PROPOSER’S QUESTIONS AND GOVERNMENT REPLY

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted on SAM.Gov.

1. Drawing 50-C100, General Note #5 references an allowance for manhole/catch basin repair/replacement.

What is this allowance? RESPONSE: The intent of this sentence is that the bidders include costs in their proposal under this option for replacement of manhole/catch basin.

2. Please confirm that the impact resistant gypsum board required on some of the 7a walls needs a fiberglass facing or is a paper facing OK as long as it meets the abuse standards specified?

RESPONSE: : Please refer to specification section 09 29 00 2.1.1 Abuse Resistant Gypsum Board for requirements; selected board will be reviewed during submittal process for compliance to specifications.

3. Finish schedule indicates Corridor 114 to receive new VCT 2. Finish Floor Plan - Area B does not show a floor finish. Please clarify. RESPONSE: This area is existing to remain; finish schedule has been updated on sheet 80-A601 in Amendment 0003.

4. A601 - FINISH SPECIFICATIONS indicates match existing. What is existing? For bidding purposes please provide a material specification for: VCT1, VCT2, VB1. RESPONSE: Refer to specification section 09 65 00 for requirements; colors to be selected from the manufacturer’s standard colors to match existing.

5. Drawing 120FP103 indicates Existing Conference Rooms 115, 116, 192, 193, 194, 195 & Existing Inspection 117 are not in our scope of work. However it was observed at the walk through that the existing overhead system that is to be removed and replaced supplies sprinkler heads protecting these rooms. Should the removal and replacement of the sprinkler protection in these rooms be included in our scope of work? If these rooms are in our scope of work does the existing system need to be left in service while the new system is installed? RESPONSE: New roof-level sprinkler system shall feed lower conference room spaces. Existing system shall be kept in service for as long as possible.

Contractor is responsible for fire protection during construction per NFPA 241. Contractor shall not demolish any system piping feeding areas outside the scope of work area.

6. In response to RFI #9 in Amendment #2 it was pointed out that the feeder between VNT1-1 and VN2-1 is tagged as P0002-1 rather than P0002-01. However, P0002-1 does not appear in the feeder schedule on drawing 160-E400. Please advise. RESPONSE: Feeder P0002-1 has been added to the schedule.

Please see updated sheets E-201, 207, and 400.

7. The PWS and the site visit indicate there will be a networking/telecom scope to the project, but there are no telecom drawings included with the drawing set. Please advise. RESPONSE: : Please refer to IT scope on sheets 170-TS001 through 170-TS408.

8. Spec Reference: DIV 01 (1.3.2) & Page 9, line #3. Per the specs in DIV 01 it states two different working hours for contractors. Please clarify if the working hours are Monday through Friday 7 a.m – 4 p.m.

RESPONSE: Please review response issued under amendment 0003 RFI #24, the project working hours are noted in section 01 14 00 par 1.3.2

9. Please provide details for the overhead door (14x14 High Speed, Receiving 197B) for the application. (a) What is the door of design, (b) What is the environment on either side of the door opening, temps? (c) Are the rooms on either side of the space pressurized? (d) Confirm the door is located in the receiving area,

(e) What activations are they looking for, (f) What type of traffic is going through the door and how often?

RESPONSE: : (a) Unfortunately government is not allowed to provide basis of design, refer to plans and specifications for requirements. Selected products will be evaluated during submittal process for conformance. (b) Temperature is not a factor in this design. See Mech Dwgs & Specs

(c) Rooms are not pressurized. See Mech Dwgs & Specs. (d) Confirmed. (e) Hi-speed fabric doors are to be motorized and have a motion sensor on both sides of the wall to open automatically on approach. The bottom of the door is required to have a soft-edge. These should also be provided with a hood cover, a vision panel, and break-away tabs, Refer to drawing A602 and specification section SECTION 08 34 16.20 VERTICAL LIFT FABRIC DOORS. (f) Traffic through the door is forklifts carrying Pallets and material. Frequency cycle of door should be once every 5 minutes.

10. As per the given contract drawings there are no details provided for the perimeter roof/wall flashing in roof plans. Can you please provide the details. RESPONSE: Please refer to detail 5/80-A303

11. Drawing A602 detail 2 for the screens shows there being approximately 1” between the securement plates and the tubing. They are calling for there to be 3” long anchor bolts to be installed. How exactly are they intending that to work? It looks as though everything must be tamper-proof as well, so maybe the tabs can go out towards the front instead of directly underneath? RESPONSE: See updated detail 2/80-A602; this will need to be verified in field for adequate tab dimension and anchor bolt minimum distance to masonry edge.

12. Is powder coating ok for the security screens? RESPONSE: Yes.

13. Can Basis of Design, such as a Product Number from a Manufacturer for ACT1 & ACT2 be provided?

RESPONSE: Unfortunately, government is not allowed to provide basis of design, refer to plans and specifications for requirements. Selected products will be evaluated during submittal process for conformance.

14. Do all partitions "GYP7a" that encompass 143a,143b,143c go to deck, including all drywall? RESPONSE:

Partitions & drywall may terminate 6” above ceiling if it is determined that bracing is not required per specification section 05 40 00.

15. Is there a canopy intended at an exterior door in Area C? This does not appear in the architectural plans, only on the overall site plan. RESPONSE: Locations of the canopies are noted on C101, with all details found on C, and S drawings, drawing A602 shows typical elevation.

16. Please confirm a total of five (5) canopies. RESPONSE: Correct, drawing C101 there are 5 canopies in the project.

17. Is it required to replace the roof edge flashing in area H and area G? RESPONSE: Yes, this work should be included as part of the roof replacement option.

18. Is Option 7 limited to only to the exterior doors of the canopies or does it include all the components of the canopies like foundation, framing and columns as per drawing 70-S901? RESPONSE: Per plans and specifications option 7 includes construction of the freestanding canopies over select entrances as noted on C101, details can be found at C501, S901, A602

19. Amendment 003, RFI #09 clarifies that the security film is to be applied to glass windows. Since drawings do not indicate location of either fiberglass panels or glass windows, please mark glazing types on the elevation drawings. RESPONSE: Please refer to drawing A303 detail 1 and 2.

20. According to drawing 80-A201, why does the legend mention that approximately 100 SF of brick V.I.F to be replaced? RESPONSE: The intent of this option is to include tuckpointing along with replacement of bricks is some areas, to be verified in field. The estimated area or brick replacement is set at 100SF.

21. Can you please send us pictures of the railroad tracks present in the building? RESPONSE: The closest picture included from the site visit is on page 4 of 150 in appendix C, at the bottom right corner, part of the slab can be seen with a slight ridge in the concrete, the railroad tracks are buried under the slab in that corridor.

22. Who is the current supplier for fire alarms? RESPONSE: Please refer to reply in amendment 0003

RFI #27.

23. Suppliers are still not able to locate the required window film. Please provide additional details and specifications for the film that is requested since the description of the film does not match any blast film that is available on the market today. RESPONSE: These refer to response to RFI #19 in amendment 0003. The intent of the film is mainly to obscure visibility into the space from outside and minimize thermal gain, there is no requirement for blast.

24. Is there a requirement for a specific manufacturer for the generators? RESPONSE: There are no generators included in this project.

25. As per the drawing 80-A113, there are no details given for canopy for the mentioned exterior doors. What are the requirements for these doors according to Keynote 9 in the given drawing? RESPONSE: Please refer to Drawing C101, additional details can be found at C501, S901, A602

NOTE: If dropping bids off in person or by mail, please advise via email to Nicole.fauntleroy@usace.army.mil and nicholas.p.emanuel@usace.army.mil.

Contractors are encouraged to wear a mask on the main floor and are required to wear a mask on Floor 16. The government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive proposals. Bidders are responsible for ensuring that bids are submitted so as to reach the designated receiver and designated location.

Bidders are responsible for allowing sufficient time for the bids to be received in accordance with the instructions provided. WAGE DETERMINATION:

A U.S. Department of Labor Wage Determination has been included. For Construction contracts, the wage rate is located at the end of this document. If a U.S. Department of Labor Wage Determination has not been included, it should be added by amendment prior to the date set for receipt of bids/proposals. In the event a Department of Labor Wage Rate has not been attached to this contract, neither the contractor nor any subcontractor under the contract shall pay any of his employees performing work under the contract (regardless of whether they are service employees) less than minimum wage specified by Section 6(a)(1) of the Fair Labor Standards Act, as amended.

CPARS

The Federal Acquisition Regulation (FAR) requires that Past Performance Information (PPI) be collected on DoD contracts. The Contractor Performance Assessment Reporting System (CPARS) is a web enabled application the supports the completion, distribution and retrieval of all contract performance evaluations.

Contractor Representative are responsible for reviewing and commenting on evaluations submitted on the Contractor Performance Assessment Reporting System (CPARS) website at https://www.cpars.gov/index.htm.

AT-OPSEC REQUIREMENTS

Pre-screen Candidates Using E-Verify Program – The Contractor must pre-screen Candidates using the E-Verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-Verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.

NOTICE REGARDING BID BONDS, PEFORMANCE BONDS, AND PAYMENT BONDS

The Standard Forms (SF24, SF25, and SF25A) for these bonds have been revised as of August 2016. When including your bid/offer, contractors/sureties shall use the revised versions. No other version will be valid and thus may render your bid/offer nonresponsive.
