Answer 17: Charging stations are incorporated into fixture type M1 and are indicated on drawing EL-113. There are two locations each with two charging receptacles.

Question 18: Re. CU101, LEGEND Note RH: Please identify/describe the scope of work and provide quantities for the (RH) designation that appears to be a rehabilitation of the existing buried manholes and catch basins.

Answer 18: Perform work in accordance with specifications (33 30 00 – 2.3.1 & 3.2.5.1). Quantities of manholes / catch basins are designated on the plans.

Question 19: Re. CU101, LEGEND Note RH: Please advise what spec section pertains to the spray on polymer liner work required for the (RH) designation

Answer 19: The pertinent Spec sections pertaining to spray on polymer liner work are 33 30 00 – Sanitary Sewerage 2.3.1 & 3.2.5.1.

Question 20: Re. CU101, LEGEND Note RH: Please provide quantities or provide the ID dimensions of the existing catch basin/manhole structures scheduled to receive a spray on polymer liner weredegination (RH) is required.

Answer 20: Quantities of manholes / catch basins are designated on the plans. Structure sizes can be found in the Sewer Inspection Report. Please note, some information in the Sewer Inspection Report may not apply as it includes sanitary and drainage systems for multiple barracks.

Question 21: Can you please provide a quantity breakdown for cracks that need to be gravity fed vs injected? There is a significant price difference between the gravity fed and injected crack repairs which can affect the overall bid pricing significantly given the bid quantity of 30,000 lf plus 2 options of 5,000 lf each. In addition, determination of approximate quantities during the pre-bid walk through is not possible as the existing finishes are not removed yet.

Answer 21: For bidding purposes, 1/2 (50%) of the cracks should be assumed to gravity-fed while 1/2 (50%) should be injected crack repairs. This applies to both the main bid quantity and the 2 options. As indicated, in the question, as injection epoxy is more expensive than gravity fed, the contractor should be willing to transfer percentage from injection epoxy toward gravity-fed epoxy repairs at no cost to the Owner.

Question 22: Dwg S-002, Concrete Repair Notes – C.1 states that minimum crack repair width should be 0.03" or larger for gravity fed or injected epoxy crack repairs. However, on Dwg. S-303 under the Pressure Injection Repair Notes it states that all cracks greater than 0.03" shall be repaired by epoxy injection procedure. Please clarify or provide quantities for the gravity fed and epoxy injected crack repair types.

Answer 22: Only cracks greater than .03" should be repaired regardless of the procedure. The delineation of between gravity and injection crack repair will be determined by the product manufacture literature and recommendations and its appropriateness to the cracks found during construction as well as the engineer's opinion to the appropriateness of the repair procedure. See Question #21 for a breakdown of bid quantities of gravity vs injection epoxy.

Question 23: Please clarify if the slab crack repair (gravity fed or injected) is required only below the width/length of the FRP system (over a crack), or for the full length of cracks (also outside the FRP system).

Answer 23: Slab crack repair is independent although not necessarily unique from the FRP repair.

Crack repairs will be field directed to address structural cracking as appropriate. FRP may be used in conjunction with, or without crack repair based upon field conditions. It is likely that crack repair will occur in areas outside the FRP strengthening.

Question 24: Dwg. S-002, Concrete Repair Notes - Note E, item (5) calls for "UNI-DIRECTIONAL SHEETS WITH STRENGTH EQUIVALENCY OF A #4 AT 12" OC." However, on Dwg. S-401 FRP Quantities Notes - Note 2.C item (a) calls for "THE DELEGATED DESIGNER SHOULD DESIGN

UNI-DIRECTION OR BI-DIRECTIONAL FRP AS PROPER FOR THE TYPE OF REPAIR. AS AN

ESTIMATION, #5's AT 12" OC MAY BE USED FOR BIDDING PURPOSES". "MAY" indicates that either option can be used. Please clarify if #4@12" or #5@12" O.C. should be considered for design and cost estimate of FRP strengthening.

Answer 24: Strength should be based on the notes found on S-401 and that strength varies based upon the application. To clarify, the #5's at 12" OC should be used for estimation for general flexural reinforcement although the actual reinforcement required may vary. Reinforcement at any strength equivalent to or less than #5 at 12" OC would be included in the price.

Question 25: S-401, There are areas around new slab openings where the bidirectional FRP cannot be overlapped due to existing columns located close to the edge of openings (such as gridline "R" and "27a" on Sheet S-401). Please confirm that FRP can be stopped at the face of columns. Otherwise, provide the termination requirements for FRP.

Answer 25: Yes, the FRP can be terminated at the face of the column. Small elevation changes (less than 3") should continue wrapped up and over, and be completed using manufacturer requirements for smoothing the transition in elevation.

Question 26: FRP Quantities Note - Note 1 on Sheet S-401, says that "AREAS SHOWN ON FRP

PLANS (S-401 THROUGH S-408) ARE MANDATORY LOCATIONS OF INSTALLATION AND

ARE NOT INCLUDED IN THE QUANTITIES SHOWN BELOW. IT IS THE GC's RESPONSIBILITY TO TAKE OFF AND ESTIMATE FRP REINFORCEMENT SHOWN IN PLANS." However, detail 2/S301 and notes for FRP around openings, calls for #5@12" O.C. Please clarify if full coverage with FRP is required at these areas, or if design based on #5@12 is acceptable (partial or full coverage).

Answer 26: FRP around openings is designed to be full coverage for a distance of 1'-6" around the opening. This is shown in the S-40X series of plans graphically. That 1'-6" wide FRP should be designed to an equivalent strength of #5 @ 12" OC. Please note that per the S-40X series, this FRP is bi-directional meaning the equivalent strength needs to be met in both directions..

Question 27: Drawing S-401, FRP Quantities Notes - Note 2.C Item (b), states that "CONTRACTOR

SHOULD PRICE 20,000 SF OF FLEXURAL FRP REINFORCEMENT PLUS (2) OWNER OPTIONS

OF 5,000 SF FOR A TOTAL OF 30,000 SF." Please clarify as to how this item shall be paid – will it be square feet of FRP installed or square feet of concrete area strengthened. If this item is paid in square feet of FRP installed, then please provide the approximate unit weight (oz. per sq. yards or grams per sq.

meters) of FRP to be used for pricing.

Answer 27: The base quantities will be paid for in their entirety up the quantity indicated. The measurement will be based on square feet of concrete strengthened. The unit weight/layers will vary significantly based on the manufacturer but can be estimated using the equivalent strength criteria provided.

Question 28: Drawing S-401, FRP Quantities Notes - Note 2.C Item (b) & (c), states that

"CONTRACTOR SHOULD PRICE 20,000 SF OF FLEXURAL FRP REINFORCEMENT PLUS (2)

OWNER OPTIONS OF 5,000 SF FOR A TOTAL OF 30,000 SF. REINFORCEMENT MAY TAKE

PLACE ON TOP OF THE SLAB (NEGATIVE REINFORCEMENT) AND BELOW THE SLAB

(POSITIVE REINFORCEMENT). REINFORCEMENT MAY ALSO TAKE PLACE ON BEAMS."

Please provide breakdown on the quantities for the 3 types of flexural reinforcement likely to take place – SF of negative uni-directional reinforcement shown as Example A, SF of negative bi-directional reinforcement around interior columns shown as Example B and SF of positive reinforcement on the underside of slab and beams. There is a significant price difference between all the 3 repair types and between uni-directional and bi-directional FRP which can affect the overall bid pricing significantly given the bid quantity of 20,000 sf plus 2 options of 5,000 sf each. In addition, determination of approximate quantities during the pre-bid walk through is not possible as the existing finishes are not removed yet.

Answer 28: The intent is to provide repairs as appropriately determined after finishes are removed and therefore a breakdown of these items is not possible. These quantities should be bid as determined by the contractor to include all three possible repairs types in any quantity. The actual repairs will likely be a combination of all three types but the ratios are unknown.

Question 29: Dwg. S-401, FRP Quantities Notes – Note 2.A Item (b) states that the contractor should price 1000 lineal feet of uni-directional FRP beam stirrup reinforcement. Please clarify as to how this item shall be paid – will it be lineal feet of beam or lineal feet of FRP installed? If this item is paid in lineal feet of FRP installed, then please provide the approximate unit weight (oz. per sq. yards or grams per sq. meters) of FRP and the width of the FRP required to be used for pricing.

Answer 29: The base quantities will be paid for in their entirety up the quantity indicated. The measurement will be based on the linear feet of concrete beam strengthened. The unit weight/layers will vary significantly based on the manufacturer but can be estimated using the equivalent strength criteria provided.

Question 30: Dwg. S-401, FRP Quantities Notes – Note 2.A Item (a) calls for #3 rebar @ 8" O.C. for FRP shear strengthening design for beams. Please clarify if FRP is to be designed to provide the strength equivalent to one or two legs of #3 (stirrups) placed at 8" O.C..

Answer 30: The strength shall be equivalent to two legs of a #3 stirrup placed 8" o.c. and the FRP should be wrapped in the same configuration as a typical rebar stirrup under the bottom of the beam where feasible.

Question 31: Dwg. S-401, FRP Quantities Notes – Note 2.B Item (b) states that the contractor should price 500 lineal feet of uni-directional FRP column stirrup reinforcement. Please clarify as to how this item shall be paid – will it be lineal feet of column or lineal feet of FRP installed? If this item is paid in lineal feet of FRP installed, then please provide the approximate unit weight (oz. per sq. yards or grams per sq. meters) of FRP and the width of the FRP required to be used for pricing.

Answer 31: The base quantities will be paid for in their entirety up the quantity indicated. The measurement will be based on the linear feet of concrete column strengthened. The unit weight/layers will vary significantly based on the manufacturer but can be estimated using the equivalent strength criteria provided.

Question 32: Dwg. S-401, FRP Quantities Notes – Note 2.B Item (a) - Please provide the dimensions of the columns that require shear FRP strengthening.

Answer 32: The bid quantities should apply to any column in the building. The bidders can use an average or maximum size of a column as they see fit for their bid. The actual locations of FRP will be determined during construction.

Question 33: Dwg. S-401, FRP Quantities Notes – Note 2.B Item (a) calls for #3 rebar @ 12" O.C. for FRP shear strengthening design for columns. Please clarify if FRP is to be designed to provide the strength equivalent to one or two legs of #3 (stirrups) placed at 12" O.C.

Answer 33: The strength shall be equivalent to a continuous hoop of a #3 stirrup placed 12" o.c.

and the FRP should be wrapped around the entire perimeter of the column.

Question 34: Dwg. S-401, FRP Quantities Notes – Note 2.A - Please provide beam dimensions, slab thickness and effective depth of reinforcement (d) for beams that require FRP shear strengthening.

Answer 34: The bid quantities should apply to any beam or slab in the building. The bidders can use an average or maximum size of beams and slabs as they see fit for their bid. The actual locations of FRP will be determined during construction.

Question 35: Will intumescent topcoat or UL rated fireproofing be required for the FRP? If UL rated fireproofing, please specify the hourly rating and note that this will affect the overall finish elevation of the slab, beams and columns as the UL fireproofing is much thicker than intumescent coating..

Answer 35: No UL fireproofing or intumescent topcoat will be required for the FRP.

Question 36: Detail 1, 2 & 3 on Dwg. S-302 show that only 3 each, #6 bars are required to be drilled through the column. Will any dowels be embedded in to the column especially on the shorter length of the column?

Answer 36: No, only the through dowels shown will be required. There are no dowels required on the shorter face of the column. The concrete interface should be prepped to a CSP profile of 7 as shown on the drawings to promote bond at the interface.

Question 37: Detail 1, 2 & 3 on Dwg. S-302 – Please confirm that the new #5 reinforcement will be as shown on the details as no spacing requirements are provided.

Answer 37: The #5 bars should be ACI minimum clearance from the face of the column or form.

As each shear capital will vary based on the column dimensions, this spacing will vary slightly at each location.

Question 38: Detail 1, 2 & 3 on Dwg. S-302 show to core drill 1" diameter hole in slab for air venting.

Can we use pressurized pumping technique (ACI RAP Bulletin 5) in lieu of the specified air venting technique?.

Answer 38: Yes this technique is allowed although it still requires designed methods (multiple ports) that allow air to escape to ensure air cavities are not being created. The means and methods to ensure proper bond and avoidance of cavities is up to the contractor.

Question 39: S002 Note D, Please confirm that prebagged specialty self-consolidating concrete repair mortar would be acceptable to use in lieu of the ready mix self-consolidated concrete.

Answer 39: A bagged specialty self-consolidating repair cementitious product, as long as it meets the design requirements of the construction documents and specifications, would be approved upon proper submittal of all data sheets. Product will likely need to be extended with aggregate to prevent shrinkage, but should always be installed per manufacturer's instructions.

Question 40: S002 Note B, Can you please provide an approximate quantity breakdown for the spalled concrete surfaces in terms of how much repairs are on topside of the slab vs underside of the slab vs column concrete repairs vs wall concrete repairs vs beam concrete repairs? There is a significant price difference between repairs at all the above listed locations which can affect the overall bid pricing significantly given the bid quantity of 4,000 sq. feet plus 2 options of 750 sq. feet each. In addition, determination of approximate quantities during the pre-bid walk through is not possible as the existing finishes are not removed yet.

Answer 40: The intent is to provide repairs as appropriately determined after finishes are removed and therefore a breakdown of these items is not possible. These quantities should be bid as determined by the contractor to include all possible repairs types in any quantity. The actual repairs will likely be a combination of all types but the ratios are unknown and the Owner wants to maintain flexibility.

Question 41: Dwg S-002, Concrete Repair Notes – B.3 states that the depth of the repair is based on 6" for every sq. foot of concrete repaired. However, on the same drawing, Concrete Repair Notes – B.4.e & f and Dwg. S-303, Concrete Repair Notes – No. 4 mention to assume maximum depth of concrete repairs to not exceed 4 inches. Please clarify. Typically, all partial depth repairs are up to 4 inches deep.

Answer 41: 4" maximum depth should be used for cost estimating purposes. Partial depth repairs in practice should be completed for detail 1/S-303.

Question 42: Dwg S-002, Concrete Repair Notes – B.4.d, mentions full depth slab repairs, see Dwg. S- 303 and other plans for slab thickness. Can you please confirm that full depth slab repairs shall be required in this project? Also, if they are then can you please provide a quantity for these repairs. In addition, please provide a drawing detail and slab thickness as they are not shown on Dwg. S-303.

Answer 42: Please review the as-built drawings for additional information concerning the slab thicknesses. Full-depth repairs will likely be required and should be weighted into the 4,000 SF of concrete repair. Slab thicknesses are called out on partial plans indicated as "EXIST X" C.S." the X being the thickness. The intent is to provide repairs as appropriately determined after finishes are removed and therefore a breakdown of these items is not possible. These quantities should be bid as determined by the contractor to include all possible repairs types in any quantity. The actual repairs will likely be a combination of all types but the ratios are unknown and the Owner wants to maintain flexibility.

Question 43: Dwg S-002, Concrete Repair Notes – G.3 mentions to roughen existing surface to promote bond and ensure floor is free from dirt, grease, solvents, or other materials that would prohibit bonding.

Can you please elaborate on the surface profile requirement in terms of what CSP finish is required for this scope of work?

Answer 43: As required in I.3, the existing surface should have a roughness profile of CSP-7

Question 44: How should the contractors proceed if they have any additional questions after the question deadline?

Answer 44: RFIs will not be answered after the RFI deadline.

Question 45: C505 6/C505, Details dont show waterproofing for concrete work in sally port however past projects have required waterproofing in sally ports. Is waterproofing Required?

Answer 45: Yes, the detail is keyed in the various building sections of the sallyport and detailed on A8/A-432. This waterproofing is to be applied to the existing lower slab/ basement roof that is to remain after upper wear slab at sallyport is removed.

Question 46: A620-A625, Drawings show a steel plate around he window frames with no size or thickness provided. Please provide dimensions and thickness of these steel plates if required

Answer 46: Steel plate and attachment should be designed by window manufacturer/supplier. As each window will have unique fastening patterns, this plate cannot be designed or estimated at this time.

Question 47: I-210, Plans call out for visual display boards CB1, CB2 and CB3 however these are not shown in the Furniture schedule. Please provide quantities or schedule location for these display boards.
