PROPOSER’S QUESTIONS AND GOVERNMENT REPLY

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted on SAM.Gov.

1. Please provide the ambient noise level in the following areas: Manufacturing Shop area 109; Utilities/Fire Suppression area 106; Existing Mechanical room 103; Receiving area 197; Existing Electric room 149;

Corridor 113 and Office area 111. RESPONSE: The noise levels at each location is not available, however, there is no hearing protection required in any of them.

2. Please confirm the CCTV system & please provide contact information for the current system integrator. RESPONSE: The CCTV system itself is NOT part of the project just the conduits for future installation.

3. Please confirm the CCTV system is to be included in our SOW. If yes, please provide contact information for the existing system integrator. Should we assume cabling each camera from the nearest IDF room?

RESPONSE: CCTV system NOT part of this project, just the conduits.

4. Per note #7 on the “Exhaust Fan Schedule” shown on 150-H601, the electrical contractor will furnish and install HOA Starter for each EF. Please indicate the locations these are to be installed relative to the equipment it serves. Please provide specification for HOA Starter. RESPONSE: Locations of the HOA switches are shown on 150-H111 (between columns 11 and 11.5, and A and B).

5. Drawing Reference: 150-H701 Please clarify if the current additional equipment that is integrated to the JACE controller needs new field controllers and controls? If yes, please provide a points list and sequence for existing equipment. RESPONSE: Please note revision to Drawing Notes as noted above, the referenced noted have been removed as part of this amendment.

6. Drawing Reference: 150-H701 Please clarify if the existing equipment is apart and viewed from the Metasys BMS system currently? Or is there a separate BMS system that the JACE is tied to?

RESPONSE: There is a separate BMS system for the equipment currently on JACE. WVA would like to have that equipment tied into the Metasys BMS and remove the JACE system entirely.

7. Drawing Reference: 50-H501 Please clarify, is AC-1 an existing or new unit? RESPONSE: Please review other drawings as well, AC-1 is a new air compressor unit.

8. Drawing 80-A005 - Interior Partition Types: GYP7a, GYP7a-1hr, GYP7a-IMP, & GYP7a-1hr-IMP call for an STC 57. The above partition assemblies as shown on drawing do not reach STC 57 (as depicted). Can Architect provide a STC test number depicting wall assembly and STC rating of 57; such as, National Gypsum Company test NGC B-3456? RESPONSE: Please provide the best STC rating possible as shown; please see updated sheet 80-A005.

9. Per UFC 3-600-01, ordinary hazard occupancies (as defined by NFPA 13) shall have a sprinkler design demand & minimum K-factor in accordance with table 9-3. UFC 3-600-01 table 9-3, indicates a minimum K-factor requirement of 11.2K for ceiling heights in excess of 30ft. The peak of the “shark tooth” style roof in manufacturing area 109 is roughly 37’-6” AFF. Are 11.2K factor sprinkler heads required in these areas? RESPONSE: Per coordination with AHJ, minimum 8.0K sprinklers are acceptable for sawtooth areas.

10. Are the design areas noted in UFC3-600-01 table 9-3 required to be increased by 30% for sloped ceilings exceeding a slope of 2 in 12 (per section 9-7.3.6) in manufacturing area 109? RESPONSE: Correct, follow the requirements of the UFC.

11. There appeared to be two (2) existing 8” RPZ backflow prevention devices at the existing incoming 8” water service. Per UFC 3-600-01 section 9-6.3.5, hydraulic calculations must require a minimum pressure drop of 12 PSI across reduced pressure backflow preventers. Is a minimum of 24 PSI pressure drop required to account for both devices? RESPONSE: Refer to sheet 120FP502 from this amendment for water service entrance configuration. Minimum 8 psi loss shall be included for double check backflow preventer per UFC 3-600-01.

12. Regarding the fire sprinkler hydraulic calculations, is there a minimum safety factor or safety cushion requirement (such as 10% or 10 PSI)? RESPONSE: The qualified FPE should follow hydraulic calculations meeting NFPA-13 and UFC 3-600-01.

13. Is the existing site water supply capable of supplying the water demands as set forth by UFC 3-600-01, NFPA 13? RESPONSE: Per notes on FP-001 Contractor shall perform and witness a hydrant flow test utilizing a plan which has been approved by the contractor’s QFPE and WVA. Contractor shall base hydraulic calculations on contractor’s hydrant flow test. Any deficiencies which arise due to the site water supply shall be immediately brought to the attention of COR and the contractor’s

QFPE.

14. Fire Protection General Note 6-A on drawing 120FP001 states that all pipe shall be schedule for 40 black steel. Can schedule 10 black steel be provided in lieu of schedule 40 for any pipe sizes? RESPONSE:

Please follow the requirements as set forth in the plans and specifications.

15. Please provide new data device install drawings or a basis to bid. RESPONSE: There are no new Data devices.

16. Please provide New Fire alarm install drawings or a basis to bid. RESPONSE: There are no new FA devices to be installed.

17. Please provide security wiring diagrams or a basis to bid. RESPONSE: Contractor to install raceway and new devices, devices to be tied into existing security system. Please reference linear footage from devices to IDF rooms on security sheets per previously revised 170-TS001.

18. The electrical demo drawings don’t reflect all the demo needed in the clean room area. Please clarify to what extent the electrical demo is in the clean room area and the Mezzanine area. RESPONSE: All equipment within the clean room area and mezzanine are being demolished. There are items specifically called out on A100 that are to be salvaged. For feeders, branch circuits, and other electrical conduits within these areas, remove all conduit that is not concealed and inaccessible and remove all conductors.

19. As per the door schedule in the drawing 80-A602, what are the requirements for doors 001 and 002? Do they have to be repaired or replaced? RESPONSE: Replaced; please see updated sheet 80-A602.

20. As per the room finish schedule given in the drawing 80-A601, do we have to paint and provide base to all the walls present in the South and West in manufacturing shop area and existing corridor?

RESPONSE: To be provided at new wall locations only; please see updated sheet 80-A601.

21. As per the room finish schedule given in the drawing 80-A601, is it required to only paint and only provide base to new walls present in South and West in manufacturing shop area and existing corridor?

RESPONSE: To be provided at new wall locations only; please see updated sheet 80-A601.

22. Do we have to paint and provide a base for both the existing corridors? RESPONSE: To be provided at new wall locations only; please see updated sheet 80-A601.

23. Do we have to paint and provide a base to East wall of the Receiving area? RESPONSE: To be provided at new wall locations only; please see updated sheet 80-A601.

24. Is there any preference for panel boards? RESPONSE: Panelboards do not need to be purchased as panelboard VN2-1 is an existing panel located in the Mezzanine Catwalk that is to be removed and reinstalled as shown on the plans. The switchgear (PP-125-1-1, PP-125-1-2, PP-125-2-1, PP-125-2-

2) shall be per Spec 26 23 00 Low Voltage Switchgear with preference for gear similar to existing.

25. Which type of cables does all interior wall wiring be in, EMT or MC cable? RESPONSE: Cables in EMT conduit may be used as allowed in Spec 26 20 00 INTERIOR DISTRIBUTION SYSTEM. MC cables shall not be used.
