About this file
This document is a federal contracting form template (CETAM-CT Form 2404, May 2024) that requires offerors to certify their authority to bind their organization when submitting proposals to the government.
The form contains two sections. Section A applies to corporate offerors and requires a corporate officer to certify their title, identify the individual who signed the proposal on behalf of the corporation, confirm that individual's title, and attest that the proposal was properly signed with appropriate corporate authority and within the scope of corporate powers. The certification must include a corporate seal and the certifying officer's signature. Section B applies to partnership offerors and requires certification that all partners' names and signatures are listed, that the proposal signer has authority to bind the partnership pursuant to the partnership agreement, and documentation of any limitations on individual partners' authority to execute contracts with the United States. The form indicates this authority remains effective until revoked in writing to the Contracting Officer. A copy of the partnership agreement must accompany proposals submitted by partnerships. The form is designated as source selection information under FAR 2.101 and 3.104.
