechnical report prior to beginning the design. The Contractor shall assess groundwater conditions as base of design for pavement constructions, drainage facilities etc. The Contractor shall perform percolation test as base of design for drainage facilities etc. Investigation performed during the design of the project do not alleviate the construction contractor from performing sufficient investigations to ensure that the construction is appropriate for the onsite conditions” Does this mean that the Contractor must verify the Geotechnical investigations and concrete pavement design for validation?

A: As stated in SECTION 01010 STATEMENT OF WORK PARAGRAPH 8.3 GEOTECHNICAL INVESTIGATION, “Investigation performed during the design of the project do not alleviate the construction contractor from performing sufficient investigations to ensure that the construction is appropriate for the onsite conditions”. Contractor does not need to validate the concrete pavement design.

However, all discrepancies between the design and existing conditions encountered during performance of work, should be reported immediately so that the Government can determine responsibility and future actions.

Q: Was an UXO Clearance conducted for anticipated construction areas? If yes: will Contractor receive UXO clearance certificate? If not, are costs for UXO clearance to be included in the proposal?

A: The UXO Survey Report is currently being finalized by the Polish MOD and will be submitted to the USAF by 1 June 2017; any identified UXO will be cleared from the site prior to construction by the Polish

MOD.

Q: We kindly ask for postpone the date of submission of offer due to the thing like listed below: Short time to preparing of offer, especially that the documentation is in English and we need a time for making of translation for us and our partners. There is no bill of quantity. In our opinion the date of submission which gives a possibility for preparing the reasonable offer is 27th June 2017. Please inform is it possible to submit the question after the date 18/05/2017. Can we expect the answer? 540 days is more than sufficient to complete the SOW to include options. If the completion date must not "slip," is it possible to extend the offer submission date 20-30 days, and if necessary in compensation, reduce the project schedule accordingly (510-520 days). We believe there will be a very large positive value impact on all offers to the USG by permitting additional preparation for this project with very low risk to the final completion date.
