SUMMARY OF WORK
10/2017
PART 1 GENERAL
1.1 PROJECT DESCRIPTION
The work described under this construction contract is to provide the necessary utilities and infrastructure improvements to the US Forces Life Support Area (LSA) at an undisclosed location within Jordan.
The summary of work for this project includes two types of work. One component is to construct utilities and infrastructure that have been fully designed. The other component consists of the site improvements and infrastructure necessary to site adapt those fully-designed facilities. The technical requirements for the portion of work to be designed and constructed by the contractor along with further description of Site Adapt work can be found in Section 01 80 00.12 10 TECHNICAL REQUIREMENTS. Design documents including plans and specifications are provided herein. The contractor will be responsible to perform the necessary designs to adapt them to the specific sites.
The Contractor shall perform the work described under this contract while maintaining restricted access to the site via the identified routes of entry. Due to space constraints and an ever increasing base population, a plan of sequencing (phases) for mobilization, demolition (if required), and construction will be necessary to accommodate the current and future base operations.
Site Adapt Infrastructure improvements include site grading, site development, site drainage design, fencing, roadway and parking pavement, water, sewer, electrical generation and distribution, and telecommunication infrastructure. All infrastructure improvements shall be designed, procured and constructed (installed by the Contractor. The work shall include the preparation of a complete and coordinated set of construction design drawings with supporting documents and calculations, and the construction required to provide fully functional water and sewer systems, electrical systems, communication system, and site improvements as required by the contract documents. Construction activities must not begin until the Government notifies the Contractor that the submitted design is acceptable for release for construction. All work under this contract includes all labor, materials, equipment, tools, transportation, and necessary supplies to construct the features of work described in this document. The requirements of this contract include that the Contractor must manage the work in a professional manner, perform personnel and support functions to maintain a sufficient work force, and provide the submittals required. Materials and supplies shall be new and standard products regularly used for commercial/institutional construction of similar size, style, and complexity in Jordan. Equipment to be provided by the Contractor shall be of commercial/institutional quality.
Construction shall comply with the specifications and requirements contained in the contract documents. The design and technical criteria contained and cited in the contract documents establish minimum standards for construction quality.
SECTION 01 11 00 Page 2

The projects described in this contract will be sited inside the perimeter of the undisclosed location on individually dedicated sites. The civil drawings for the facility shall include refined conceptual layouts with approximate coordinates for the proposed locations that the Contractor shall coordinate and confirm with the Contracting Officer prior to construction.
1.4 MAINTAIN CURRENT OPERATIONS
Other construction projects may be ongoing concurrently and the contractor shall be required to coordinate construction activities with the Contracting Officer.

Continuous flow of all pedestrian and vehicle traffic shall be maintained at all times along roadways. Access to the construction site shall be restricted to only construction essential traffic at all times. The site location designated points of entry will mitigate any non-screened or cleared personnel and vehicular traffic accessing the complex. In addition to the requirements of Section 01 32 18.12 10 20 COST-LOADED NETWORK ANALYSIS SCHEDULES (NAS) FOR DESIGN-BUILD, the Contractor shall provide mapping exhibits of construction and traffic control plans for discussion and coordination considerations.

2.4 INSTALLATION ACCESS AND SECURITY
The Contractor shall comply with all compound security requirements.
Section 01 14 00 WORK RESTRICTIONS contains detailed information on base access, security and installation badge procedures.
2.5 HAUL ROUTES AND OTHER ROADS
The Contractor shall submit selected haul routes to the Contracting Officer for approval.
PART 3 PERIOD OF PERFORMANCE AND SCHEDULING
The project shall be completed within the time stipulated in Section 00 72 00, Contract Clause 52.211-10, COMMENCEMENT, and PROSECUTION AND COMPLETION OF WORK including any OPTION items awarded.
If items on the critical path schedule are delayed, contractor must provide a recovery schedule to the COR for approval and be able to increase manpower to complete the mission.
All work identified in this Scope of Work shall be completed within the contractual number of calendar days from Notice to Proceed. Unless stated otherwise, the Contractor shall coordinate construction activities with the Contracting officer to mitigate impacts to operations at the project site and surrounding areas. If the Contractor forecasts significant impacts, he shall devise a plan to mitigate those impacts to the greatest extent possible.
