Question 10: 1.) For Exterior Note 10 on Drawings A-201 through A-208 (Incipient spalling: remove stone fragment; patch resulting loss...), the entire elevation in indicated but it would seem unlikely that this repair is to be done on the entire elevation. Can you please clarify the extent of this repair and/or give quantity to base the bid on?
2.)For Exterior Note 14 on Drawings A-201 through A-208 (Surface detachment / cleaving: sound all units, tool stone as required to remove detached material...), the entire elevation in indicated but it would seem unlikely that this repair is to be done on the entire elevation. Can you please clarify the extent of this repair and/or give quantity to base the bid on?
3.)General Note on Drawings A-201 through A-208 reads "Provide contract allowances for typical masonry repairs above and beyond those locations shown on drawings," please clarify or provide the allowances on which to base the bid.
Answer 10: Offerors should quantify a cost for the following:
1. Unit masonry stabilization, structural repointing method, cut/grind mortar joint 3,100.00 LF
2. Pointing masonry, stonework, hard mortar 3,100.00 LF
3. Patching masonry, CMU patching, 1/2" deep, includes cleaning, chipping and epoxy, excludes scaffolding 3,100.00 SF
4. 5" Granite Stone, Hilburn Granite basis of design, full color quarry mix, splitface 1,000.00 SF
5. Limestone veneer facing panel, texture finish, light stick, 5" thick, 5' x 14' 1,000.00 SF
6. Scaffolding, as required to erect & dismantle, building exterior, wall face This applies to questions 1/2/3 of the various types of repointing and repair that would be associated with the general repair notes 10 and 14 and all others that are called out on all facades.
The quantities listed in items 1-6 above will be added to drawing A201-208 in the general note section in this amendment.
Question 11: Drawing S-104 shows arrow and keynote 15, with text: "remove and replace steam tunnel cover slab as required for MEP work". There is no slab dimensions. Site drawing shows different dimensions. Please clarify.
Answer 11: The exterior steam tunnel connecting the long wing to the short wing does not have any repairs/demolition scheduled in the scope and therefore no allowance for this keynote should be included in the bid. The tunnel should be considered an existing structure and protected from damage as necessary. If unforeseen work was to occur at the tunnel, only the portion required to access the work should be removed and repaired per structural details. The tunnel top per as-built plans is 8" thick and other dimensions should be field verified or determined from as-built plans.
No work is scheduled for the existing exterior steam tunnel and keynote #15 will be removed from sheet S-104 in this amendment.
Question 12: Please provide specification section for expansion joints..
Answer 12: See sections 07 92 00 JOINT SEALANTS for pre-formed compressible expansion joints and 05 50 13 MISC. METALS for metal expansion joint covers.
Question 13: 1.Can the mandatory new openings (as per Note 1 on sheet S-401) be reinforced with uni-directional FRP in lieu of bi-direction FRP?
2.Is the FRP at each new opening (as per Note 1 on sheet S-401) to supplement lost rebar equivalent to #5 bars top and bottom spaced at 12" O.C? (i.e. a 12'-0" length opening will require the equivalent FRP to 12 rebar cut?)
3.As per the current drawings, the development length is specified to be 1"-6". As per our analysis, the development length of a #5 rebar in 3000psi concrete is approximately 27" for bottom bars and 35" for top bars. It is suggested that the FRP extends 3'-0" beyond the edge of each opening.
a.Can you shed some light on the development length the EOR is specifying?
4.Will there be any obstructions that may require anchors where the FRP cannot be installed or developed?
5.Is the 30,000 sf (as per Note 2.C.b) based on the FRP material or the concrete surface area to be reinforced?
6.For beam shear stirrup reinforcement (Note 2.A Sheet S-401), what is the typical beam size that is to be reinforced?
7.For column stirrup reinforcement (Note 2.B sheet S-401), what is the typical column size that is to be reinforced?
Answer 13: 1. Yes, as long as the strength is achieved in both orthogonal directions by layering FRP in multiple directions around the entire perimeter of the opening.
2. The FRP is expected to be continuous around the openings with an equivalent section area of a #5 at 12". It is not only to supplement cut rebar but also to provide a load path around the opening.
3. The rebar does not require a lap length to develop the strength required to support the new openings, the 1'-6" dimension is sufficient.
4. FRP is intended to be installed without conflict other than vertical columns. The FRP may terminate at the face of the column without any additional remediation.
5. The area is based on concrete surface area reinforced which is why the design properties (rebar @ spacing) was provided for estimation purposes.
6. The bid should be for any beam located in the building and the beam sizes can be reviewed in the as-built plans.
7. Similar, the bid should be any column located in the building and column sizes can be reviewed in the as-built plans..
Question 14: Details F1 & D1 on drawing A-704 show stainless steel drying bars located at the latrines and laundry rooms.
Please provide locations on the plans as they apply to these rooms so we can quantity the lengths req. etc.
Answer 14: See reflected ceiling plan of sector B for FL1-6 laundry room hanging bar (D1/A-704) that spans between the north and south walls of each laundry room. There are no drying bars shown in latrines.
Question 15: 1.) Keynote 040300.A2 on Drawing A-205 reads to rake and repoint all joints. Is it the intent to repoint all stone joints on this elevation? Or is the repointing per the 300 LF allowance in the General Notes?
2.)Keynote #1 on Drawings A-201 through A-208 indicates to tool all the stone around the entrances. Can you please clarify or quantify the extent of this repair?
Answer 15: Response 1: See general note 10 and 14 on all facades and referenced in Answer 10 of this amendment. Omit note 04 03 00.A3 on A205 for full rake and repoint of all joints, superseded by repair notes 10 and 14 that are shown on this (A-205) and all other elevations currently.
Response 2: Keynote 1 is called out at the limestone surrounds of each entrance for repair of any loose or flaking stone material to prevent the accumulation of water.
Question 16: Drawings A-110, 120, 130, 140, 150 & 160 have a note on the drawings showing a quantity of slab topping at the rooms and corridors. This quantity is provided in cubic feet. Please clarify as to what is the scope of work for these given quantities. Do we need to provide a new slab topping at these levels over the existing structural slab or does this not signify something else. If we are installing a new topping slab then based on the quantities given on the drawings, it equates to approx. 15" thick topping. This will affect the elevator, stairs and landing's existing grades. Please provide detail of this work and also how are we addressing the grade changes.
Answer 16: The intent of the non-structural topping slab work outside of the depressed core areas and the stair landings is to address the floor flatness issues after demo is complete and the slabs have been structurally repaired. See below Answer 24 in this amendment for architectural slab topping/leveling quantities to bid in addition to the structural quantities provided.
Question 17: Please know the Amendment 1 and Amendment 2 are not dated. Please provide these dates so these two (2) Amendments can be accurately recorded on the SF 1442.
Answer 17: Effective dates of 17-Jul-2019 for Amendment 0001 and 0002 are the actual dates posted into
FBO.
Question 18: Amendment 0003 states that an updated Section 00 45 00 Representations and Certifications would be found within. Amendment 0003 did not possess a Section 00 45 00. Please advise.
Answer 18: Section 00 45 00 - Representations and Certifications is located in the solicitation. Section 00 45 00 starts on page 11.
Question 19: Pursuant to Section 00 21 13 in the Amendment 2 please provide the "CONDITIONS and NOTICE
TO BIDDERS".
Answer 19: Instructions, Conditions and Notices to Bidders can be found in Section 00 21 13 - Instructions to Bidders of the solicitation, starts on page 7..
Question 20: Reference S-001; Delegated Design Notes; Note C.c:
Please confirm that the Structural Inspector is solely required to monitor and document the structural repair work described and quantified on drawings S-002 and S-401.
Answer 20: This is correct. They are to ensure that repairs are being performed properly per plans and documents, and to certify limits of repairs for proper quantity documentation. They will also ensure proper material selection and installation methods. They will not be responsible for any additional design, analysis, or calculations. They will be responsible to guiding limits of excavation, location of repairs and coordinating with the EOR on unforeseen issues that require additional analysis / direction.
Question 21: Reference S-001; Delegated Design Notes; Note C.c:
Please specify exactly what the Structural Inspector is to include within the Bi-Weekly Status Reports required to be submitted to the COR. Is there a written standard or template available which can be provided prior to the bid?.
Answer 21: The report is to provide an update on quantities of repairs as well as to indicate problems found during work that may need additional design or analysis by the EOR. There is no template and can be formulated by the engineer. The consulting engineer should be available for coordination calls to discuss work progress and projections as part of the construction schedule.
Question 22: Reference S-001; Delegated Design Notes; Note C.c.2:
Please confirm that the Contractor and their third party Structural Inspector shall not be required to design and/or re-design repairs for unforeseen project specific deficiencies encountered which are beyond the requirements of the structural repair work described and quantified on drawings S-002 and S-401 and the applicable product/material specifications for that work.
Answer 22: Correct, see Answer 20 in this amendment for additional information..
Question 23: Reference S-001; Delegated Design Notes; Note C.c.2:
Please designate an allowance that is to be carried within our bids if the intent behind the note referenced within this RFI is intended to be applied in situations where the Contractor and it's Structural Inspector encounter unforeseen project specific deficiencies which are above and beyond the requirements of the structural repair work described and quantified on drawings S-002 and S-401 and the applicable product/material specifications for that work.
Answer 23: This is not the intent of the inspector. Deficiencies which are above and beyond the requirements of the structural repair work should be reported to the COR / EOR for additional guidance and design as required..
Question 24: Reference A-110, A-120, A-130, A-140, A-150, & A-160; Topping Slab Quantities Utilizing the following algebraic equation: (SF of Floor) (X) = Topping Slab Quantities (Cu. Ft.)
where 'x' represents the thickness of the topping slab, the cubic feet quantities provided on the drawings referenced for this RFI show that the required average thickness of the new non-structural topping slabs is around fifteen inches (15") thick. Per S-002; Concrete Repair Notes; Note F.3; this work is in addition to the work shown on the structural drawings.
Please confirm if this is the actual intent of the non-structural topping slab scope of work.
Answer 24: The depressed slab at the existing core area (bathrooms, storage closets, utility & MEP rooms, and laundry room) is 1 ½" and noted on structural plans with 'Keynote 21' to be infilled to level with surrounding slab. Note detail A1/A-450 that indicates to block-out a 40" x 40" area around each drain location to be infilled with a tapered mortar bed sloped to the drain in the blocked-out area) The stairs landings are depressed 3" and are noted on structural plans to receive 1" of infill after slab repair.
See stair landing infill detail A5/A-451 that shows the additional 1 5/8" architectural topping before 3/8" resinous matrix terrazzo to equal the 3" depression.
The intent of the non-structural topping slab work outside of the depressed core areas and the stair landings is to address the floor flatness issues after demo is complete and the slabs have been structurally repaired.
The new slab topping thickness used to calculate the cubic feet was ½" thick average topping for corridors and a 1 ¼" thick average topping for rooms. We understand this to be the average amount required from previous barrack renovations.
This amendment has revised but not reissued 'SLAB TOPPING' table on overall architectural plans to read:
A-110 (FL.1) :
SLAB TOPPING:
1. COORIDORS: (8,000 sf.) (x .06') = 480 CUFT
2. ROOMS: (20,000 sf.) (x .15') = 3,000 CUFT
A-120/130/140/150/160 (FL.2-6) :
SLAB TOPPING:
1. COORIDORS: (8,500 sf.) (x .06') = 510 CUFT
2. ROOMS: (24,500 sf.) (x .15') = 3,675 CUFT
Question 25: Reference A-110, A-120, A-130, A-140, A-150, & A-160; Topping Slab Quantities Please specify what type of material is to be used for the new non-structural topping slabs (Light weight concrete, self-leveling material, etc.)
Answer 25: Lightweight concrete at the approx. 1 5/8" thick architectural slab infill at stair landings to receive resinous matrix terrazzo finish aligned with the precast terrazzo top tread (See stair landing infill detail A5/A-451). Slab topping quantities given for all other areas is to account for scope that will be required to achieve a reasonable level of floor flatness by use of a self-leveling material, see Answer 24 in this amendment.
Question 26: Please confirm that the following is a full account of the work that is required for leveling of all floor slabs:
a.Remove all existing topping slabs up to the quantities shown on drawings AD-100 (Pending RFI response), AD- 110, AD-120, AD-130, AD-140, AD-150, & AD-160 (Drawing show avg. 5"th removal);
b.Provide depressed slab infills with light weight concrete to achieve an even elevation with the surrounding structural slab per Structural Repair Notes; Note G.3;
c.Provide self-leveling grout over the existing slab and concrete infills up to the thicknesses and quantities per Structural Repair Notes; Note F.1;
d.Provide new non-structural topping slabs up to the quantities shown on drawings A-110, A-120, A-130, A-140, A- 150, & A-160 (Drawings show avg. 15"th install).
(Note: Please coordinate this RFI with other RFI's regarding new non-structural topping slab thicknesses.)
Answer 26: The depressed slab at the existing core area (bathrooms, storage closets, utility & MEP rooms, and laundry room) is 1 ½" and noted on structural plans with 'Keynote 21' to be infilled to level with surrounding slab.
Revised 'SLAB TOPPING' table on overall architectural plans to read:
A-110 (FL.1) :
SLAB TOPPING:
3. COORIDORS: (8,000 sf.) (x .06') = 480 CUFT
4. ROOMS: (20,000 sf.) (x .15') = 3,000 CUFT
A-120/130/140/150/160 (FL.2-6) :
SLAB TOPPING:
3. COORIDORS: (8,500 sf.) (x .06') = 510 CUFT
4. ROOMS: (24,500 sf.) (x .15') = 3,675 CUFT

Question 38: Dwg. S-401, FRP Quantities Notes – 2.C – General Flexural Reinforcement – Note "b" states that Contractor should price 20,000 SF of flexural FRP reinforcement plus (2) Owner Options of 5,000 SF for a total of 30,000 SF. Please clarify as to how this work item shall be paid – will it be total sq. feet of FRP material installed or
sq. feet of deficient concrete area strengthened or sq. feet of concrete surface in direct contact with the FRP (irrespective of the number of layers of FRP or overlap FRP)?
Answer 38: Please see Answer 27 in amendment 0005 and other similar RFI's for the response. In general, FRP will be accounted for in square feet of concrete reinforced and this can be fully estimated independent of manufacturer using the strength requirements provided. Actual area of FRP would vary significantly based upon the manufacture and materials selected..
Question 39: Drawing A-626 detail D5 illustrates a typical window sill.
The detail components show KEYNOTES 072627.A1 (Fire Resistant Liquid STPE Flashing/AVB sealant. Then, on top of that membrane the detail calls for KEYNOTES 072627.A2 (Fire Resistant Spray Applied AVB Membrane).
In the past a Henry blue skin product (self-adhesive air and vapor barrier membrane) has been accepted utilizing a peel and stick membrane around windows. This application was for the entire A/V barrier membrane system. Please advise if this is acceptable or should the (2) individual systems as shown be priced in the base bid.
Answer 39: Peel and stick products are not suitable for the existing masonry substrate as experienced on previous and similar barrack renovations. USMA and USACE prefers the liquid applied STPE flashing at rough opening and overlapping liquid applied AVB in the sill/jamb/head to make transition from interior spray-applied SPF foam insulation/AVB on vertical face of existing interior wall.
Question 40: Please provide mounting and configuration information for the special purpose outlets marked L15- 50R - this is not a NEMA standard device.
Answer 40: Though categorized as electrical this RFI is assuming the receptacles noted in the comment are for the telecom racks. The NEMA configuration should be L6-20. The Electrical contractor will need to coordinate with the Telecom contractor to confirm the NEMA L6-20 configuration is correct since the UPS is provided by the Telecom contractor. The receptacles shall be mounted at the bottom of the data rack and facing toward the telephone terminal board. Conduit shall be routed along the bottom of the cable runway and down along the back side of the rack and outside the vertical cable management.
The receptacles are labeled on each of the Telecomm room ¼” plans located on drawings EP-111,113, 121, 123, 131,133, 141, 143, 151,153, 161 and 163.
NEMA 6-20 receptacles are shown, these drawings will be revised to L6-20 receptacles in this amendment.
Question 41: Sewer Flow Rates
Reference Drawing: CU-101 Please advise what the sewer flow rates are so that the size of the bypass pump required for sewer repairs and linings can be determined.
Answer 41: The sanitary sewer line along the north side of Bradley "long" will have zero flow as this is the service from Bradley Barracks. The sanitary sewer line at the north end of Bradley "short" will have flows from Washington Hall. The sanitary sewer line between Washington Hall and Bradley flows from Brewerton Road/Davis Barracks with an additional service lateral from Washington Hall.
Please note: The existing survey shows a sanitary line from Brewerton that enters our site and we are proposing repairs on that line. We do not have documentation regarding what flows into that line from Brewerton. We are unsure if Davis flows into it or other buildings.
Question 42: 1.) Drawing S-171. Column line 24b indicates KEYNOTE 03 (Construct shear capitals at interior columns) at (2) two ea. locations. The similar note shows up on drawings S-173 & S-174. Please confirm that this is a typo. This is the roof level and no concrete columns extend above this point in elevation.
2.) Shear capital rehabilitation. Please clarify the extent of the Shear capital rehabilitation work. Structural drawing(s) sheet note 6 states all shear capitals are to be placed below the floor as indicated by the dashed lines and shown in section (1/S-302). Existing shear capitals aren't called out to be replaced per Structural KEYNOTE 03 until locations at the 5th floor. ( Ref S-151 column lines (24b, U) However, drawing S-132 column lines (22b, Fa) bubbles an existing shear capital (no key note) but states typical.
Please advise which shear capitals are to be rehabilitated.
Answer 42: 1) Shear capitals area always built beneath the floor indicated meaning the ones shown on the roof level are built under the roof slab. Please see Sheet Note 6 – "ALL SHEAR CAPITALS ARE TO BE
PLACED BELOW THE FLOOR AS INDICATED BY THE DASHED LINES AND SHOWN IN
SECTION". This occurs on all floor levels. Specifically on S-171 there are four new shear capitals shown at the following gridlines (27b, TB) (24b, U) (24b, Sa) (24b, Q). These are all new capitals placed directly below the roof slab. Locations of new capitals can be more clearly calculated on the overall floor plans.
2) There are no existing shear capitals, all capitals shown are new. The detail callout on S-132 column lines (22b, Fa) is a mistake and nothing should be done at this location as no capital is actually shown. All shear capitals will likely occur on the 5th floor or above although the location is subject to change based upon field conditions. The quantity of shear capitals should be appropriately taken off by the contractor based on the plans.
Call out for on S-132 at column lines (22b, Fa) will be deleted. Additionally, all shear capitals will be tagged as new on sheets S-150 through S-174 for clarity. Sheets S-132, S-151 through S-154, S-161 through S-164, and S-171 will be revised but not reissued in this amendment.
Question 43: New rooftop mechanical scree wall enclosure. Structural Drawing S-307 detail 5 illustrates a structural tube steel frame with stud infill. The architectural drawings to not indicate what type, size, gauge etc.
framing is required. We assume it will be cold form metal framing. Please provide more details as to the specific requirements.
Answer 43: The screen wall structural steel frame should be infilled with a typical non-load bearing, 6"" 20 gauge cold framed steel stud wall including 20 gauge track top and bottom. Studs should be spaced at 24"" OC maximum. Attach the tracks to the steel at 24"" OC with (2) #12 self-tapping screws aligned with stud spacing. Attach each stud with (1) #10 self-tapping screw each flange, top and bottom, for a total of (4) screws per stud. The 7/8"" horizontal hat channel should be attached to each stud. Follow all additional requirements of Architectural wall types, notes, and project specifications.
In this amendment the below note was added to the enlarged roof screen wall section detail C5 on A-429 calling out the screen wall stud infill design requirements:
“NON-LOAD BEARING, 6” 20 GA. CFMF STUD WALL INCLUDING 20 GA. TRACK TOP AND
BOTTOM. STUDS SPACED 24” OC MAXIMUM. ATTACH THE TRACKS TO THE STEEL AT 24” OC
WITH (2) #12 SELF-TAPPING SCREWS ALIGNED WITH STUD SPACING. ATTACH EACH STUD
WITH (1) #10 SELF-TAPPING SCREW EACH FLANGE, TOP AND BOTTOM, FOR A TOTAL OF (4)
SCREWS PER STUD. 7/8” HORIZONTAL HAT CHANNEL ATTACHED TO EACH STUD.”
Question 44: Demolition drawing AD-100, DEMOLITION NOTES #21 states provide for 4,000 sf of basement slab on grade removal and replacement to accommodate the new under slab plumbing scope. When quantifying the work scope per details/locations on Drawings S-102-S-105 we find the scope is 4,500 sf. Please advise as to what quantity should be used for bidding purposes.
Answer 44: Demolition general notes on overall demolition plans AD-100 through AD-160, “DEMOLITION NOTES #21” has been Revised but not reissued in this amendment to read “5,000 sf.” and now matches the structural quantities stated in Answer 45 below.
Question 45: Structural drawings S-102-S-105 has a KEYNOTE #05 which states demo and replace slab on grade.
The drawings show sporadic locations and states where required with a cross hatched pattern (see attachment) Are we to only assume the areas that are called out indicated with the hatch pattern? Please advise. May we make a suggestion; owner to provide an allowance quantity to be carried for this scope item.
Answer 45: The cross-hatch pattern is used to represent the unknown areas of removal and replacement required for completion of the scope for all disciplines. The estimated quantity of slab-on-grade removal and replacement for the purposes of bidding should be 5,000 square feet and include all structural repair requirements of detail 1/S-301. The 5,000 square feet is inclusive of the trenching shown with a linear hatch pattern. The quantity of 5,000 square feet of slab-on-grade repair will be added as a line item found on S-002 und Concrete Repair Notes. S-002 will be revised but not reissued in this amendment.
Question 46: Reference S102 through S105; Structural Scope Item Note 5: Please provide quantities or identify where exactly where the existing slab on grade is required to be demoed and replaced per the note referenced.
Answer 46: See Answer 45 for answer and quantities.
