RE: USACE Tracking #: 141628
Mr. Jackson:
ECM Consultants conducted a site assessment of the above referenced home-site on November 6, 2019. The following is our analysis of the property.
10013 Broussel Drive is a two-story, slab-on-grade structure. There is brick veneer on three sides and vinyl siding at the rear elevation. It is approximately 3,800 square feet. There is an attached garage under the main roof that will need to be raised (see Photos 20 & 21). There is an in-ground pool at the rear within 10 feet of the rear wall (see Photos 10 & 13). There is also a large brick fireplace which must be addressed in the elevation process.
There appears to be HVAC ducts within the foundation slab. This needs to be addressed in the raising process.
Concrete paving that butt the home foundation will also need to be addressed during the elevation process.
Typical utility connections will need to be detached, then reattached after the elevation process.
After reviewing all the documentation, it appears the house framing is satisfactory for the elevation process.
Following this letter are the survey analysis documentation and the building assessment field documentation verifying the findings. If you have any questions or concerns, please contact us.
Very truly yours, N. Guy Williams Project Architect

Parish (subject property). At the time of Tetra Tech’s site reconnaissance, the subject property consisted of a two-story slab-on-grade residential structure, shop, pump house, attached garage, concrete drive, and swimming pool.
RECORDS REVIEW
Regulatory Agency Database
There were no Envirosite Corporation listed facilities identified within the ASTM-specified search distances from the subject property.
Aerial Photography
Tetra Tech’s review of the historical aerial photographs (1952, 1956, 1970, 1972, 1974, 1978, 1981, 1983, 1985, 1990, 1994, 1998, 1999, 2004, 2005, 2007, 2009, 2010, 2013, 2015, and 2017; Appendix D) revealed that the subject property’s project area appears to have been developed into a residential property between
1974 and 1978. In the remaining aerial photographs, no significant changes occur to the subject property or the surrounding area.
Tetra Tech did not identify a previous use of the subject property or any of the surrounding properties that would represent a REC to the subject property.
controlled RECs (CRECs), business risks, or de minimis conditions in connection with the subject property, including the presence, or likely presence, of hazardous substances or petroleum products in, on or at the property, due to any release to the environment, under conditions indicative of a release to the environment, or under conditions that pose a material threat of future release to the environment. This assessment included an evaluation to the extent practicable of the past and present land uses at the subject property and on adjacent properties.
The results of this assessment have identified no evidence of RECs for the subject property; however, the following on-site de minimis, housekeeping and developmental conditions and their associated recommendations were identified:
• According to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map
Community Panel Number 22113C0350F with an effective date of January 19, 2011, the subject property’s project area is located within shaded Zone AE (EL 12). No further assessment of the subject property is recommended at this time.
This executive summary is presented for convenience only. While the executive summary is an integral part of the report, it should not be used in lieu of reading the entire report, including the appendices.
SECTION 1: INTRODUCTION
The Louisiana Coastal Protection and Restoration Authority (CPRA) engaged Tetra Tech, Inc. (Tetra Tech) to perform this Hazardous, Toxic, and Radioactive Waste (HTRW) Phase I Environmental Site Assessment
(ESA) in accordance with the Standard Practice for Environmental Site Assessments: Phase I
Environmental Site Assessment Process, ASTM International (ASTM): E 1527-13 for properties participating in the Southwest Coastal Louisiana Hurricane and Storm Damage Risk Reduction and
Ecosystem Restoration Project. The project area located at 10013 Brousell Drive, Abbeville, Louisiana
70510 is situated in Vermilion Parish (subject property) (see Figure 1 – Topographic Map, Figure 2 –
Vicinity Map, and Figure 3 – Site Map in Appendix A).
This evaluation was conducted in accordance with Tetra Tech’s proposal dated August 23, 2019, and the protocols included in the ASTM International (ASTM) Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process, ASTM Designation: E 1527-13.
1.1 PURPOSE
The goal of this HTRW Phase I ESA is to identify whether recognized environmental conditions (RECs), historical RECs (HRECs), controlled RECs (CRECs), business risks, or de minimis conditions are present on the subject property. RECs are the presence or likely presence of hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of release of hazardous substances or petroleum products on the property or into the ground, groundwater or surface water of the property. The term includes hazardous substances or petroleum products, even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a material risk of harm to public health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies
(Section 1.1.1 E 1527-13, ASTM 2013). HRECs are environmental conditions that in the past would have been considered a REC, but that may or may not be considered a REC currently (Section 3.2.39 E 1527-
13, ASTM 2013). CRECS are RECs resulting from a past release of hazardous substances or petroleum products that has been addressed to the satisfaction of the applicable regulatory authority, with hazardous substances or petroleum products allowed to remain in place subject to the implementation of required controls (Section 3.2.18 E 1527-13, ASTM 2013).
This HTRW Phase I ESA is intended to satisfy one of the requirements for the innocent landowner defense to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) liability; that is, the practices that constitute “all appropriate inquiry into the previous ownership and uses of the property consistent with good customary practice,” as defined in 42 U.S. Code Section 9601 (35)(B).
1.2 SCOPE OF WORK
The scope of work (SOW) based on the ASTM 1527-13 Environmental Site Assessments: Phase I ESA process is to identify whether RECs are present on the subject property. Phase I ESAs typically are conducted in a four-phase process, including: records review; site reconnaissance; interviews with current owners, occupants of the subject property, and local government agencies; and preparation of a report. As part of the preparation of this HTRW Phase I ESA, Tetra Tech conducted the four-phase process detailed above in order to determine the presence of hazardous substances or petroleum products on or adjacent to the subject property and the likelihood of off-site substances migrating onto the subject property.
Any items listed in the ASTM method that are not specifically identified as being present in the report can be assumed absent from the subject property or at sufficient distance to be dismissed from potential concern.
RECs are clearly identified; any other items mentioned, but not identified as RECs are referenced for information purposes only.
Deviations from ASTM 1527-13 are described in Section 9. Report limitations are provided in Section 10.
The resumes of the environmental assessors conducting the site visit and preparing the report are provided in Appendix B.
In addition to the subject property visit, Tetra Tech reviewed readily available resources including aerial photographs, property maps, regulatory records, soil surveys, and U.S. Geological Survey (USGS) topographic maps, and regulatory records. Section 12 provides a list of referenced documents used during this investigation.
SECTION 2: SITE DESCRIPTION AND PHYSICAL SETTING
This section provides a brief description of the subject property and the physical setting based on information obtained from the site visit and a records review prior to the site visit. Observations regarding the current land use of the subject property and adjoining facilities made during the site reconnaissance are described in Section 4, Site and Vicinity Reconnaissance.
2.1 SITE DESCRIPTION
The subject property is located at 10013 Brousell Drive, Abbeville, Louisiana 70510 is situated in
Vermilion Parish. At the time of the site reconnaissance, the subject property consisted of a two-story slab-on-grade residential structure, shop, pump house, attached garage, concrete drive, and swimming pool.
2.2 VICINITY DESCRIPTION
The subject property is located in a low-density residential area south of Abbeville in Vermilion Parish, Louisiana. See Appendix A: Figure 2 Vicinity Map.
2.3 PHYSICAL SETTING
This section discusses the physical settings of the subject property and details the topography, hydrology and geological information.
2.3.1 Topography
According to the USGS 7.5-minute series Intercoastal City, Louisiana Topographic Map (dated 2018), the subject property is approximately 7.375 feet above sea level. The topographic gradient in the area of the subject property is generally to the east toward the Vermilion river.
2.3.2 Wetlands
Readily available data was reviewed to determine the subject property status with respect to wetland designation, or the potential existence of wetlands. Data sources reviewed include the Envirosite
Corporation Geological Findings Map, which illustrates subject property conditions as reported by
Envirosite, and an on-line query of the “Wetlands Interactive Mapper” made available by the U.S. Fish and
Wildlife Service (USFWS) National Wetlands Inventory (NWI) website. According to Tetra Tech’s review, no wetlands were identified on the subject property’s project area.
2.3.3 Floodplain
According to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map Community
Panel Numbers 22113C0350F with an effective date of January 19, 2011, the subject property’s project area is located within shaded Zone AE (EL 12). Shaded Zone AE represents special flood hazard areas subject to inundation by the 1.0 percent annual chance (100-year) flood event generally determined using approximate methodologies; detailed hydraulic analyses determined Base Flood Elevations (BFEs) to be
12 feet.
2.3.4 Threatened and Endangered Species
Readily available data was reviewed to determine the listed status of the parish with respect to the presence of threatened or endangered species. Based on a list of endangered species for Vermilion Parish, Louisiana, provided by the USFWS website Information for Planning and Conservation (IPaC) tool, there is one threatened species (West Indian manatee) for the subject property in Vermilion Parish.
2.3.5 Hydrogeology and Geologic Setting
The subject property is located in Vermilion Parish, Louisiana. According to the USGS geologic information presented in the Envirosite Report, the subsurface geology at the subject property’s project area consists of Late Holocene-age sediments.
According to the Envirosite Corporation Report, and the U.S. Department of Agriculture (USDA) Natural
Resources Conservation Service (NRCS), the predominant soils beneath the subject property are characterized as Patoutville Series. This classification indicates that the soils have a silt loam and silty clay loam texture. Patoutville Soils are somewhat poorly drained, have a high corrosion potential for uncoated steel, and are hydric. A representative profile of Jeanerette Soils indicates that they are silt loam from 0 to
8 inches, and silty clay loam from 8 to 36 inches below ground surface.
Based on a review of hydrologic data provided in the Envirosite Corporation Reports, there nine federal
USGS water wells, no federal public water supply systems, and no state water wells located within 1.0 mile of the subject property. The closest water well is approximately 0.085 miles southwest of the subject property. See Appendix C for complete well details.
Information regarding the regional groundwater flow was not provided by Envirosite Corporation. The shallow hydrogeologic gradient flow is assumed to mimic the local topographic gradient in the vicinity of the subject property, which is generally to the east toward the Vermilion River. It should be noted that hydraulic gradient may vary with depth, regional groundwater flow direction, and be influenced by seasonal changes, geology, or local groundwater pumping patterns. Groundwater flow direction measurements would be necessary in order to determine the actual on-site direction and gradient.

3.1.1 Subject Property Regulatory Listings
The subject property was not identified on the databases searched by Envirosite Corporation.
3.1.2 Vicinity Regulatory Listings
No Envirosite Corporation-listed facilities were identified within the applicable ASTM-specified search distances from the subject property.
3.2 HISTORICAL USE INFORMATION
Tetra Tech gathered historical data regarding the subject property and surrounding area to identify past uses and evaluate visible environmental issues that may constitute RECs. The following sections describe the aerial photographs, topographic maps, and chain-of-title information available for the subject property.
3.2.1 Aerial Photographs
The objective of an aerial photography review is to identify past activity that could suggest hazardous substances use, storage or disposal at the subject property, including industrial activities, open-pit dumping, tank or drum storage and disposal, or use of industrial holding ponds or lagoons. These activities and associated objects can be identified by a combination of visual characteristics (size, shape, tone, shadow, and pattern).
The historical use of the subject property as undeveloped agricultural and residential represents a de minimis on-site condition. No previous use of the subject property or any of the surrounding properties was identified that would represent a REC. Copies of the historical aerial photographs are included in Appendix
D.
3.2.2 Sanborn Map Report
Fire Insurance maps can provide information such as building usage, building construction materials and other information related to potential risks from fire. Therefore, these maps can provide information on fuel and other tanks present on a given site historically. No Sanborn Map coverage was available for the subject property or surrounding areas. A copy of the No Coverage Sanborn Map report is included in
Appendix C.
3.2.3 Historical Topographic Maps
Tetra Tech reviewed the 1932, 1954, 1975, 1994, 2012, 2015 and 2018 USGS Topographic Quadrangles for information regarding past uses of the subject property obtained from Envirosite Corporation. Tetra
Tech’s review of the historical topographic maps revealed that the subject property and the surrounding areas appear to consist of primarily of undeveloped lands and low-density residential areas. The project site is located along the eastern bank of the Vermilion river, north and west of Vermilion river. No significant changes occur to the subject property or surrounding area in the 1954-2018 topographic maps other than changes to roadway and canal labels.
No previous use of the subject property or the areas surrounding the subject property was identified that would represent a REC. Copies of the historical topographic maps are included in Appendix D.
3.2.4 Chain of Title
A 50-year chain of title was not obtained for the subject property.
3.2.5 Previous Environmental Reports
Tetra Tech was not provided with previous environmental reports for the subject property.

4.2.11 Smells of Chemical Gases, Petroleum Products, or Noxious Odors
Tetra Tech field personnel did not detect any smells of chemical gases, petroleum products, or noxious odors on the subject property.
4.2.12 Wells and Potable Water Supply
Potable water is currently supplied to the subject property by the local municipal. Tetra Tech observed one active water well on the subject property during the site reconnaissance.
4.2.13 Utilities
Utilities currently provided to the subject property include municipal water and electricity. The owner also stated the house is equipped with a septic system.
4.2.14 Suspect Asbestos-Containing Materials
Typical building materials that contain asbestos are found in a variety of types and uses. Frequently-encountered types of asbestos-containing materials (ACM) used in building construction include floor tile, linoleum, mastic, ceiling tile, spray-applied acoustical or decorative ceiling materials, plaster, drywall and drywall joint compound, insulation, roofing and flashing, and many other materials in common use prior to
1978. Materials that contain over 1.0 percent asbestos fibers are considered ACM and if disturbed, must be handled according to Occupational Safety and Health Administration (OSHA) and U.S. Environmental
Protection Agency (EPA) regulations. ACM identified as “friable” (capable of being crumbled, pulverized or reduced to powder by hand pressure) have greater potential for release of fibers to the atmosphere and are therefore of greater concern than non-friable ACMs. Friable ACM that are damaged will require abatement and removal prior to renovation and demolition of the structure.
Tetra Tech did not observe any evidence of ACM on the subject property during the site reconnaissance.
4.2.15 Suspect Lead-Based Paint
The use of lead-based paint (LBP) in housing was prohibited by the EPA in 1979. The Residential Lead-
Based Paint Hazard Reduction Act, commonly known as Title X, was enacted in the U.S. in 1992 and EPA regulations pertaining to Title X were implemented in September and December of 1996.
Tetra Tech did not observe any evidence of LBP on the subject property during the site reconnaissance.
4.2.16 Oil and Gas Wells, Pipelines, and Mine Shafts
As part of this assessment, a search was conducted by Envirosite Corporation to locate known oil and gas wells within an approximate 1.0 mile radius from the subject property’s project area. According to the
Envirosite Corporation Report, 5 oil/gas wells were identified within 1.0 miles of the subject property’s project area. According to the Envirosite Corporation Report and the Louisiana Department of Natural
Resources Strategic Online Natural Resources Information System, no wells are located on the subject property. A copy of the oil and gas well search is included in the Envirosite Corporation Report in Appendix
C.
Tetra Tech did not observe evidence of oil/gas wells on the subject property at the time of the site reconnaissance.
Pipelines
Tetra Tech did not observe evidence of oil/gas pipelines on the subject property at the time of the site reconnaissance.
4.2.17 Structures
Tetra Tech observed and did a walkthrough visual inspection of the of a two-story slab-on-grade residential structure, shop, pump house, attached garage, concrete drive, and swimming pool.
4.2.18 Other Site-specific Environmental Conditions
No other site-specific environmental conditions were identified for the subject property.
4.3 VICINITY RECONNAISSANCE
4.3.1 North
The subject project area was bound to the north by residential land.
4.3.1 East
The subject project area was bound to the east by primarily residential land and the Vermilion river.
4.3.2 South
The subject project area was bound to the south by primarily residential land and Broussel Drive.
4.3.3 West
The subject project area was bound to the west by primarily residential land and Broussel Drive.
SECTION 7: FINDINGS
The results of this assessment have identified evidence of no RECs for the subject property; however, the following on-site de minimis, housekeeping, and developmental conditions were identified:
• According to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map
Community Panel Number 22113C0350F with an effective date of January 19, 2011, the subject property’s project area is located within shaded Zone AE (EL 12). Shaded Zone AE represents special flood hazard areas subject to inundation by the 1.0 percent annual chance (100-year) flood event generally determined using approximate methodologies; detailed hydraulic analyses determined Base Flood Elevations (BFEs) to be 12 feet.
SECTION 8: CONCLUSIONS
Tetra Tech has performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E 1527-13 of 10013 Brousell Drive, Abbeville, Louisiana 70510 located in
Vermilion Parish (subject property). Any exceptions to, or deviations from, this practice are described in
Section 9 of this report.
The results of this assessment have identified evidence of no RECs for the subject property; however, Tetra
Tech recommends the following for the on-site de minimis, housekeeping, and developmental conditions:
• According to the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map
Community Panel Number 22113C0350F with an effective date of January 19, 2011, the subject property’s project area is located within shaded Zone AE (EL 12). Shaded Zone AE represents special flood hazard areas subject to inundation by the 1.0 percent annual chance (100-year) flood event generally determined using approximate methodologies; detailed hydraulic analyses determined Base Flood Elevations (BFEs) to be 12 feet.
No further assessment of the subject property is recommended at this time.
SECTION 9: DEVIATIONS
There were no deletions or deviations from ASTM E 1527-13, with the exception of the following:
• Time gaps of more than five years were noted in available historical information; however, it is
Tetra Tech’s opinion that the subject property’s use did not change appreciably between these time gaps.
Tetra Tech does not believe that these deviations impair our ability to render an opinion regarding potential
RECs, CRECs, HRECs, or de minimis conditions for the subject property.
SECTION 10: LIMITATIONS
This report was compiled based partially on information supplied to Tetra Tech from outside sources and other information in the public domain. The conclusions and opinions herein are based on the information
Tetra Tech obtained in compiling the report. This information is on file at Tetra Tech’s office. Tetra Tech makes no warranty as to the accuracy of statements made by others that may be contained in the report, nor are any other warranties or guarantees, expressed or implied, included or intended by the report, except that it has been prepared in accordance with the current generally accepted practices and standards consistent with the level of care and skill exercised under similar circumstances by other professional consultants or firms performing the same or similar services. Because the facts forming the basis for the report are subject to professional interpretation, differing conclusions could be reached. Tetra Tech does not assume responsibility for the discovery and elimination of hazards that could possibly cause accidents, injuries or damage. Compliance with submitted recommendations or suggestions does not ensure elimination of hazards or the fulfillment of client’s obligations under local, state or federal laws or any modifications or changes to such laws. None of the work performed hereunder shall constitute or be represented as a legal opinion of any kind or nature, but shall be a representation of findings of fact from records examined.
Estimates and professional opinions of this potential are based on information derived from the site reconnaissance and from other activities described herein. CPRA is herewith advised that the conditions observed by Tetra Tech are subject to change. Indicators of the presence of hazardous substances and petroleum products that were not indicated or observable at the time of the most recent site reconnaissance may subsequently become present or observable.
Tetra Tech has used the standard of care recommended by Standard E 1527-13 developed by the ASTM
International. Because these standards of care set forth only minimums, any additional services and service enhancements that CPRA has authorized are contained in the scope of services.
CPRA and the USACE is the authorized user of this report. Reliance on this report by parties other than
CPRA may result in reliance on assumptions whose extent and nature could distort the meaning and impact of the estimates given in this report. This reliance could result in misinterpretation of these estimates and unwise actions based on those misinterpretations. As such, no party, except CPRA should rely on estimates for the potential of hazardous materials to exist at the subject property. The guidelines used to define hazardous substances and petroleum products were obtained from the ASTM Standard of Practice E 1527-
13. For the purposes of this report, the vicinity of the subject property is defined as properties located within approximately one-eighth mile radius of the subject property.
This ESA does not include a radon survey, lead paint sampling, a comprehensive asbestos survey or wetland delineation. This ESA report is based on information obtained from a variety of usually reliable sources, which are listed in the report. Tetra Tech does not guarantee the authenticity or reliability of the information it has received from outside sources.
This report is not a comprehensive site characterization and should not be construed as such. This report presents opinions that are based on the findings of visually observable on-site and off-site conditions, a review of specific regulatory records and historical sources, and comments made by interviewees. ESAs, by their very nature, are limited. Tetra Tech has endeavored to meet the applicable standard of care and in so doing, is advising CPRA of the ESA limitations. Tetra Tech believes this information is essential to help
CPRA identify and manage risks. These risks can be reduced, but cannot be completely eliminated, through additional research. Tetra Tech will, on request, advise CPRA of the additional research opportunities available, their impact on risk, and their cost.
