PROPOSER’S QUESTIONS AND GOVERNMENT REPLY

The following questions and answers are provided for information only. Nothing contained below amends or revises any provision of the solicitation. This is for bidder’s reference only, and is not to be considered as a part of the Contract Documents. Contract award will be based on what is contained in the printed Plans and Specifications in a hard copy format or Electronic Bid Set if provided and as posted on

SAM.Gov.

1. Equipment Sizes on Single Line Diagrams: Please provide the sizes (amperage) of the panels, disconnects and transformers shown on the single line diagrams. Some of the equipment lists sizes, most do not. RESPONSE: Panels/SWGR shown on 160-E200 and 160-E202 through 160-E206 are

1200A, 480/277V, 3PH, 4W, 65KAIC.

Transformer VNT1-1 shown on 160-E201 is 75KVA.

Panel VN2-1 shown on 160-E201 and 160-E207 is 100A, 120/208Y V, 3PH, 4W, 10KAIC.

Circuit breaker switch shown on 160-E201 is 125A.

Disconnect switches shown on 160-E202 through 160-E206 should be the same size as the upstream CB.

Transformers shown on VNT1-1 shown on 160-E202 through 160-E206 will be provided by equipment vendor.

2. Security System Scope of Work. What is the scope of work for the security system shown on the “TS” series of drawings? Are we installing raceway / backboxes only, or is this to be a fully installed system?

There are no details on the drawings signifying either way. RESPONSE: Contractor is to install raceway and new devices, devices to be tied into existing security system. The intent is to expand the existing security systems to cover new layout. Please see revised Drawings TS001 thru TS408

3. Note 7/A112 calls for Bid Option 9 – to repair, patch and re-paint office walls but RFP Price Schedule does not have option. Please advise. RESPONSE: This work correlates to Bid Option #9, please refer to revised bid schedule as issued under this amendment.

4. Please provide details and/or drawings for the removal of existing mezzanine. What is made of – steel, concrete, wood etc.? RESPONSE: Please refer to appendix B for available details, the existing mezzanine is steel grating on channel system with metal access ladder

5. Please provide details and/or specifications for steel wire security fencing to be installed behind windows.

RESPONSE: Please refer to updated detail 2/80-A303. 2"x2" square opening steel wire mesh in 2”x2” square steel frame bolted into surrounding brick / concrete w/3/8"x3" anchor bolts top & bottom, white finish.

6. Does this building have an existing lightning protection system that will be removed just on the roof-top for the re-roof and new RTU’s? RESPONSE: The building has existing lightening rods that are connected to the building structure. If the rods are removed during roof replacement, they need to be reinstalled.

7. Window film contractors asked what manufacturer the spec was written around. To the best of their knowledge, they don’t know who makes an 8 mil tinted non-water activated film. Can you please clarify a manufacturer or particular product to use as a basis for finding them or an equal? Thank you.

RESPONSE: Unfortunately, the Gov is not allowed to share a specific manufacturer, but only the film characteristics. A way of finding product that meets requirements is to search “0.0080 inch tinted safety and security, non-water activated window film”.

8. Are the fiberglass panels at the windows applied over the windows or are they in lieu of the windows on the upper level of glazing? RESPONSE: The existing fiberglass panels are in lieu of the windows.

9. If the fiberglass panels take the place of windows on the upper level of glazing, do we need to apply fragmentation film to these? RESPONSE: Per detail 1 on A303, the film is to be applied only on to storefront panes (glass windows).

10. Is there an existing lightning protection system on the building? If so, what are we doing with it?

RESPONSE: There are lightning rods installed, they need to be reinstalled if needed to move during any roof work. There is no other work to be done on the lightning protection.

11. Where is the lead paint located? What are we doing with it? RESPONSE: For information on lead paint can be found in appendix A. The proposed work does not include any areas with lead paint.

12. The asbestos survey found asbestos in the caulking at steel plates above windows and expansion joints.

Are we doing anything with these? RESPONSE: The items in question are not included in this project.

13. The asbestos survey found asbestos in flange gasket insulation (150 locations), electrical component wire/wire wraps (36 locations). Where are these and are we doing anything with them? If the equipment is being removed as a unit, do we need to do anything special to handle it? RESPONSE: Please refer to Appendix A for sample locations, this project does not include work at any of those locations.

14. Option 4 is to scrape and paint lintels. Confirm this includes the fascia as shown on 80-A201, 202, 203?

RESPONSE: Correct, both facia and lintels are included, the bid schedule has been revised and reissued under this amendment.

15. For work done in Areas not included in the contract, (Areas B,C,E,F,G,and H) are there any work restrictions (hours, days, etc.) and what are the finishes that are in the way (ceilings, mechanicals, etc.)?

We will be putting in window film, roof drains and piping, steel supports for roof units, etc. RESPONSE:

The areas outside of the project are of mixed use, there is a drop ceiling conference area, offices as well as exposed ceiling with manufacturing. Access to the manufacturing space will require coordination prior to any work, this should be addressed during the preconstruction conference.

16. Note 2/A170 calls for confirmation of all signage type with COR prior to the bid. Please provide details and locations of all signs not shown on A170 (health and safety warning, pipe markers, tags, and equipment nameplates). RESPONSE: New piping and equipment shown in MEP drawings shall receive appropriate markers and nameplates. See sheet 80-A700 for Piping Color Legend. The contractor is to follow UFGS specifications for labeling.

17. Elevation drawings call for Option 4 To Scrap and Repaint Existing Fascia. Bid Schedule does not have this option. Is scraping and repainting the fascia part of the base bid, option (what is the number) or not in this scope of work? RESPONSE: Please refer to the revised Bid Schedule as issued under this amendment. Both fascia and lintel scraping, and painting are included in option #4.

18. Elevation drawings show smaller window openings at lower level. Are these windows part of an Option 7 for installation of the security film and wire mesh or these openings are not in the scope of work?

RESPONSE: Per revised Bid schedule Option 8 includes ALL glass windows for the entire building.

19. None of our suppliers have 8 mil thick frosted film. The spec calls for "retention film shall be a minimum thickness of 0.0080 inch and shall be frosted. The film shall be supplied with an optically clear weatherable pressure sensitive adhesive." Please provide basis-of-design for this product and/or the supplier name or alternates for this film. RESPONSE: Unfortunately, the Gov is not allowed to share a specific manufacturer, but only the film characteristics. A way of finding product that meets requirements is to search “0.0080 inch tinted safety and security, non-water activated window film”.

20. Reference drawing 80-A101. Keynote 2 states “Bid option 9: selectively remove existing carpet tile in offices and admin area.” Option 9 on the bid sheet is replacement of existing shop lighting w/ LED fixtures. Please clarify bid options and/or bid form. RESPONSE: Please refer to the revised bid schedule as issued under this amendment.

21. Specification 21 13 13, paragraph 3.5 Painting, references specification section 09 09 00 Painting and Coatings. Is the fire protection piping required to be painted? RESPONSE: Yes. See sheet 80-A700 for Piping Color Legend.

22. Drawing 120FP501 keyed note L indicates that there is an existing pre-action system the will need to be removed. Will the existing pre-action system need to remain in service during the course of construction?

Will it need to remain operational until the new wet-type system is installed, tested, and commissioned before taking the existing pre-action system out of service? RESPONSE: The pre-action system serves a decommissioned use for the existing clean-room (to be demolished). The pre-action system shall remain operational for as long as possible. All further guidance to be provided by NFPA 241 Fire Protection during construction, as noted in 01 35 26, par 3.1.

23. Reference drawing 80-A112. Keynote 9 states “Bid option 7: New free standing metal canopy at exterior doors.” Option 7 on the bid sheet is installation of security film on all exterior windows for entire building.

RESPONSE: Please refer to the revised bid schedule as issued under this amendment.

24. Spec 01 11 00, WVA Information for Contractors dated 11/23/2015, calls for (4), item 3 calls for working hours 7:00 AM through 4:00 PM, Monday through Thursday, and 7:00 AM through 3:00 PM on selected Fridays. Spec notes that WVA is closed every other Friday. Please confirm these conditions and/or provide clarification. RESPONSE: Please refer to section 01 14 00 par 1.3.2 for this project working hours. The reference document at end of section 01 11 00 par 3 is referring to the work hours for the manufacturing only. Per par 3 coordination and approval is needed for work in the area when there is no manufacturing.

25. Is a hazmat report for Bldg 125 available for contractors? RESPONSE: Please Refer to Appendix A, as posted with the original solicitation.

26. What items are we to move and/or store for the owner and put back after the work is done? RESPONSE:

Please refer to Salvage List on Drawing A100.

27. Do they have a current vendor for the security system? Fire Alarm system? RESPONSE: The ICIDS (integrated commercial intrusion detection system) is provided by DAQ Electronics and maintained under an ESS contract by Fusion. The FA system is provided by Simplex Fire.

28. How many shifts a day does the manufacturing in Area 109 run? RESPONSE: Manufacturing operates on 2 shifts, 1st shift is 0700-1630 and 2nd shift 1630-0200, M-F with every other Friday off. Refer to document at end of section 01 11 00 (WVA doc par 3)

29. Is there a shutdown schedule for those machines that we need to get the power feeds off the wall to be demolished (roughly column line 11)? RESPONSE: Machines will be shut down as required with prior coordination. A shutdown schedule will be coordinated with WVA once the contractor’s baseline schedule is submitted and accepted. Equipment downtime will need to be coordinated in advance in accordance with all applicable criteria in the specifications. As this is an active production facility, any equipment shutdowns will need to be minimized to the greatest extent possible.

30. What are the restrictions, if any, for setting up a crane around the building to complete the reroof?

RESPONSE: Any equipment mobilized around the building that does not interfere with traffic can be mobilized after written request to the Government with at advance notice and following all standard safety procedures/measures.

31. The site visit truly showed the scope of demo and M.E.P. requirements. Can we get a two week extension to allow time for us to get correct subcontractor pricing? RESPONSE: Please see revised new bid due date as well as last date to submit any questions.

32. A601 - ROOM FINISH SCHEDULE remarks list some finishes under Bid Option 9. However, the scope corresponds to Bid Option 8 on the bid form. Please clarify. RESPONSE: Please refer to the revised bid schedule as issued under this amendment.

33. Reference drawing 80-A601 room finish schedule states “Bid option 9: New floor and wall finishes.”

Option 9 on the bid sheet is for replacement of existing shop lighting w/ LED fixtures. Please clarify bid options and/or bid form. RESPONSE: Please refer to the revised bid schedule as issued under this amendment.

34. Will offerors need to relocate or store any of the manufacturing equipment? If so, please advise on the number of pieces as well as their size and weight. RESPONSE: No, the bidders are not responsible for relocation of any of the manufacturing equipment.

35. It was observed that there was a raised floors in the existing clean room areas. Please confirm there is no existing fire protection covering underneath the raised floor that will need to be removed. RESPONSE:

Correct, there is no fire protection beneath the raised floor. Please refer to Appendix C for photos.

36. On the east side of the existing manufacturing area between column lines 6.5 and 6 it was observed there was an enclosed building within the main manufacturing area. The fire protection drawings do not indicate new coverage in this area. Should coverage be included inside the small building located in the existing manufacturing area? RESPONSE: No, the location in question is outside of the project scope.

37. Can the hydraulic calculations for the new wet-type sprinkler system be provided? RESPONSE:

Unfortunately, we are unable to share our calculations.

38. Is the existing roof still under Warranty? If so, with who? RESPONSE: Yes, the TPO roof is still under warranty, the manufacturer is Carlisle SynTec, installed by Skyway Roofing.

39. Are As-Built drawings available for the existing roof? RESPONSE: Unfortunately, those are not available.

40. Is a tapered layout available for the existing roof insulation? RESPONSE: No, it is not available.

41. Due to the design requirements for the Fire Alarm system, JCI has requested a minimum 2 week extension on the bid to secure a QFPE for the project. RESPONSE: Please refer to revise bid due date as issued in this amendment.

42. Please provide CAD backgrounds for design/layout purposes. RESPONSE: The CADD drawings will be available to the winning bidder, after construction award.

43. Please provide contact information for the existing access control system. RESPONSE: The ICIDS (integrated commercial intrusion detection system) is provided by DAQ Electronics and maintained under an ESS contract by Fusion.

44. Should we assume cabling each camera from the nearest IDF room for the CCTV system? RESPONSE:

Correct.

45. Regarding the existing cleanroom demolition; Besides the equipment as noted for relocation on the electrical drawings, shall we assume safe-off of all devices and conduits to be demolished by others or shall we assume full demolition for any electrical component? RESPONSE: The scope of clean room demolition includes removal of all electrical items that are no longer needed.

46. Please confirm the access control system is to be included in our SOW. If yes, please provide contact information for the existing system integrator. RESPONSE: Confirmed, access control is included, the ICIDS (integrated commercial intrusion detection system) is provided by DAQ Electronics and maintained under an ESS contract by Fusion.

47. Please clarify which windows or if all windows get security fencing detailed on 1/80-A303. RESPONSE:

Please refer to Drawing A-112 Key Note 1.

48. Bid Option 2 is for masonry work. We are supposed to hire a mason to do a survey and make recommendations to repoint and/or replace masonry as required. How should we price this? The scope won’t be known until after the survey is done. RESPONSE: The bid schedule has an estimated amount of area for tuckpointing, within that area its estimated to replace about 100SF of brick façade. Please refer to the revised drawing A201, A203 and A203.

49. Removal of access flooring and its pedestal will require patching the concrete slab prior to further finishes. Shall a contractor make allowances for this work, or the Gov’t will treat this scope as a change order? RESPONSE: The base bid shall include removal of the raised floor support system, base plates, and footers. Footers to be ground flush to existing adjacent slab. See updated note on Sheets 80-A101 and 80-A104.

50. For bidding purposes how would we quantify the 5000sft of tuckpointing vs replacement of brick as stated in Option2 Item No.0005. The items are substantially different in cost. RESPONSE: Please refer to the revised drawing A201, A203 and A203.

51. Clarify the extent of epoxy flooring. What is being done in the base bid? The drawings speak of leaving the epoxy flooring under the clean room but also show new epoxy flooring partially covering Area 109.

Option 10 says to redo epoxy flooring over the entire 109 Area. Is there any epoxy flooring in the base bid? RESPONSE: See updated note on sheets 80-A101 and 80A-104. The base bid includes new epoxy floor as noted on A141 thru A144. Per the revised bid schedule, Option 6 is to redo epoxy floor in the existing manufacturing shop area between column lines B11 and H6.

NOTES:

1. Bidders are required to bid on all the Base Bid and all the Optional Bid Items or their bids will be rejected.

2. Bidders are reminded that they must bid on the issued plans and specifications as amended. Any deviations, conditions or attachments made by the bidder himself, thereto, may render the bid non-responsive and be cause for its rejection.

3. Line item 0003 is pre-priced at $100,000.00 and this price shown may not be changed. This price is set by the government as assurance to receive final drawings, it may not reflect the actual effort of developing final set. The Offerors are to include balance of actual effort in CLIN 0001, whether credit or additional cost.

4. The Basis of Evaluation will be the lowest responsive, responsible Offeror based on the Total Amount for the Base Bid Items plus any Optional Bid Items (Line Items 0001 thru 0013).

5. Option 1 thru 10: The Government may exercise any option at any time before 270 calendar days from issuance of Notice to Proceed (NTP). If the government elects to exercise options 3 and or 6 (CLIN 0006, CLIN 0009 respectively) after 180 calendar days but before 270 calendar days of issuance of notice to proceed the construction contract duration will be extended by 180 calendar days, if option 3 and or 6 are exercised prior to 180 calendar days of NTP, construction duration will not be extended. Exercising of any other remaining options, at any time within 270 calendar days will not extend the construction duration.

6. The Bid Acceptance Period is as stated on Standard Form 1442.
