- Section 01 45 00.00 10 - paragraph 3.4.3 is herby revised as follows: “In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist the CQC System Manager for the following areas: electrical, mechanical, civil, structural, environmental, architectural, submittals clerk, Cx Agent/LEED Specialist. These individuals or specialized technical companies, aside from CQC, may be part of the subcontractor team on this project; be responsible to the CQC System Manager; be physically present at the construction site during work on the specialized peronnel's areas of responsibility;
have the necessary education or experience in accordance with the experience matrix listed herein. These individuals can perform other duties but need to be allowed sufficient time to perform the specialized personnel's assigned quality control duties as described in the Quality Control Plan. A single person can cover more than one area provided that the single person is qualified to perform quality control activities in each designated and that workload allows.”
PROPOSER’S QUESTIONS AND GOVERNMENT REPLY
The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted on SAM.Gov.
1. Please confirm that the fire protection engineers of record responsible for fire alarm and fire protection (sprinkler) drawings must be a Qualified Fire Protection Engineer (QFPE) and a registered professional engineer (P.E.) who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES) as defined in UFC 03-600-01 Section 2-1. RESPONSE: Correct, the Fire Protection Engineer must mee the requirements of the
UFC.
2. Please confirm that this contract meets the definition of a Major Project per UFC 3-600-01 Section 2-1 and that a complete building and life safety code analysis will be required to be completed for the entire existing building by a Qualified Fire Protection Engineer (QFPE) per UFC 3-600-01 Section 1-7.
RESPONSE: Correct, the project meets the definition of Major Project
3. If a complete building and life safety code analysis is required for the entire existing building, please confirm that deficiencies found outside of the scope of work (as identified in the Statement of Work document provided by the Government) are not the responsibility of the contractor to correct as part of this contract. RESPONSE: Complete building and life safety code analysis is not required for the entire existing building. Device expansion and egress are designed to function per code requirements for renovated space and existing region.
4. Per UFC 3-600-01 Section 1-7, the intent is to have a single QFPE overseeing the fire protection for the entire project. If multiple QFPE’s (one for fire alarm and a second for sprinkler) are involved, which one would be responsible for the submission of the life safety code analysis? Please clarify whether two QFPE’s can work on the same project at one time, and if that does happen, which individual is overall responsible for the UFC QFPE requirements, Fire Alarm or Fire Protection? RESPONSE: Per UFC 3- 600-01 1-7.1.1 Note: Use of multiple QFPE on a project is allowed but not preferred. Any documentation submitted to the Gov must be signed by QFPE responsible for the document and its content.
5. Please confirm that the QFPE is to be a first-tier contractor directly hired by the Prime Contractor, and not be a subcontractor to the fire alarm and/or fire protection subcontractors? RESPONSE: QFPE can be hired directly by the Prime or subbed under FP subcontract.
6. Please confirm that upon award and prior to any other design submittal, the contractor’s QFPE must submit a written copy of their resume indicating education, professional registration, and work experience, along with a letter attesting to their compliance with the requirements of UFC 3-600-01 Section 1-7 and that the letter must include an imprint of their professional engineering stamp with signature.
RESPONSE: Correct, follow the requirements of the UFC.
7. Conduit Mounting. How are the conduits between the busway and equipment to be mounted / secured?
RESPONSE: Where convenient, contractor shall use structural columns for support.
Alternatively, contractor may provide custom conduit racks complying with code requirements.
Conduit may run along the floor out of the way of walking paths. Coordinate with Owner final location of production machines.
8. Equipment Transformers. For the equipment that have transformers, where will the transformers be located? Are they next to the equipment, or separate locations? RESPONSE: The transformers will be next to the production machines.
9. Feeder Schedule. A few of the conduit identifier tags on drawing 160-E400 appear to be mis-labeled. For example, on single line 160-E201, the feed between VNT1-1 and VN2-1 is tagged as P0002-01.
However, on the feeder schedule on drawing 160-E400, P0002-01 is labeled as being from Busway Bay 1 East to WV12801. It is difficult to know if the feeder sizing is accurate without the equipment sizes being listed on the single lines. Please advise. RESPONSE: The feed between VNT1-1 and VN2-1 is P0002- 1 and the feed from Busway Bay 1 East to WV12801 is P0002-01. Please note the subtle difference.
10. Circuit Sizing. Please provide circuit information for all the new exit signs shown on the lighting drawings.
RESPONSE: Connect exit signs to nearest branch circuit within room. Please see revised load schedule (160-E207) and lighting sheets (160-E307 through 160-E310).
11. Circuit Information. Please provide circuit information for the type “c” fixtures on drawing 160-E307 & 160-E310. RESPONSE: There aren’t any “C” fixtures on 160-E307 & 160-E310. The pendant type fixtures on these sheets are “B” type. Please see revised load schedule (160-E207) and lighting sheets (160-E307 through 160-E310).
12. Would it be possible to get a copy of the AS-BUILT drawings for the existing sprinkler system piping that is currently installed in building 125? This would great to have during our site walkthrough on Thursday May 11th. I do see that some of the larger existing SPK mains are depicted within the bid set but having the full layout would be ideal. RESPONSE: Unfortunately, the requested information is not available.
13. Spec 01 45 00.00 10, 3.4.3 calls for various specialists (MEP, civil, structural, concrete, environmental specialist) to be employed by the Prime Contractor. Typically, these individuals are employed by subcontractors, which significantly reduces the employment burden on Primes. Please advise if these members of QC Team might be employed by subcontractors in lieu of the Prime Contractor.
RESPONSE: Quality Control Manager to be employed by the prime contractor. Subcontractors may be members of the quality control team provided they meet the qualifications included within the contract specifications, please refer to revised spec section 01 45 00.00 10 par 3.4.3.
14. Our work in the shop/manufacturing area only covers half that space (where the cleanroom is). Will there be ongoing operations for the owner in the other half or will the whole space be vacated? Do we need to partition off the other half? RESPONSE: Per plans and Specs, on-going operation will take place while renovation is in progress. A coordinated phasing plan will be required prior to any work/disruptions.
15. Will all systems in the cleanroom be purged and cleaned of hazardous chemicals before we start demo or are we doing that? If so, what are we cleaning up? RESPONSE: The contractor is responsible for ALL demolition of all equipment and its content. Please refer to appendix B for as-builds.
16. Confirm that Option 7 is to install window film on the rest of the building that is not included in the areas we are doing in the base bid. RESPONSE: Confirmed, the film is to be installed on all windows within the building as noted in CLIN 0010 of Bid Schedule.
17. Please clarify the number of printed proposal hardcopies are required (if any). Instructions to Bidders – Additional Instructions states, “Potential Bidders are reminded that only the minimum documents are required for bid submission: Full bid documents on one (1) CD-ROM.” RESPONSE: Only the original printed bid needs to be submitted. The CD with the bid documents now serves as the copy.
18. Equipment Furnished by Others. There is a note on several single line diagrams that states the transformer, conduit to equipment and equipment shall be provided by the equipment vendor, for certain equipment. Who is responsible for the installation of said items? Also, it doesn’t mention the wiring between the transformer and equipment, who provides/ installs? RESPONSE: Where transformers are provided by vendor (under separate contract), conduit and cabling from busway to transformer is intended to be provided/installed by contractor. Conduit and cabling from transformer to equipment is intended to be provided/installed by Equipment Vendor and under a different contract.
