Mr. Antoine Jackson Project Manager - USACE New Orleans District
RE: USACE Tracking #: 345172 2231 LeCache Dr, Lake Charles, La 70601 Calcasieu Parish
Mr. Jackson:
ECM Consultants conducted a site assessment of the above referenced home-site on November 12, 2019. The following is our analysis of the property.
2231 LeCache Drive is a one-story, brick-veneer, wood framed structure with an asphalt shingle roof. The foundation is concrete slab on grade. The home is approximately 3,256 square feet. There are sections of stucco and cementitious siding walls. There is an attached garage at the front of the house that will need to be elevated with the home (see Photos 2, 3 &7). There are integral front and side porches to also be elevated.
Concern should be given to accessing the home due to the proximity of the adjacent homes (see Photo 3).
There are attached fencing, planters and brick / concrete paving to be addressed prior to the elevation process.
Typical utility connections will need to be detached, then reattached after the elevation process.
After reviewing all the documentation, it appears the house framing is satisfactory for the elevation process.
Following this letter are the survey analysis documentation and the building assessment field documentation verifying the findings. If you have any questions or concerns, please contact us.
Very truly yours, N. Guy Williams Project Architect

Historical Review
APTIM’s review of available historical information went as far back as 1932. The Environmental
Database Resources, Inc. (EDR) Certified Sanborn Map Report provided no coverage for the target property. A City Directory Search from 2010 to 2014 was provided by EDR and the target property was identified from 2010 and 2014. Adjoining and surrounding properties were identified as residences in the city directory search. Historical aerial photographs and topographic maps were provided by EDR.
The topographic maps provided were dated from 1932 to 2012 and aerial photographs were dated from
1952 to 2017.
APTIM’s review of the historical aerial photographs and topographic maps indicated that the target property has historically been undeveloped wooded land prior to 2007. The 1952 aerial photograph and 1955 topographic map show the target property was wooded land. Prior to the 1967 aerial photograph and topographic map, the Barbe Court neighborhood to the east was constructed including the streets and multiple houses. The target property was constructed or under construction by 2007 and is visible in the 2007 aerial photograph. In the subsequent aerial photographs, the target property appears similar to the current configuration.
No RECs, controlled recognized environmental conditions (CRECs), or historical recognized environmental conditions (HRECs) were identified during the historical research.
Regulatory Review
APTIM’s review of available regulatory information provided by the EDR Radius Map Report with
Geocheck revealed two listings of facilities within the client requested search radius.
No RECs, CRECs, or HRECs were identified from the regulatory review.
Document Review
No previous environmental reports were provided to APTIM for review. No RECs, CRECs, or
HRECs were identified during the document review.
On-site Conditions
APTIM did not identify on-site RECs, CRECs, or HRECs.
Off-site Conditions
APTIM did not identify off-site RECs, CRECs, or HRECs.
Conclusions and Recommendations APTIM has performed a Phase I Environmental Site Assessment in conformance with the scope and limitations of the ASTM Practice E1527-13 of the target property identified above to identify any
RECs, in connection with the property, including the presence, or likely presence, of hazardous substances or petroleum products in, on or at the target property, due to any release to the environment, under conditions indicative of a release to the environment, or under conditions that pose a material threat of future release to the environment. This assessment included an evaluation to the extent practicable of the past and present land uses at the target property and on adjoining properties. Any exceptions to, or deletions from, this practice are described in Section No. 2.3 of this Report.
No RECs, CRECs, or HRECs were identified.
APTIM requests notification for further discussion or evaluation of any new conditions discovered during the development of the target property.
This executive summary is presented for convenience only. While the executive summary is an integral part of the report, it should not be used in lieu of reading the entire report, including the appendices.
1.0 INTRODUCTION
The Louisiana Coastal Protection and Restoration Authority (CPRA) retained APTIM to conduct
Hazardous, Toxic, and Radioactive Waste (HTRW) surveys and cultural resource surveys for the
Southwest Coastal Louisiana Hurricane and Storm Damage Risk reduction and Ecosystem Restoration project. This project includes 16 residential homes in Calcasieu and Vermilion Parishes. The residential homes are included in a U.S. Army Corps of Engineers (USACE) construction program of elevation of the homes.
The HTRW surveys have been conducted in accordance with American Society for Testing and
Materials (ASTM) guidance ASTM E1527-13 on Phase I Environmental Site Assessments (ESAs) to recognize environmental conditions indicative of releases or threatened releases of hazardous substances as defined in 40 CFR Section 312. Recognized environmental conditions (RECs) include the presence or likely presence of any hazardous substances or petroleum products on the property under conditions that indicate an existing release, a past release, or a material threat of release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property.
This report presents the Phase I ESA / HTRW survey report for the residential property (target property) located at 2231 La Cache Drive, Lake Charles, Louisiana 70601 (USACE Tracking #: 345172). The cultural resources surveys for all 16 of the project residential properties are included in the cultural survey report for the project.
This project was authorized by CPRA Purchase Order 2000484047 dated April 20, 2020. The project was conducted in accordance with APTIM’s proposal dated February 6, 2020.
2.0 PURPOSE, SCOPE, AND REPORT FORMAT
2.1 Purpose
The purpose of APTIM’s services was to identify, to the extent feasible, the presence of Recognized
Environmental Conditions (RECs) or environmental concerns resulting from practices and activities that have occurred on the target property or adjoining sites that could potentially contaminate the site, by conducting a Phase I ESA. No subsurface investigation was performed as a part of this assessment.
The American Society of Testing and Materials International (ASTM) has set the industry standard for content and conducting a Phase I ESA as set forth in the ASTM International Designation: E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment
Process (ASTM Practice E1527-13). In accordance with the United States Environmental Protection
Agency (USEPA) Standards and Practices for All Appropriate Inquiries, Final Rule (AAI Rule) and by direct reference in 40 Code of Federal Regulations (C.F.R.) CFR Section 312.11(b) the procedures of ASTM Practice E1527-13 may be used to comply with the requirements set forth in the AAI Rule.
ASTM Practice E1527-13, §3.2, defines the following related terms:
The term recognized environmental condition means (“REC”) the presence or likely presence of any hazardous substances or petroleum products in, on, or at a property: (1) due to a release to the environment; (2) under conditions indicative of a release to the environment; or (3) under conditions that pose a material threat of a future release to the environment. De minimis conditions are not RECs.
The term controlled recognized environmental condition (“CREC”) is a recognized environmental condition resulting from a past release of hazardous substances or petroleum products that has been addressed to the satisfaction of the applicable regulatory authority (for example, as evidenced by the issuance of a no further action letter or equivalent, or meeting risk-based criteria established by regulatory authority), with hazardous substances or petroleum products allowed to remain in place subject to the implementation of required controls (for example, property use restrictions, activity and use limitations (AULs), institutional controls, or engineering controls).
The term historic recognized environmental condition (“HREC”) means a past release of any hazardous substances or petroleum products that has occurred in connection with the property and has been addressed to the satisfaction of the applicable regulatory authority or meeting unrestricted use criteria established by a regulatory authority, without subjecting the property to any required controls (for example, property use restrictions, activity and use limitations, institutional controls, or engineering controls). Before calling the past release a HREC, the environmental professional (“EP”) must determine whether the past release is a REC at the time the Phase I ESA is conducted (for example, if there has been a change in the regulatory criteria).
If the EP considers the past release to be a REC at the time the Phase I ESA is conducted, the condition shall be included in the conclusions section of the report as a REC.
The term de minimis condition means a condition that generally does not present a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. Conditions determined to be de minimis conditions are not RECs nor CRECs.
The term material threat means a physically observable or obvious threat which is reasonably likely to lead to a release that, in the opinion of the environmental professional, is threatening and might result in impact to public health or the environment. An example might include an aboveground storage tank (“AST”) system that contains a hazardous substance and which shows evidence of damage. The damage would represent a material threat if it is deemed serious enough that it may cause or contribute to tank integrity failure with a release of contents to the environment.
The term hazardous substance is a substance defined as hazardous pursuant to Comprehensive Environmental Response, Compensation and Liability Act (“CERCLA”) 42 United States Code (“U.S.C.”) § 9601(14), as interpreted by USEPA regulations and the courts.
The term petroleum products is defined as those substances included within the meaning of the petroleum exclusion to CERCLA 42 U.S.C. § 9601(14), as interpreted by the courts and USEPA, that is: petroleum, including crude oil or any fraction thereof which is not otherwise specifically listed or designated as a hazardous substance under subparagraphs (A) through (F) of CERCLA 42 U.S.C. § 9601(14), natural gas, natural gas liquids, liquefied natural gas, and synthetic gas usable for fuel (or mixtures of natural gas and such synthetic gas).
The term vapor encroachment condition (“VEC”) is defined as the presence or likely presence of chemicals of concern vapors ASTM Guide E2600-10 Table X6.1) in the subsurface of the target property caused by the release of vapors from contaminated soil or groundwater or both either on or near the target property as identified by ASTM International Designation: E2600- 10: Standard Guide for Vapor Encroachment Screening on Property Involved in Real Estate Transactions. [The presence of a VEC combined with additional information may be determined (at the discretion of the environmental professional) to be associated with a REC in connection with the Property.]
The performance of this Phase I ESA utilizing practices that constitute all appropriate inquiry into the previous ownership and uses of the property, consistent with good commercial or customary practice, may allow the user to satisfy one of the requirements to qualify for the innocent landowner defense, contiguous property owner, or bona fide prospective purchaser liability limitations as stated in the
Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, 42 USC.
§9601(35), §9607(b)(3), §9607(q), and §9607(r)).
2.2 Scope of Services
The Phase I ESA is a non-intrusive, general characterization of environmental concerns to the target property, based on readily available information and site observations. The assessment was conducted in general accordance with the American Society of Testing and Materials, ASTM E 1527-13 "Standard
Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process", which meets the objectives of satisfying the innocent land owner defense under the Comprehensive
Environmental Response and Compensation Liability Act (CERCLA), and identifying developmental conditions associated with acquisition of the target property. The scope of services provided is summarized below.
1. APTIM performed a site and area reconnaissance and reviewed available topographic maps, published soils reports, geology and hydrogeology information of the target property and/ or general vicinity to assist in characterizing the area surface and subsurface drainage.
2. APTIM reviewed readily available historical documents, including maps, aerial photographs, and previous environmental studies conducted at the site. Additionally, APTIM attempted to conduct an interview with the property owner and/or other individual(s) to assist in determining the past use of the property.
3. APTIM reviewed readily available environmental reports published by others, and by state and federal agencies, and contacted local and/or municipal agencies to determine if the target property or nearby properties are listed as having a present or past REC or environmental condition, are under investigation or are regulated by state, federal, or local environmental regulatory officials.
4. APTIM performed a site and surrounding area reconnaissance to identify obvious indications of present or past activities that have or could have contaminated the site.
Any assessment of issues identified as "additional issues" in ASTM E 1527-13 such as asbestos, lead in paint, radon, and lead in drinking water were not performed as part of this assessment.
5. APTIM prepared this report to present the findings, conclusions, and recommendations.
APTIM’s scope of services did not include sampling of the soil and groundwater at the site.
The scope of services for this Phase I ESA and the format of this Report generally follow the recommended table of contents as set forth in ASTM Practice E1527-13 Appendix X4.
In addition, and in accordance with Exhibit A, Scope of Work for Phase I Environmental Site
Assessments, APTIM completed an evaluation of additional environmental issues and conditions associated with the target property that were beyond the standard scope of ASTM Practice E1527-13.
The performance and evaluation of additional non-scope services and issues may not mitigate potential
CERCLA liability, but warranted consideration within the scope of services and specific purpose of this assessment.
The Phase I ESA was conducted by and reviewed by qualified environmental professionals meeting the education, training and experience requirements as set forth in 40 CFR §312.10(b). A description of the services performed by APTIM for the Phase I ESA consisted of the following tasks:
2.2.1 Task 1 - Records Review
This task consisted of the acquisition and review of reasonably ascertainable records in the evaluation of potential RECs during the existing and prior use, ownership, and occupancy of the target property.
Specifically, this task included the following elements:
• A review of federal, state, tribal and/or local environmental databases (i.e. Environmental Data Resources, Inc. [EDR] environmental database radius search report or equivalent);
• A review of topographic, geologic, hydrogeologic and aerial photographic maps to evaluate the physical setting and site characteristics;
• A review of street/city directories, aerial photographs, topographic maps, historical maps, and fire insurance maps (i.e. Sanborn maps) to provide information relative to the use, ownership, and/or occupancy of the target property from the present, back to the target property’s first developed use, or back to 1940, whichever is earlier;
• A review of available environmental reports and documentation prepared and provided by others; where applicable and available (i.e. user provided documentation);
• A review of available documents from county, tribal and/or state environmental regulatory agencies, where applicable and available (i.e. regulatory agency file review);
and
• A review of available documents and records from the local regulatory units and agencies of government, where applicable and available, including but not limited to the following:
– Local Fire Department
– Local Building Permit/Inspection Department
– Local Department of Health/Environmental Services
– Local/Regional Pollution Control Agency
2.2.2 Task 2 - Site Reconnaissance
This task consisted of a visual and/or physical site reconnaissance to evaluate the potential for RECs on or adjoining to the target property. A visual and/or physical evaluation of the properties in the general vicinity of the target property was also conducted from the target property or adjoining public thoroughfares during the site reconnaissance.
2.2.3 Task 3 - Interviews
This task consisted of conducting interviews with available current owners or occupants of the target property, and to obtain information regarding the historical uses, occupancy, and ownership of the target property. This task also consisted of interviews with representatives of federal, state, or local units and agencies of government.
2.2.4 Task 4 – Report
Following completion of Tasks 1 – 3 identified above, APTIM prepared this Phase I ESA Report. The format of this Report generally follows the recommended table of contents as set forth in ASTM
Practice E1527-13 Appendix X4.
This Report includes documentation to support the analysis, findings, opinions, and conclusions developed by APTIM. All sources, including those that revealed no findings, are sufficiently documented to facilitate reconstruction of the research at a later date. Deletions, deviations, and additions from the ASTM Practice E1527-13 standard, if any, are listed in detail.
2.2.5 Significant Assumptions
In performing this assessment and preparing this Report, APTIM made the following assumptions:
• Actual knowledge and information supplied by others is complete and accurate and has been provided in good faith;
• Information provided by local public record sources is complete and accurate;
• Information provided by the selected environmental records database vendor is complete and accurate;
• Uses of the target property, as evidenced by historical records, remained substantially unchanged during periods for which no records are available;
• No change in land use, construction, demolition, substantial renovation or additions are proposed or planned for the target property, at this time; and
• Release incidents registered on USEPA and/or state environmental registries as having a “closed” status do not represent a direct environmental cleanup liability to the current owner or operator of the target property, at this time. Considering this assumption, no file reviews of “closed” status release incidents were completed for this assessment.
2.3 Exceptions, Deviations, and Limitations
During the course of this investigation, the following exceptions, deviations or limitations from the scope of work were encountered.
Data failure associated with the review of reasonably ascertainable standard historical sources to determine the previous uses of the target property from the present to the first obvious developed use, or back to 1940, whichever is earlier, is one type of data gap. Other types of data gaps may include the lack of or inability to complete or obtain required information such as a site reconnaissance, standard historical sources, or interviews.
A data gap is only significant if 1) upon the review of various information sources, inconsistent and incongruous information is revealed, and 2) in the opinion of the environmental professional the inconsistent/incongruous information warrants or raises reasonable concern.
Based on the records review, interviews and site reconnaissance information ascertained, it is APTIM’s opinion that no significant data gaps exist relative to the history of previous uses of the target property and surrounding area and the potential of the past uses to be associated with RECs in connection with the target property, if any are negligible.
Deviation from ASTM Practice E1527-13 included:
• A chain-of-title review was not conducted for this assessment.
• An environmental lien search and/or review were not conducted for this assessment.
• An activity use limitation search and/or review were not conducted for this assessment.
• A review of property appraisal or valuation records to determine a valuation reduction for any known environmental conditions, if any, was not conducted as part of this assessment.
It is APTIM’s opinion that the above-mentioned deviations do not affect the conclusions of this Report.
No environmental site assessment can wholly eliminate uncertainty regarding the potential for recognized environmental conditions in connection with a property. Performing a Phase I ESA in conformance with the ASTM Practice E1527-13 is intended to reduce, but not eliminate, uncertainty regarding the potential for recognized environmental conditions to exist in connection with the property, while recognizing reasonable limits of time and cost.
The information contained in this Report, including its opinions and conclusions, is based on the information made available to APTIM during the time period of this assessment. Because the Report is based upon available information, some of its conclusions could be different if the information, upon which it is based, is determined to be false, inaccurate, or contradicted by additional information.
APTIM performed services, obtained findings, and developed opinions and conclusions in accordance with generally and currently accepted professional practices and standards governing recognized firms in the area, engaged in similar work.
APTIM makes no representation concerning the legal significance of its findings or the value of the property investigation. APTIM has no contractual liability to third parties for the information or opinions in this Report.
Site and project-specific physical limitations and exceptions relative to User provided information, records reviews, interviews and/or site reconnaissance activities are discussed in detail within respective sections of this Report.
2.3.1 Special Terms and Conditions
This Phase I ESA has been completed in accordance with the requested scope of services outlined and specified in Section 2.2 of this Report, and is subject to reasonable time and cost constraints.
