Amendment 0004

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.)

Question 1: In response to the above referenced project, Metal Sales Manufacturing Corporation

(MSMC) is submitting its substitution for the Concealed Fastened Smooth Finish Metal Wall Panels with two stiffening ribs, as instructed in the specification.

Attached for your review and consideration is MSMC's proposed Soffit/Wall Metal Panel System with 2

V‐Grooves identified in the CSI 1.5C Substitution Request Form, along with MSMC's Condensed

Technical Reference guide and Warranty information.

Answer 1: 1. Substitution must be a "SHPO" approved metal panel to match other recently installed roof screens on historically designated West Point buildings. See attached basis of design single "V" groove smooth panel with factory applied finish and concealed fasteners. See BOD attached:

a. (CENTRIA IW Series Wall System: IW-14A).

Answer 3: 1. The manholes/inlets requiring protection will be structures labeled as open grates, labeled with a keynote, or showing an inlet protection symbol over them. Drainage manholes DMH 143I29A and DMH 1445J29A are being converted from solid cover to open grate and will also need inlet protection once converted. Also refer to General Note #8 and #9 on sheet C-001 of the contract drawings.

2. There are two structures, DMH 143I29A and DMH 1445J29A, that will require a conversion to an open grate.

Question 4: Please confirm that the courtyard area enclosed within the contract limit lines per contract dcouments can/will be utilized for construction lay down area, staging, trailer(s) location etc..

This quantity of self-leveling grout is to be used in areas with honeycombing or voids, insufficient rebar cover, or to correct limited areas of extreme elevations changes not intended from the original construction. Question 12: Regarding the historical windows, the specified Peerless 9150 windows have been discontinued. Will the Army Core accept an equal or other alternate to what is called out in the Spec?

Answer 12: A Peerless 9150 (Single-Hung) window or equal is acceptable for this project. The basis of design is the Peerless 9150 (Single-Hung). Which is a window type that was customized for West Point and SHPO approval and used on all previous CBUP barracks renovations.

The product is not listed on the website but is also not discontinued.

This has been confirmed with the Upstate NewYork Peerless Products Sales Representative. Please see below:

"Hi Eric, as we discussed earlier, Peerless IS quoting the Bradley Barracks project.

Peerless will be quoting the same exact window as used in the last 6 Barracks projects at West Point, no exceptions will be taken...

The 9150 Single Hung quotation is being prepared right now, for four requested sub bidders, as specified in the contract documents.

Our standard West Point window material quote for the 9150 SH will be sent out this week, pending any postponement.

Please let me if there is anything more you would need"

Thank you

John Kimball - Upstate NY Sales Peerless Products
