About this file

This document is an asbestos survey report for Building 125 at Watervliet Arsenal. The report details an asbestos survey conducted by Arcadis of New York, Inc. to identify asbestos-containing materials that may be impacted by planned demolition activities. Arcadis inspected and collected samples from 50 homogeneous areas, and laboratory analysis found all samples to contain no detectable asbestos. The report provides the material description, location, quantity, condition and asbestos content for each homogeneous area. It concludes with recommendations to consider other unidentified materials as asbestos-containing until proven otherwise by inspection and analysis.

The related federal contract opportunity is a solicitation from the Department of the Army Corps of Engineers Engineering District New York to renovate Building 125 at Watervliet Arsenal. Supplemental Path of Construction Asbestos Survey Report

Watervliet Arsenal

Building 125

Watervliet, New York 12189

Dear Mr. Turek:

Arcadis of New York, Inc. (Arcadis) conducted a supplemental path of construction

(POC) asbestos survey of previously identified homogenous areas (HAs) at the above referenced site. The focus of the supplemental POC asbestos survey was to assess suspect asbestos-containing materials (ACM) that were not inspected or sampled during Arcadis’ 2019 survey and may be impacted during planned demolition activities. Our survey scope of work included surveying Building 125.

Arcadis’ scope of work and the findings of the asbestos POC survey are summarized below.

ASBESTOS SURVEY

On January 31, 2022, Mr. Brandon Wabble with Arcadis visited the site to conduct the supplemental asbestos POC survey. Mr. Wabble is a State of New York

Department of Labor accredited asbestos inspector. A copy of his asbestos qualification is provided in Attachment A.

Based on our understanding of the scope of work, a review of previous survey data, and our observations of the areas to be impacted by the project, the following HAs were inspected as part of this supplemental POC survey:

HA-9: Brown Grout Associated with 12” Ceramic Floor Tile

HA-10: Gray Adhesive Associated with 12” Ceramic Floor Tile

HA-11: Brown Grout Associated with 12” Ceramic Wall Cove Base

HA-12: Gray Adhesive Associated with 12” Ceramic Wall Cove Base

HA-44: Electrical Components/Wire Wrap (non-suspect, not sampled)

HA-45: Red Flange Gasket Insulation

HA-46: Gray Grout Associated with 1” Ceramic Floor Tile

HA-47: Orange/Gray Adhesive Associated with 1” Ceramic Floor Tile

HA-48: 12” Brown Floor Tile

HA-49: Gray/Beige Mastic Associated with HA-48

HA-50: Blue Flange Gasket Insulation

HA-6: Electrical Components (non-suspect, not sampled)

During the survey, Arcadis assessed the HAs identified above and collected samples of suspect ACMs. Each HA observed during the survey was observed to be in good condition and non-friable. Arcadis collected twenty (20) bulk samples and submitted them for laboratory analysis. Laboratory analytical reports are provided in Attachment B. Details regarding the material location, condition, friability, analytical result, and estimated quantity of each HA assessed during the survey is presented in the updated Homogenous Application Attachment C.

FINDINGS

Based on the results of the survey, the bulk samples collected by Arcadis were reported by the laboratory as “None Detected” for asbestos.

The remaining HAs assessed during this survey, such as electrical components and wire wrap where bulk samples were not collected were determined to be “Non-

Suspect” for ACM.

RECOMMENDATIONS

Arcadis inspected a representative number of suspect materials of each HA identified in this survey. If other suspect materials that are not referenced in this report are identified during demolition activities, Arcadis recommends that these materials be considered ACM until they are inspected by an appropriately licensed asbestos inspector and proven otherwise.

CLOSING

The asbestos survey consisted solely of the activities described herein.

Thank you for your time and consideration on this project. Please do not hesitate to call if you have questions regarding the results of this asbestos survey or if you require additional information.

Mr. Rafal Turek

EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received. Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. Estimation of uncertainty available upon request.

This report is a summary of multiple methods of analysis, fully compliant reports are available upon request. All samples examined for the presence of vermiculite when analyzed via NYS 198.1. A combination of PLM and TEM analysis may be necessary to ensure consistently reliable detection of asbestos. Polarized-light microscopy is not consistently reliable in detecting asbestos in floor coverings and similar non-friable organically bound materials. This report must not be used to claim product endorsement by

NVLAP of any agency or the U.S. Government . Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing. NOB= Non friable organically bound; N/A= Not applicable VCM= Vermiculite containing material.

1 INTRODUCTION

The Seres-Arcadis 8(a) JV, LLC (the JV) was retained by the Baltimore District of the US Army Corps of

Engineers (USACE) to update the 2017 asbestos survey for Building 125 at the Watervliet Arsenal (WVA) in Watervliet, New York (site). The work was conducted as described in the scope of work in the USACE

Baltimore District contract No. W912DR-18-D-0009, Delivery Order No. W912DR-19-F-0482.

The objective of the survey was to ascertain the general presence, quantity, and location of asbestos-containing materials (ACMs) and materials coated with lead paint at the site. The results of the survey will assist in the preparation of an abatement scope of work and subsequent abatement of identified ACMs and lead paint that may be required prior to any renovation or demolition activities. Arcadis’ survey and report are subject to the Limitations and Service Constraints provided in Appendix A.

The survey was conducted from September 23, 2019 through September 25, 2019 by Mr. Brandon

Wabble of Arcadis, accompanied by Mr. Andrew Kopchynski of Seres. A Copy of Mr. Wabble’s accreditation is provided in Appendix B. The JV staff were accompanied by personnel from the WVA

Environmental Management Office.

2 SURVEY METHODOLOGY

2.1 Asbestos Survey Approach

The JV conducted the asbestos survey of the site for compliance with the National Emissions Standards for Hazardous Air Pollutants (NESHAPs).

This was accomplished by initially conducting a visual inspection of the structure and collecting samples of suspect ACM based on these observations. The JV conducted the asbestos survey in general accordance with ASTM International (ASTM) E2356 Standard Practice for Comprehensive Building

Asbestos Surveys. ASTM E2356 meets the applicable requirements of current United States

Environmental Protection Agency (USEPA) NESHAP Standard 40 Code of Federal Regulations (CFR)

61, Subpart M (Asbestos), USEPA Asbestos Hazard Emergency Response Act (AHERA) 40 CFR 763, Subpart E, and Occupational Safety and Health Administration (OSHA) asbestos survey and/or sampling regulations.

The survey included an inspection of Building 125 providing a general sense of the overall location, type, quantity, and condition of potential ACMs present. It was thorough in that most accessible functional spaces were inspected, and bulk samples collected of suspect materials observed. The presence of asbestos in suspect materials was assumed or presumed in some cases without bulk samples being collected or analyzed. This was necessary for locations where materials were inaccessible or areas that were unsafe to access. For those areas that were not safely accessible, suspect materials observed or presumed to be present were documented and assumed as ACMs.

The survey included destructive, intrusive, and/or exploratory testing. Arcadis endeavored to observe normally inaccessible areas, such as, but not limited to, pipe chases, wall cavities, inside mechanical systems, and under primary flooring surfaces for suspect ACMs. In addition, our survey included accessing, surveying, or sampling accessible roofing systems and exterior building materials of the structure.

The asbestos survey included a visual and physical assessment of each accessible space to locate suspect ACMs. Suspect materials were divided into "Homogeneous Areas" (HAs) (i.e., building materials that were determined by the inspector to be homogeneous based on their color, texture, and assumed date of installation). The number of samples collected was conducted in general accordance with ASTM

E2356. A representative number of samples were collected from each HA.

Bulk material samples were collected in 4-mil plastic bags, and tightly sealed for transport to EMSL

Analytical, Inc. in Carle Place, New York. Each sample collected by the JV was assigned its own unique coded number. Samples were sent to EMSL for laboratory analysis under a chain-of-custody protocol.

2.2 Lead Paint Survey Approach

The JV conducted a lead paint survey of representative interior and exterior surfaces for the purpose and compliance of USEPA Resource Conservation and Recovery Act (RCRA) (Standard 40 CFR 240-280) and OSHA Lead in Construction (Standard 29 CFR 1926.62).

Suspect lead paint was identified based upon a visual inspection of painted interior and exterior building components. Samples of suspect lead paint were collected and assigned their own unique identification number, placed in 4-mil sealable plastic bags, and tightly sealed for subsequent shipment under a chain of custody protocol to EMSL Analytical, Inc. in Cinnaminson, New Jersey.

3 ANALYTICAL METHODS

3.1 Asbestos

Bulk samples were analyzed for asbestos (reported in percent of type of asbestos) using Transmission

Electron Microscopy with Dispersion Staining (TEM/DS) and Polarized Light Microscopy with Dispersion

Staining (PLM/DS) in accordance with the USEPA and New York State (NYS). Percentage estimates of each material's composition are based on the analyst's best visual judgment following TEM/DS/PLM analysis, and examination with a stereoscope.

EMSL is a member of the American Industrial Hygiene Association (AIHA), National Voluntary Laboratory

Accreditation Program (NVLAP). EMSL’s laboratory analytical reports results are provided as Appendix C.

3.2 Lead Paint

Paint chip samples were analyzed for total lead content (reported in total percent by weight) by flame atomic adsorption spectrometry (AAS) in accordance with USEPA Method 7420, SW 846-3050B/7000B.

Strict quality control/quality assurance (QA/QC) provisions were adhered to for analysis of all lead samples. EMSL conformed to its own in-house QA/QC procedures established by their accreditation manual. EMSL’s laboratory analysis results for lead are provided in Appendix D.

4 FINDINGS

4.1 Asbestos

The JV identified forty-five (45) HAs, of which, eighty-three (83) suspect ACM bulk samples were collected and submitted for laboratory analysis. A listing of the identified HAs, including each HA material description, location, condition, asbestos content, and estimated quantity, are presented in the Table 1.

Approximate sampling locations are shown on Figures 1 and 2. Representative photographs were excluded from this survey work.

Nine (9) HA’s have been confirmed or assumed to contain asbestos at concentrations above 1% (ACM is defined as a material containing more than 1% of asbestos by weight).

The following HAs have been confirmed or assumed to be ACMs:

Building 125

• HA-8: Mirror Mastic (Assumed ACM)

• HA-9: Gray Grout Associated with 12” Ceramic Floor Tile (Assumed ACM)

• HA-10: Adhesive Associated with 12” Ceramic Floor Tile (Assumed ACM)

• HA-11: Grout Associated with 12” Ceramic Cove Base on Wall (Assumed ACM)

• HA-12: Glue Associated with 12” Ceramic Wall Cove Base (Assumed ACM)

• HA-38: Exterior Expansion Joint Caulk

• HA-40: White/Gray Caulk Associated with Steel Plates Above Windows

• HA-44: Electrical Components/Wire Wrap (Assumed ACM)

• HA-45: Flange Gasket Insulation (Assumed ACM)

The remaining bulk samples collected by the JV as part of the survey were reported by the laboratory as

“None Detected” for asbestos.

4.2 Lead Paint

Five (5) paint chip samples were collected and analyzed for lead content by flame AAS. Lead in paint was detected in three (3) samples analyzed at concentrations ranging from 1.9% by weight to 2.0% by weight.

Details regarding material description, location, substrate, and reporting limit of each paint chip sampled are presented in Table 2.

The following paint chip samples were confirmed to contain detectable levels of lead:

• LP-2: White Paint on Brick

• LP-3: Green Paint on Brick

• LP-4: Red Paint on Brick

5 RECOMMENDATIONS

5.1 Asbestos

As presented in Table 1 and the laboratory data provided in Appendix C, results of the asbestos survey identified confirmed and assumed ACM’s at the site.

In accordance with current USEPA NESHAP regulations, certain types of ACM must be removed prior to being disturbed by demolition or renovation activities. Current USEPA NESHAP regulations require that all regulated ACMs (RACM) be removed prior to being disturbed. RACMs are defined as:

• Friable ACM

• Category I non-friable ACM that has become friable

• Category I non-friable ACM that has been or will be subjected to sanding, abrading, grinding, or cutting.

• Category II non-friable ACM that has a high probability of becoming friable or crumbled, pulverized, or otherwise reduced to powder by the demolition or renovation activities

ACMs identified at the site that may be disturbed during renovation activities, must be removed by a licensed asbestos abatement contractor utilizing industry standard work procedures in accordance with all federal, state, and local regulations governing asbestos.

Suspect ACMs that could not be sampled during the survey have been assumed to contain asbestos at concentrations above 1%. These materials must be managed as ACM until laboratory analysis can prove otherwise.

If other suspect materials, not referenced in this survey report, are identified during renovation activities, Arcadis recommends that these materials be considered ACM until they are inspected by an appropriately licensed asbestos inspector and proven otherwise.

Asbestos waste must be disposed at an asbestos waste receiving facility that is duly permitted by the state and/or local municipality in which it resides.

The OSHA Construction Standard for Asbestos (29 CFR 1926.1101) procedures and guidelines must be followed for personnel conducting activities that may disturb materials that contain asbestos during abatement, construction, demolition, renovation, and other similar activities, whether they are considered

ACM because they contain greater than 1% asbestos or if they contain 1% or less asbestos. Materials that are confirmed to contain trace amounts of asbestos (less than one percent) by point counting are not currently subject to the USEPA regulations. These materials, however, may still be subject to federal

OSHA regulations when their disturbance may elevate, or potentially elevate, the concentration of airborne fibers above the eight-hour time weighted average permissible exposure limit (PEL) of 0.1 fibers per cubic centimeter of air (f/cc) or the 30-minute short term excursion limit of 1.0 f/cc. It should be noted, despite these limits established by OSHA, that no "safe" level of asbestos exposure has been determined.

OSHA considers disturbance of building materials containing equal to or less than 1% asbestos as

“unclassified asbestos operations”. Unclassified asbestos operations cover employees likely to be exposed in excess of the PELs and who are performing asbestos operations that are not covered by

Class I through IV asbestos operations (e.g., renovation/restoration activities). Employees must have appropriate training meeting OSHA Standard 29 CFR 1926.1101 (k)(9)(viii). In addition, the employer still must follow the requirements in 29 CFR 1926.1101 paragraphs (g)(1) [except (g)(1)(i)], (g)(2) and (g)(3) that describe engineering and work practice controls operation.

The JV recommends that engineering controls and work practices be utilized and that personal exposure assessment (air monitoring) be conducted on contractor’s performing work in areas where materials have been identified to contain equal to or less than 1% asbestos in accordance with OSHA Standard 29 CFR

1926.1101 (f) Exposure Assessments and Monitoring. Arcadis also recommends that contractors wear applicable personal protective equipment as defined in 29 CFR 1926.1101, while performing work activities in these areas, and utilize appropriate engineering and work practice controls to minimize the potential fiber release.

5.2 Lead Paint

As presented in Table 2, and the laboratory data provided in Appendix D, detectable levels of lead in paint were identified at the site.

The JV recommends that the general contractor and any sub-trades be advised of the presence of lead-based paint/lead-containing paint and their requirements for compliance with the OSHA Lead in

Construction standard (Title 29 CFR, Part 1962.62). Compliance with OSHA is required for any detectable levels of lead in painted surfaces.

Any work that could disturb known or suspect lead-based paint should be conducted in a way to minimize and control dust, and that the contractor performs a thorough cleanup.

If other suspect lead-based paints/lead-containing paints, not referenced in this survey report, are identified during renovation activities, the JV recommends that these materials be managed as lead-containing until they are inspected and proven otherwise.

Waste characterization sampling and analysis is recommended for the representative waste stream generated by renovation activities. Waste stream analyses should include toxicity characteristic leaching procedure analysis, as required.

6 ADDITIONAL SURVEY LIMITATIONS

The JV’s survey is subject to the following limitations in addition to those presented in Appendix A:

• Photographs were excluded from survey work.

• Utilities/services, including electric, water, and heat, were active in most areas surveyed. Materials associated with electrical components and energized equipment were not safely accessible and were not sampled.

• The investigation did not include access or inspection of confined spaces, crawl spaces, underground piping, conduits, building footings, and extent of subsurface soil asbestos contamination, if any.

• The TFS area was occupied with no admittance and was therefore excluded from this survey work.
